DAĞITICI VE KOLEKTİF İKTİDAR PERSPEKTİFİNDEN AÇIK KAPI POLİTİKASI ANALİZİ

Öz

Bu makale Türkiye’nin Suriyeli sığınmacılara yönelik açık kapı politikası kararına ve bu kararın sığınmacıların toplumsal uyumuna olan etkilerine odaklanmaktadır. Açık kapı kararının sığınmacıların uyumuna olan katkısı, Michael Mann’ın dağıtıcı ve kolektif iktidar kavramlarıyla analiz edilmiştir. Dolayısıyla, makale’nin savı, sığınmacılara yönelik politikalarda dağıtıcı ve kolektif iktidar gücün birleştiği ölçüde, açık kapı politikasının sığınmacıların uyumuna katkı sağlayabileceğidir. Bu çerçevede, dağıtıcı bir iktidar göstergesi olarak, açık kapı politikası kararı ile kolektif iktidar göstergesi olarak toplumsal uyum arasındaki ilişkinin varlığı, resmi yetkililerle yapılan yarı yapılandırılmış mülakatlara ve sığınmacılarla gerçekleştirilen anket verilerinin sonuçlarına dayandırılmıştır.
Çalışmamızda, Kilis, Mersin ve İstanbul bölgelerinde yapılan anketlere dayalı analizlerde, yer ve cinsiyet değişkenleri açısından alt hipotezlerimiz sınanmıştır. Yer değişkeni açısından, toplumsal uyumu sağlayacak kolektif iktidar faktörüne ilişkin verilen cevap ortalamalarının anlamlı düzeyde farklı olduğunu görülmüşse de; açık kapı politikasıyla uygulanan dağıtıcı iktidar faktörüne ilişkin verilen cevaplarda anlamlı farklılık oluşmamıştır. Cinsiyet değişkeni açısından aynı bölgelerde alınan cevaplara bakıldığında her iki faktör açısından farklılık oluşmamıştır. Çalışmamızın ana savına odaklanıldığında da dağıtıcı iktidar kararı olan açık kapı politikasıyla, kolektif iktidar tarzının yansıması olan toplumsal uyum arasında pozitif yönde bir ilişki olduğu tahmin edilmiştir. Aynı zamanda eldeki verilerden yola çıkarak, açık kapı politikası değişkeninin sığınmacıların uyumuna dair değişkeni yordayabildiği de ifade edilebilir.

OPEN DOOR POLICY ANALYSIS FROM THE PERSPECTIVE OF DISTRIBUTIVE AND COLLECTIVE POWER

Öz

This article focuses on Turkey's open door policy decision towards Syrian refugees and its effects on the social cohesion of refugees. The contribution of the open door decision to the integration of asylum seekers has been analyzed with Michael Mann's concepts of distributive and collective power. Therefore, the argument of the article is that the open door policy can contribute to the harmonization of asylum seekers to the extent that the distributive and collective power are combined in policies towards asylum seekers. In this context, the existence of a relationship between the open door policy decision as a distributive power indicator and social cohesion as a collective power indicator is based on semi-structured interviews with official authorities and the results of the survey data conducted with asylum seekers.
In our study, our sub-hypotheses were tested in terms of location and gender variables in the analyzes based on the questionnaires made in Kilis, Mersin and Istanbul regions. In terms of the location variable, although it was observed that the average of the answers given regarding the collective power factor that would ensure social harmony were significantly different; There was no significant difference in the answers given regarding the distributive power factor applied with the open door policy. Considering the answers received in the same regions in terms of gender variable, there was no difference in terms of both factors. Focusing on the main argument of our study, it has been estimated that there is a positive relationship between the open door policy, which is a distributive power decision, and social cohesion, which is the reflection of the collective power style. At the same time, based on the available data, it can be stated that the variable of open door policy can predict the variable regarding the adaptation of asylum seekers.
