Günümüzde yaşanan değişim ve dönüşüm pek çok alanda uygun sosyal inovasyon çözümlerini gerektirmektedir. Bu makale Türkiye’de sosyal inovasyonun kavramının kamuda bilinirliğini ve ne şekilde anlaşıldığını araştırmaktadır. Çalışma kapsamında, Türkiye’de kamuda orta ve üst düzey kademelerde çalışan 25 kişi ile yapılan kilit görüşmeler ile sosyal inovasyon kavramının bilinirliği ve kamudaki sosyal inovasyon sayılabilecek uygulamalar gün yüzüne çıkarılmaya çalışılmıştır. Bu makale ve yapılan alan çalışması neticesince sosyal inovasyon kavramının siyasa yapıcılar ve karar alıcılar tarafından yeterince bilinmediğini ve anlaşılamadığını ortaya koymuştur. Dahası terminolojinin daha çok Avrupa Birliği süreciyle görünür olduğu ve sosyal girişimcilik bağlamında ele alındığı tespit edilmiştir. Dolayısıyla sosyal inovasyona dönük teorik ve yasal çerçevenin kamu desteği ile/siyasa yapıcılar ve yasa koyucular tarafından belirlenerek ve bu konuda farkındalığın arttırılması ve verimli bir ortamın/ekosistemin oluşturulması gerekmektedir.

Social Innovation in Turkey and Awareness of Social Innovation Concept in Public Institutions
Worldwide structural transformations and challenges require appropriate social innovations solutions in almost every field. This study investigates the degree to which social innovation concept is known among policymakers and executed by public institutions in Turkey. Within the study, 25 semi-structured interviews have been undertaken and examined. The qualitative analysis of the interviews and investigation of related literature explored that the concept of social innovation is not adequately comprehended although some promising examples are on the place. The study reveals that social innovation approach become visible through European Union accession process and mostly associated with social entrepreneurship. There is a crucial need to increase awareness of social innovation approach and create a fertile environment for it by introducing a conceptual and regulatory framework for social innovation at all levels of government
