Öz

Sürdürülebilir Kalkınma Amaçlarına (SKA) ulaşmak, kapsamlı ve etkili bir stratejik planlama sürecinin yürütülmesiyle mümkündür. Bu nedenle, SKA'ların hayata geçirilmesinde kalkınma planları büyük öneme sahiptir. Ülkelerin SKA performansları, Birleşmiş Milletler (BM) ilgili birimleri tarafından düzenli olarak izlenmekte ve hazırlanan raporlarla ülkelerin mevcut durumları, ilerleme eğilimleri ve bölgesel-küresel karşılaştırmalar ortaya konmaktadır. BM 2023 yılı SKA Raporu, üye ülkelerin çoğunluğunun 2030 hedeflerinin oldukça gerisinde kaldığını ve bu durumun devam etmesi halinde küresel ölçekte ciddi sorunlar yaşanacağını vurgulamıştır. Raporda, Türkiye'nin SKA performansının da hedeflerden uzak olduğu belirtildiğinden, raporla gerçekleşme ve hedef bakımından ilişkili son iki kalkınma planı, rapor verileriyle karşılaştırmalı olarak analiz edilmiştir. Yapılan incelemelerde, Türkiye'nin 11. ve 12. Kalkınma Planları'nın SKA'larla kısmen uyumlu olduğu, ancak tam entegrasyon sağlanamadığı tespit edilmiştir. Gelecekteki planlarda, disiplinlerarası iş birliğine önem verilmesi, kaynak/kapasite artırımına yönelik çalışmaların hızlandırılması, yerel ihtiyaçlara uygun politika geliştirilmesi, etkili izleme ve değerlendirme sistemlerinin kurulması, çevresel sürdürülebilirlik ve sosyal kapsayıcılık alanlarında çaba gösterilmesi gerektiği sonuçlarına varılmıştır.

ANALYSIS OF THE 11TH DEVELOPMENT PLAN (2019-2023) AND THE 12TH DEVELOPMENT PLAN (2024-2028) WITHIN THE FRAMEWORK OF THE UNITED NATIONS SUSTAINABLE DEVELOPMENT GOALS (SDGs)

Öz

Achieving the Sustainable Development Goals (SDGs) requires the implementation of a comprehensive and effective strategic planning process. Therefore, development plans play a crucial role in the realization of the SDGs. The SDG performance of countries is regularly monitored by relevant United Nations (UN) bodies, and the reports prepared by these bodies present countries' current status, progress trends, and regional-global comparisons. The UN's 2023 SDG Report emphasized that most member states are significantly behind in meeting the 2030 targets and warned that serious global challenges will arise if this trend continues. The report noted that Türkiye's SDG performance is also far from the targets, prompting a comparative analysis of the last two development plans concerning the report's data on achievements and goals. The analysis revealed that Türkiye's 11th and 12th Development Plans are partially aligned with the SDGs but fall short of full integration. It was concluded that future plans should emphasize interdisciplinary collaboration, accelerate efforts to increase resources and capacity, develop policies aligned with local needs, establish effective monitoring and evaluation mechanisms, and intensify efforts in environmental sustainability and social inclusion.
