Foster Care System in Turkey and the United States: Opportunities and Challenges

Öz

Foster care which is a community-based care service is an important service model in the child protection system in Turkey. Even though Turkey has increasing numbers in foster care, when compared to the prevalence of foster care services in the United States (US), it is seen that there is a need for further promotion and development of the foster care services. It is noteworthy that US have different foster care models and that support services provided for families and children are diversified; in the country, there are various specialist foster care services, such as therapeutic and medical foster care models, run by foster families who have received special training for children who are pushed into crime, are exposed to abuse, or have behavioral problems. In Turkey, on the other hand, the foster care model, from which children who have behavior problems, are pushed into crime, are asylum seeking, or are unaccompanied can benefit has not yet found a place in practice. This study explores the foster care service models in Turkey and US and discusses them with the needs of the children as well as the foster families. Thus, aiming to contribute to the development of current practices; the basic structure, components, and practices of the foster care systems within the two countries used as examples are addressed.

Türkiye ve Amerika Birleşik Devletleri’nde Koruyucu Aile Sistemi: Fırsatlar ve Güçlükler

Öz

Toplum temelli bakım hizmetlerinden biri olan koruyucu aile hizmeti, Türkiye’de çocuk koruma sisteminde yer alan önemli bir hizmet modelidir. ABD Birleşik Devletindeki (ABD) koruyucu aile hizmetinin yaygınlığı ile karşılaştırıldığında, yıllar içerisinde artan koruyucu aile sayısına rağmen, Türkiye’de bu hizmetin daha fazla tanıtılması ve geliştirilmesi gerektiği görülmektedir. ABD’nin farklı koruyucu aile modellerine sahip olduğu, ailelere ve çocuklara sağlanan destek hizmetlerinin çeşitlendiği dikkat çekmektedir; ülkede suça sürüklenen, istismara maruz bırakılmış ya da davranış sorunları olan çocuklara yönelik olarak, özel eğitim almış koruyucu ailelerce yürütülen terapötik ve tıbbi koruyucu aile modelleri gibi çeşitli uzmanlaşmış koruyucu aile hizmet modelleri bulunmaktadır. Türkiye’de ise; davranış problemleri olan, suça sürüklenen, sığınmacı ya da refakatsiz çocukların faydalanacağı koruyucu aile hizmet modelleri uygulamada henüz yer bulamamıştır. Bu çalışmada; Türkiye ve ABD’deki koruyucu aile hizmet modelleri ele alınmakta, çocuğun ve koruyucu ailenin gereksinimleri bağlamında koruyucu aile hizmet modelleri tartışılmakta; bu sayede mevcut uygulamaların geliştirilmesine katkı sağlamak amaçlanmaktadır.
