Öz

The requirement of reinvention on public adminstration is occured with leaving of the traditional management to the modern management. The concepts like citizen orientation, governance, localization, accountabilitiy, transparancy can be evaulated as the reflect of new public management. In this study, the new public management, local government reform -which is arranged by this direction- and the city councils -as the aplication of citizen oriented management- are considered. Besides, the legality of city council organization –which is enacted with Municipal Act- is tested by the Selçuklu Municipality sample. The purpose of this study is to approach the city councils, which are occured as a factor of citizen orientation and to contribute public administration literature by arriving at an evaluation in the light of Selçuklu Municipality sample. At the same time, with this study, tangible results will be tried stated at the point of testing the conflict between theory and practice. As a result, it is thought that, measuring the performance of Selçuklu Municipality City Council will form a point of origin for the other municipalities.

VATANDAŞ ODAKLI/VATANDAŞIN ODAKTA OLDUĞU YÖNETİM: KENT KONSEYLERİ VE SELÇUKLU BELEDİYESİ ÖRNEĞİ

Öz

Geleneksel yönetim anlayışının yerini yeni yönetim anlayışına terk etmesi ile birlikte, kamu yönetiminde yeniden yapılanma gereksinimi ortaya çıkmıştır. Vatandaş odaklılık, yönetişim, yerellik, hesap verebilirlik, şeffaflık gibi kavramlar yeni kamu yönetimi anlayışının birer yansımaları olarak değerlendirilebilir. Çalışmada, yeni kamu yönetimi yaklaşımı, bu doğrultuda hazırlanan yerel yönetimler reformu ve vatandaş odaklı yönetimin bir uygulama biçimi olan kent konseyleri irdelenmektedir. Ayrıca, Belediye Kanunu ile getirilen kent konseyi düzenlemesinin geçerliliği Selçuklu Belediyesi örneği ile sınanmaktadır. Çalışmanın amacı, vatandaş odaklılığın bir unsuru olarak ortaya çıkan kent konseylerini ele almak ve Selçuklu Belediyesi Örneği ışığında değerlendirmede bulunarak, kamu yönetimi literatürüne bir katkı yapmaktır. Bununla birlikte bu çalışma ile, kamu yönetiminin temel sorunlarından biri olan teori-pratik çekişmesinin test edilmesi noktasında somut sonuçlar ortaya koyulmaya çalışılmaktadır. Sonuçta, Selçuklu Belediyesi Kent Konseyinin performansının ölçülmesinin diğer belediyeler için bir çıkış noktası oluşturabileceği düşünülmektedir.
