Ortak Havuz Problemi Çerçevesinde Türkiye'de Seçim Sistemleri ve Mali Sonuçları

Uluslararası politik ekonomi literatüründe seçim sistemlerinin bütçe disiplini üzerindeki mali etkileri sıklıkla tartışılsa da, Türkiye’nin kurumsal kırılmalar içeren özgün siyasal geçmişinde bu ilişkinin nasıl şekillendiği sorusu literatürde bir boşluk olarak kalmıştır. Bu çalışma, söz konusu teorik ve ampirik boşluğu doldurmak amacıyla, 1960–2023 döneminde Türkiye’de seçim sistemlerinin kamu harcamalarının büyüklüğü ve bileşimi üzerindeki etkisini ortak havuz problemi çerçevesinde incelemektedir. Çalışma, seçim sistemlerindeki farklılaşmaların yasama organının parçalanma düzeyini ve karar alıcı sayısını etkileyerek maliyetlerin içselleştirilme derecesini değiştirdiği ve bu yapı üzerinden kamu harcamalarını şekillendirdiği varsayımına dayanmaktadır. Bu varsayımın ampirik olarak sınanması amacıyla ARDL sınır testi yöntemi kullanılarak kamu harcamaları ile seçim sistemleri (nispi temsil ve çoğunluk seçim sistemleri) arasındaki eş bütünleşme ilişkisi, ortak havuz problemi teorik çerçevesi kapsamında analiz edilmiştir. Bulgular, seçim sistemlerinin ürettiği kurumsal yapıların kamu harcamaları üzerinde istatistiksel olarak anlamlı etkiler yarattığını göstermektedir. Sonuçlar, nispi temsilin daha yüksek kamu harcaması ürettiği yönündeki yaygın literatürün ötesine geçerek, güçlü yürütme ve sınırlı yasama parçalanması koşullarında çoğunlukçu sonuçlar üreten seçim düzenlemelerinin de kamu harcamalarının genişlemesine elverişli kurumsal teşvikler oluşturabildiğine işaret etmektedir. Bu yönüyle çalışma, Türkiye’nin kurumsal bağlamında veto gücünün zayıflaması ve yürütme hegemonyasının güçlenmesinin mali genişlemeyi tetikleyen temel politik-ekonomik dinamikler olduğunu ampirik olarak göstermesi bakımından özgün bir katkı sunmaktadır.

Electoral Systems and Fiscal Consequences in Türkiye within the Framework of the Common Pool Problem

While the fiscal impact of electoral systems on budgetary discipline is frequently discussed in the international political economy literature, the question of how this relationship has been shaped in Turkey's unique political history, characterized by institutional ruptures, remains a gap in the literature. This study aims to fill this theoretical and empirical gap by examining the impact of electoral systems on the magnitude and composition of public expenditures in Turkey during the 1960–2023 period within the framework of the common pool problem. The study is based on the assumption that variations in electoral systems affect the degree of fragmentation of the legislature and the number of decision-makers, thereby altering the degree to which costs are internalized and shaping public expenditures through this structure. To empirically test this assumption, the cointegration relationship between public expenditures and electoral systems (proportional representation and majority electoral systems) is analyzed within the theoretical framework of the common pool problem using the ARDL bounds test method. The findings show that the institutional structures produced by electoral systems have statistically significant effects on public expenditures. The results go beyond the common literature suggesting that proportional representation generates higher public spending, indicating that electoral arrangements producing majoritarian outcomes under conditions of strong executive and limited legislative fragmentation can also create institutional incentives conducive to the expansion of public spending. In this respect, the study's unique value lies in empirically demonstrating that weakening veto power and executive hegemony within Turkey's institutional context are key political-economic dynamics triggering fiscal expansion.
