INFERENCES ON THE ONTO-POLITICAL NATURE OF THE COUNTRY WITHIN THE CONTEXT OF CENTER-PERIPHERY DUALISM

Politics in Turkey has been always shaped on the basis of a "center" from the past to present.
Center has been in position both as the determinant of government forces and
the practitioner of political administration. In contrast to this, the country
is given the roles that is being a practitioner of the central provisions and
to satisfy the center’s need based on capital such as the military,
agricultural, human and in many areas like this. Thus, in the face of center,
the country has been recognized as being unable to be included in political
governance when it is considered within the context of political capital.
Therefore, the country’s various reflexes to the centre either have been
ignored or have been tried to be suppressed. Thus, country has been exposed to
a policy that is marginalized, excluded and despised in both political
management and social context. However, the country, beyond being a
geographical area that only supplies center’s needs and human capital, has a
reserved and practical side. The country, with her daily practices in political
life and her close pursuit of centre, is a significant player in politics.
Besides, although the country seems to have passive and weak structure,
actually it has an ability and power in surrounding center circumferentially.
In this study, primarily in the context of center-periphery theory, the focus
will be on what kinds of roles the country keeps in terms of historical and
political traditions. In addition to this, the position of the country as a
periphery at political culture will be discussed. It will also draw attention
to the country’s representation from the past to the present and the country
that is marginalized in politics and in administration. Finally, the
appearances of dialectical structures among center and the country will be
focused on by illustrating people living in the country, the social types, the
political actors and political relations observed in the country.
