Medya İçeriklerinde Kamu Diplomasisinin Metin Madenciliğiyle Analizi: Cumhurbaşkanlığı Millet Kütüphanesi Örneği

Öz

Amaç: Kamu ve kültürel diplomasi, devletlerin uluslararası alandaki etki ve görünürlüklerini artırmada önemli bir araç olarak kullanılmaktadır. Medya içerikleri, kamu diplomasisi ve yumuşak güç söylemlerinin nasıl üretildiğini ve şekillendiğini anlamada kritik bir rol oynar. Bu çalışma, metin madenciliği teknikleri kullanarak Cumhurbaşkanlığı Millet Kütüphanesi’nin medya içeriklerinde kamu ve kültürel diplomasi bağlamında nasıl temsil edildiğini analiz etmeyi amaçlamaktadır. Çalışma kapsamında, kamu diplomasisi ile ilişkilendirilen anahtar temalar ve anlatılar belirlenerek, diplomasi söyleminin medya aracılığıyla nasıl inşa edildiği ortaya konulacaktır.

Yöntem: Bu çalışma, 2019–2024 yılları arasında Cumhurbaşkanlığı Millet Kütüphanesi’nin çevrimiçi haber portalında yayımlanan 194 haber üzerinden kamu diplomasisi söylemlerinin medya temsillerini analiz etmektedir. Veriler Python dili ve web kazıma teknikleriyle toplanmış; analiz sürecinde kelime frekansı, TF-IDF, kelime ağı ve bağlam analizi gibi metin madenciliği yöntemleri kullanılmıştır. Çalışma, kamu diplomasisinin etkisini ölçmekten ziyade, medya içeriklerinde bu söylemin nasıl biçimlendiğine odaklanan metodolojik bir çerçeve sunmaktadır.

Bulgular: Analizler, Cumhurbaşkanlığı Millet Kütüphanesi’nin medya içeriklerinde kamu ve kültürel diplomasi bağlamında nasıl temsil edildiğini ortaya koymuştur. Kelime frekansı analizinde “ziyaret”, “sergi” ve “büyükelçi” gibi kelimeler öne çıkarken, bağlam analizi bu kavramların diplomatik etkileşimler ve kültürel etkinliklerle ilişkilendirildiğini göstermiştir. Zaman serisi analizi, diplomatik ve kültürel faaliyetlerin 2020 ve 2021’de yoğunlaştığını; TF-IDF analizi ise “sergi” ve “kültürel miras” kavramlarının öne çıktığını ortaya koymuştur. Ziyaret eden ülkelerin analizi, kütüphanenin geniş bir uluslararası medya görünürlüğüne sahip olduğunu göstermektedir.

Sonuç: Bu çalışma, metin madenciliği teknikleri kullanarak Cumhurbaşkanlığı Millet Kütüphanesi’nin medya içeriklerindeki kamu diplomasisi ve yumuşak güç temsillerini analiz etmiştir. Yapılan analizler, kütüphanenin diplomatik temaslar, kültürel etkinlikler ve bilgi erişimi bağlamında öne çıktığını ortaya koymuştur. “Ziyaret”, “sergi” ve “büyükelçi” gibi kavramlar, kültürel diplomasiyle ilişkili temsili güçlendirmektedir. Çalışma, kamu diplomasisi söylemlerinin analizinde metin madenciliğinin yöntemsel katkısını göstermekte ve kütüphanelerin uluslararası etkileşimdeki rolüne dair yeni bir bakış sunmaktadır.

Özgünlük: Bu çalışma, kamu diplomasisi ve kütüphane araştırmalarını bir araya getirerek metin madenciliği temelli disiplinler arası bir yaklaşım sunmaktadır. Cumhurbaşkanlığı Millet Kütüphanesi’nin medya içerikleri üzerinden analiz edilmesiyle, kütüphanelerin bilgi merkezleri olmanın ötesinde, kültürel ve diplomatik temsildeki rolü ortaya konmakta; bu yönüyle kamu diplomasisi ve kütüphane ve bilgi bilimi literatürüne özgün bir katkı sağlanmaktadır.

A Text Mining-Based Analysis of Public Diplomacy in Media Content: The Case of the Nation’s Library of Türkiye

Öz

Purpose: Public and cultural diplomacy are essential tools for states to enhance their influence and visibility in the international arena. Media content plays a critical role in understanding how public diplomacy and soft power narratives are constructed and shaped. This study aims to analyze how The Nation’s Library is represented in media content within the context of public and cultural diplomacy using text mining techniques. By identifying key themes and narratives associated with public diplomacy, the study seeks to explore how diplomatic discourse is constructed through media representation.

Method: This study analyzes the media representation of public diplomacy discourse through 194 news articles published on the Nation’s Library’s online portal between 2019 and 2024. The data were collected using Python and web scraping techniques, and analyzed through text mining methods, including word frequency analysis, TF-IDF, word network analysis, and context analysis. Rather than measuring the impact of public diplomacy, the study provides a methodological framework that focuses on how such discourse is shaped within media content.

Findings: The analysis reveals how The Nation’s Library is represented in media content within the context of public and cultural diplomacy. Word frequency analysis highlights terms such as “visit”, “exhibition,” and “ambassador,” while context analysis indicates that these concepts are associated with diplomatic engagements and cultural events. The time series analysis indicates that diplomatic and cultural activities reached their peak in 2020 and 2021, whereas the TF-IDF analysis highlights the prominence of “exhibition” and “cultural heritage.” Additionally, the analysis of visiting countries suggests that the library has gained significant international media visibility.

Implications: This study examines the representation of the Nation’s Library within the context of public diplomacy and soft power, utilizing text mining techniques. The findings reveal that the library stands out in relation to diplomatic engagement, cultural events, and access to information. Keywords such as “visit,” “exhibition,” and “ambassador” highlight its role in cultural diplomacy. The study demonstrates the methodological value of text mining in analyzing public diplomacy discourse and offers a new perspective on the international positioning of libraries through media representation.

Originality: This study presents an interdisciplinary, text mining-based approach that combines public diplomacy and library research. Through the analysis of media content related to the Nation’s Library, it reveals the role of libraries not only as information centers but also as cultural and diplomatic actors, thus providing an original contribution to both the public diplomacy and library and information science literature.
