Siyaset Bilimi ve Kamu Yönetimi Bölümü Öğrencilerinin Kamu Hizmet Motivasyonuna Yönelik Algıları Üzerine Nitel Bir İnceleme

Öz

Bu çalışmanın amacı Siyaset Bilimi ve Kamu Yönetimi Bölümü (SBKY) öğrencilerinin kamu hizmet motivasyonu (KHM) algılarının incelenmesidir. Çalışma nitel araştırma desenine göre gerçekleştirilmiştir. SBKY öğrencilerinin KHM algılarını tespit edebilmek için öğrencilere kamu hizmetinde çalışmak istemelerinin nedenleri ile KHM’nin alt boyutları olan kamu yararına bağlılık, fedakarlık, kamu politikasına ilgi ve merhamet boyutlarına ilişkin toplam 9 soru yöneltilmiştir. Elde edilen veriler nitel araştırmalarda sıklıkla kullanılan bir veri analiz yöntemi olan içerik analizi yöntemi ile analiz edilmiştir. Çalışma sonucunda elde edilen bulgulara göre SBKY öğrencilerinin kamu hizmetlerinde görev yapma isteklerinde en fazla etkili olan güdü, devlete ve millete hizmet etmektir. Öğrencilerin birçoğu kamu yararını bireysel menfaatlerine tercih edeceklerini, kamu hizmetlerinin yürütülebilmesi için her türlü fedakarlığı yapabileceklerini ve vatandaşlarla empati yaparak onlara her türlü sorunlarında ne pahasına olursa olsun yardımcı olabileceklerini ifade etmişlerdir. Öğrencilerin öğrenim gördükleri bölümün de etkisiyle kamu politikasına ve politika süreçlerine güçlü bir ilgi duyduğu ve ülke gündemini yakından takip ettiği de çalışmanın önemli bulgularından biri olmuştur. Tüm bunlar SBKY öğrencilerinin KHM’nin tüm alt boyutlarına yönelik yüksek bir algı düzeyine sahip olduğunu ve KHM düzeylerinin yüksek olduğunu göstermektedir.

A Qualitative Study on the Perceptions of Political Science and Public Administration Department Students Towards Public Service Motivation

Öz

The aim of this study is to examine the perceptions of public service motivation (PSM) of the students of the Department of Political Science and Public Administration (SBKY). The study was conducted according to the qualitative research design. In order to determine the PSM perceptions of the SBKY students, a total of 9 questions were asked to the students regarding the reasons why they want to work in public service and the sub-dimensions of PSM, which are commitment to public interest, sacrifice, interest in public policy and compassion. The obtained data were analyzed using the content analysis method, which is a data analysis method frequently used in qualitative research. According to the findings obtained as a result of the study, the most effective motivation in the desire of the SBKY students to work in public service is to serve the state and the nation. Most of the students stated that they would prefer the public interest to their individual interests, that they would make any sacrifice for the execution of public services, and that they would empathize with the citizens and help them with all their problems at all costs. Another important finding of the study was that the students had a strong interest in public policy and policy processes due to the influence of the department they studied and that they closely followed the country's agenda. All these showed that SBKY students have a high perception level towards all sub-dimensions of KHM and that their PSM levels are high.
