İKİNCİ SEKTÖRÜN SOSYAL HİZMETTEKİ ROLÜ: KURUMSAL SOSYAL SORUMLULUK PROJELERİ ÜZERİNDEN SOSYAL SÜRDÜRÜLEBİLİRLİĞİN ANALİZİ

Öz

Geleneksel olarak sosyal sorunların çözümü devletin sorumluluğunda iken, neoliberal politikaların etkisiyle devletin bu alandaki etkinliği azalmış ve özel sektör giderek daha fazla sorumluluk almaya başlamıştır. Bu bağlamda, ikinci sektör olarak adlandırılan özel sektör, kurumsal sosyal sorumluluk projeleri ile temel sosyal sorunların çözümüne katkı sunmaktadır. Çalışmada ikinci sektörün yürütmüş olduğu sosyal sürdürülebilirlik odaklı kurumsal sosyal sorumluluk projelerinin sosyal hizmette yeni bir müdahale aracı olarak kullanılabileceğine yönelik farkındalık oluşturulması amaçlanmaktadır. Çalışmada, Türkiye’de faaliyet gösteren 11 büyük holdingin 2022 yılları arasında yayımladığı sürdürülebilirlik raporları incelenmiş ve BM Sürdürülebilir Kalkınma Hedeflerinin sosyal sürdürülebilirlik ilkeleri çerçevesinde analiz edilmiştir. Yoksulluğa Son, Açlığa Son, Sağlık ve Kaliteli Yaşam, Nitelikli Eğitim, Toplumsal Cinsiyet Eşitliği, İnsana Yakışır İş ve Büyüme, Eşitsizliklerin Azaltılması gibi sosyal sürdürülebilirlikle ilişkili temalar altında doküman analizi yapılmıştır. Çalışmada yoksullukla mücadelede sürdürülebilir adil gelir, sağlık hizmetlerine ücretsiz erişim, eğitimde fırsat eşitliği, iş yaşamında cinsiyet eşitliği, dezavantajlı kesimlerin istihdam piyasasına erişimi gibi önemli bulgular elde edilmiştir. Sonuç olarak ikinci sektörün gerçekleştirmiş olduğu sosyal sürdürülebilirlik odaklı bu projelerin sosyal hizmet uygulamalarında yeni bir yöntem olarak etkili bir şekilde kullanılabileceği görülmektedir.

The Role Of The Secondary Sector in Social Work: Analyzing Social Sustainability Through Corporate Social Responsibility Projects

Öz

Traditionally, the solution of social problems was the responsibility of the state, but with the impact of neoliberal policies, the effectiveness of the state in this field has decreased and the private sector has started to take more and more responsibility. In this context, the private sector, referred to as the second sector, contributes to the solution of fundamental social problems through corporate social responsibility projects. The study aims to raise awareness that social sustainability-oriented corporate social responsibility projects carried out by the second sector can be used as a new intervention tool in social work. In this study, the sustainability reports published by 11 large conglomerates operating in Turkey between 2022 were examined and analyzed within the framework of the social sustainability principles of the UN Sustainable Development Goals. Document analysis was conducted under themes related to social sustainability such as End Poverty, End Hunger, Health and Quality of Life, Quality Education, Gender Equality, Decent Work and Growth, Reducing Inequalities. In the study, important findings such as sustainable fair income in the fight against poverty, free access to health services, equal opportunities in education, gender equality in business life, and access of disadvantaged groups to the labor market were obtained. As a result, it is seen that these social sustainability-oriented projects carried out by the second sector can be used effectively as a new method in social service practices.
