Covid-19 has a transformative and shifting effect in the current global system, as experienced in previous pandemics of world history. From a public health perspective, free movement of persons become a prominent restricted concept during pandemic times. Just after one year of the Covid-19 pandemic, new regulations and implementations have been introduced to revive the free movement of persons. Publicly known as ‘vaccine passports or vaccine certificates’, European Commission has offered ‘Digital Green Certificate’ to normalize free movement within The EU borders with the digital application, which may refresh economy, politics, and social life and which may be articulated to EU’s political integration process. So, this article aims to analyze the possible effects of the Digital Green Certificate on the free movement of persons in the EU during the Covid-19 pandemic. As a method, official EU documents and discourses will be applied to define new vaccine passport and its potential contribution to the free movement of persons. International newspapers and opinion articles will be used as a secondary source, due to the uncertain structure of Covid-19 applications in nation-state-wide. This article aims to contribute to future studies in the field of free movement of persons and EU practices in still-continuing Covid-19 pandemia.
