VATANDAŞ KATILIMI SÜRECİNİN TASARIMI

Öz

Vatandaşların kendilerini etkileyen kararlara katılmaları, hem alınan kararların niteliği hem de yönetimlerin meşruiyeti açısından büyük önem arz etmektedir. Günümüzde vatandaşların düşüncelerini ya da ihtiyaçlarını dikkate almadan gerçekleştirilen hizmetlerin ve verilen kararların tam anlamıyla başarılı olması beklenemez. Doğrudan vatandaş katılımı uygulamaları, temsili demokrasinin tek başına bazı sorunlara çözüm olamadığının anlaşılmaya başlamasıyla birlikte yaygınlık kazanmıştır. Bu çerçevede birçok doğrudan vatandaş katılım teknikleri ortaya çıkmış ve yönetimler kendileri için en uygun katılım tekniğini uygulamaya başlamışlardır. Ancak aynı vatandaş katılım tekniğine yer vermelerine karşın bazı yönetimlerin önemli kazanımlar elde ederken bazı yönetimlerin ise önemli kazanımlar elde edemediği görülmüştür. Bu durum ise araştırmacıları, katılım sürecinin tasarımının, bu farklılıkta önemli rol oynayan faktörlerden biri olduğu sonucuna götürmüştür.
Bu makalede öncelikle vatandaş katılımına ilişkin geniş literatür özetlenmiş daha sonra ise günümüzde doğrudan vatandaş katılımının başarısında önemli bir araç olarak kabul edilen ve Türkçe literatürde fazla yer verilmeyen vatandaş katılım sürecinin tasarımına ilişkin kavramsal çerçeve incelenmiştir.
