The Securitization of Religious Education: Theoretical and International Perspectives

Öz

This study examines the securitization of religious education through an interdisciplinary theoretical framework, exploring the intersections between religion’s public presence and security policies. The shift in security discourses following 9/11 has increasingly aligned religion with national security strategies, leading to significant transformations in educational policies. In this context, religious education has transitioned from a purely pedagogical field to an area instrumentalized for maintaining social stability and combating extremism. Employing document analysis as a qualitative method, the study descriptively evaluates policy recommendations and reports from international bodies such as the OSCE, UNESCO, and the Council of Europe. It critically assesses the normative frameworks proposed by these institutions and explores epistemological and pedagogical tensions arising from the security-oriented instrumentalization of religious education. Within the Turkish context, intersections between religious education and security discourses are analyzed in relation to changing state-religion dynamics. The study concludes that the securitization of religious education is not merely a pedagogical or ideological issue but represents a significant dimension of states’ evolving domestic and international security strategies, underscoring the need for further comprehensive academic inquiry.

Din Eğitiminin Güvenlikleştirilmesi: Teorik ve Uluslararası Perspektifler

Öz

Bu çalışma, din eğitiminin güvenlikleştirilmesi olgusunu teorik ve disiplinlerarası bir çerçevede ele alarak, dinin kamusal alandaki konumunun güvenlik politikalarıyla kesişimini irdelemektedir. 11 Eylül 2001 sonrası dönemde güvenlik söylemlerinin dönüşümü, dinin giderek ulusal güvenlik stratejileriyle ilişkilendirilmesine ve eğitim politikalarının bu çerçevede yeniden şekillendirilmesine zemin hazırlamıştır. Bu bağlamda, din eğitimi, yalnızca pedagojik bir alan olarak değil, toplumsal istikrarın korunması ve aşırılıkla mücadele gibi güvenlik eksenli amaçlarla da ele alınan bir olguya dönüşmüştür. Bu çalışmanın amacı, güvenlikleştirme teorisini merkeze alarak din eğitiminin siyasal ve toplumsal işlevlerini analiz etmek ve uluslararası yaklaşımlar ile Türkiye bağlamında ortaya çıkan yönelimleri karşılaştırmalı bir perspektifle değerlendirmektir. Nitel araştırma türlerinden doküman incelemesinin kullanıldığı araştırmada AGİT, UNESCO ve Avrupa Konseyi gibi uluslararası kuruluşların din eğitimi politikalarına yönelik tavsiye kararları ve raporları betimsel analiz yöntemi ile incelenmiştir. Çalışmada, adı geçen uluslararası kuruluşların din eğitimi politikalarına yönelik normatif çerçeveleri tartışılmakta, din eğitiminin güvenlik bağlamında araçsallaştırılmasının doğurduğu epistemolojik ve pedagojik gerilimler değerlendirilmektedir. Türkiye bağlamında ise din eğitimi ile güvenlik söylemlerinin kesişme noktaları din-devlet ilişkilerinin dönüşümü bağlamında incelenmektedir. Sonuç olarak, din eğitiminin güvenlikleştirilmesinin yalnızca pedagojik ve ideolojik bir mesele olmadığı, aynı zamanda devletlerin uluslararası ilişkiler ve iç güvenlik stratejileri bağlamında yeniden şekillenen bir alan niteliği taşıdığı; bu nedenle kapsamlı akademik çalışmalara ihtiyaç olduğu tespit edilmiştir.

تأمين التعليم الديني: الأطر النظرية والمنظورات الدولية

Öz

تتناول هذه الدراسة ظاهرة أمننة التعليم الديني من خلال إطار نظري متداخل التخصصات، وتبحث في تقاطعات موقع الدين في المجال العام مع السياسات الأمنية. وقد أدى التحول في الخطابات الأمنية بعد أحداث الحادي عشر من سبتمبر (11/9) إلى تزايد الربط بين الدين واستراتيجيات الأمن القومي، ما انعكس بشكل ملحوظ على السياسات التعليمية. في هذا السياق، تحول التعليم الديني من كونه مجالًا تربويًا بحتًا إلى وسيلة لتحقيق أهداف أمنية، كالحفاظ على الاستقرار الاجتماعي ومكافحة التطرف. وتستخدم الدراسة منهج تحليل الوثائق كأداة بحثية نوعية لتحليل التوصيات والتقارير الصادرة عن منظمات دولية مثل منظمة الأمن والتعاون في أوروبا (OSCE)، ومنظمة الأمم المتحدة للتربية والعلم والثقافة (UNESCO)، ومجلس أوروبا. كما تقيم الدراسة الأطر المعيارية التي تطرحها هذه المنظمات وتناقش التوترات الإبستمولوجية والتربوية الناجمة عن توظيف التعليم الديني في السياقات الأمنية. أما في السياق التركي، فتُحلّل الدراسة نقاط التداخل بين التعليم الديني والخطاب الأمني ضمن إطار التحولات في العلاقة بين الدولة والدين. وتخلص الدراسة إلى أن أمننة التعليم الديني ليست مسألة تربوية أو أيديولوجية فقط، بل أصبحت جزءًا من استراتيجيات الدول الأمنية الداخلية والعلاقات الدولية، وهو ما يقتضي إجراء دراسات أكاديمية موسعة في هذا المجال.
