Paris Anlaşması Altında Ulusal Katkı Beyanlarının Raporlama Unsurlarının İncelenmesi

Öz

Birleşmiş Milletler İklim Değişikliği Çerçeve Sözleşmesi kapsamında 2015 yılında kabul edilen Paris Anlaşması, küresel ısınmayı 2°C'nin altında tutmayı ve sanayi öncesi döneme göre sıcaklık artışının 1,5°C’yi aşmaması için çaba sarf etmeyi amaçlayan uluslararası bir anlaşmadır. Bu çerçeve, ülkeler tarafından her beş yılda bir sunulan ve sera gazı (GHG) emisyonlarını azaltma ve iklim değişikliğine uyum sağlama çabalarını özetleyen iklim eylem planları olan Ulusal Katkı Beyanı (NDC'ler) aracılığıyla hayata geçirilmektedir.
Her bir NDC’nin hazırlanmasında ve raporlanmasında, Hükümetlerarası İklim Değişikliği Paneli (IPCC) kılavuz ilkeleri ile uyumlu temel göstergeler, azaltım hedefleri, sektörel emisyon projeksiyonları ve sera gazı emisyonlarının muhasebeleştirilme çerçevesi dahil olmak üzere ayrıntılı teknik ve metodolojik bilgilere ihtiyaç duyulmaktadır. Bu bilgiler; hem NDC’lerin Birleşmiş Milletler İklim Değişikliği Çerçeve Sözleşmesi Sekretaryasına sunulması sırasında ve yine Anlaşmada yaralan Geliştirilmiş Şeffaflık Çerçevesi kapsamında taraflarca hazırlanan İki Yıllık Şeffaflık Raporlarında (BTR'ler) şeffaf bir şekilde raporlamalıdır.
Bu çalışmada; Ulusal Katkı Beyanlarının hazırlanması ve raporlanması sırasında ihtiyaç duyulana bilgiler bütüncül bir yaklaşım ile ele alınarak aşağıdaki başlıklarda sınıflandırılarak sunulmuştur: Genel İlkeler, Referans Noktası ve Referans Gösterge, Ulusal Katkı Beyanı Hedefi, Uygulama Periyodu ve Planlama Süreci, Metodolojiler ve Varsayımlar, Azaltım Politikaları, Önlemleri, Eylemleri ve Planları, Sera Gazı Emisyon Projeksiyonları, Sera Gazı Emisyonlarının ve Yutak Alanların Muhasebeleştirilmesi ve Diğer Bilgiler. Bu sınıflandırma, NDC'lerin tutarlı, şeffaf ve kapsamlı bir şekilde hazırlanmasına ve NDC'ler, BTR'ler ve Paris Anlaşması kapsamındaki diğer raporlama gereklilikleri arasında tutarlılığın sağlanmasına katkı sunmayı amaçlamaktadır.

Bu çalışma kapsamında yürütülen tüm analizler ve veri kullanımları, ilgili etik kurallar ve akademik dürüstlük ilkeleri çerçevesinde gerçekleştirilmiştir. Araştırma sürecinde herhangi bir etik dışı uygulamaya başvurulmamış olup, çalışmada yer verilen bilgiler güvenilir kaynaklardan elde edilmiştir.

Evaluation of the Reporting Modalities of Nationally Determined Contributions under the Paris Agreement

Öz

The Paris Agreement, adopted in 2015 under the UNFCCC, is an international agreement that aims to keep global warming below 2°C and to endeavour to ensure that the temperature increase compared to the pre-industrial period does not exceed 1.5°C. This framework is implemented through Nationally Determined Contributions (NDCs), which are climate action plans submitted by countries every five years that summarise their efforts to reduce greenhouse gas (GHG) emissions and adapt to climate change.
In the preparation and reporting of each NDC, detailed technical and methodological information is needed, including key indicators, mitigation targets, sectoral emission projections and greenhouse gas emissions accounting framework in line with the Intergovernmental Panel on Climate Change (IPCC) guidelines. This information should be transparently reported both during the submission of NDCs to the Secretariat of the United Nations Framework Convention on Climate Change and in the Biennial Transparency Reports (BTRs) prepared by the parties under the Enhanced Transparency Framework set out in the Agreement.
In this study, a holistic approach has been adopted to identify the information required for the preparation and reporting of NDCs. This information has been categorized and presented under the following headings: General Principles, Reference Point and Reference Indicator, National Determined Contribution’s Target, Implementation Period and Planning Process, Methodologies and Assumptions, Mitigation Policies, Measures, Actions and Plans, Greenhouse Gas Emission Projections, Accounting of Greenhouse Gas Emissions and Sinks and Other Information. This classification aims to contribute to the consistent, transparent, and comprehensive preparation of NDCs and to ensure consistency between NDCs, BTRs, and other reporting requirements under the Paris Agreement.
