As used in almost all level of activities from production to delivery, information
technologies has started to be used in adminbistrative duties as well. The technology has
serious contributions to solve the problems faced by local government units. The main
objective of this research is to search the main affects of information technologies on
management activities and how effective they are in solving the problems the
management faced. In order to do this firstly, information technologies concept has been
explained. After that, their effects on management activities and local governments
detailed. In recent years, the technology helps to the local governments through
decreasing the level of paper-work, increasing the speed of information for those who
need in the public activities, decrease the level of transaction costs, increase the speed of
city services, being more effective in supplying the necessities, and increasing the level of
satisfaction from local services

Öz
Mal ve hizmetlerin üretiminden sunumuna kadar hemen bütün süreçlerde kullanılmaya başlanan bilgi teknolojilerinin, bir çok alanda olduğu gibi, yönetim faaliyetlerinde de kullanıldığı ve karmaşık işleri basitleştirerek çok büyük katkılar sağladığı görülmektedir. Yerel yönetimlerin içinde bulunduğu sorunların çözümünde de bilgi teknolojilerinin kullanılmasının ciddi katkıları bulunmaktadır. Bu çerçevede ele alınan çalışmanın amacı; bilgi teknolojilerinin, yönetim faaliyeti üzerindeki rolünü ortaya koyarak, yerel yönetimlerin içinde bulunduğu sorunların çözümünde etkinliğini tespit etmektir. Bu amaçla, öncelikle bilgi teknolojileri kavramı üzerinde durulmuştur. Ardından ise, yönetim faaliyeti ve yerel yönetimler üzerindeki etkisi ele alınmıştır. Günümüzde bilgi teknolojilerinin sağladığı katkılar karşısında, yerel yönetimlerin de çeşitli düzeylerde ve şekillerde bu teknolojilerden yararlanması; kırtasiyeciliği azaltmakta, halkın yerel kamusal ihtiyaçlarının öğrenilmesinde kolaylık sağlamakta, küçümsenmeyecek ölçüde mali tasarruf elde edilmekte, kentsel hizmetlerin karşılanmasına hız kazandırmakta, vatandaş tatminini ve yerel hizmetlerden memnuniyet derecesini artırmaktadır.
