Osmanlı İtibar-ı Milli Bankası’nın Kuruluşunda Maliye Nazırı Cavit Bey’in Rolü

İttihat ve Terakki Partisi’nin öne çıkan isimlerinden biri olarak Türk siyasi tarihine giren Maliye Nazırı Cavit Bey, siyasi, sosyal ve iktisadi konulardaki tecrübesiyle Osmanlı Devleti’nin son dönemine damgasını vurmuş önemli bir düşünür ve devlet adamıdır. II. Meşrutiyet’in ilanından Birinci Dünya Savaşı’nın sonuna kadar Osmanlı Devleti’nin çeşitli kademelerinde görev alan Cavit Bey, bu süre zarfında üstlendiği maliye nazırlığı göreviyle İttihat ve Terakki Partisi’nin ekonomi politikalarının belirlenmesinde önemli bir rol üstlenmiştir. Osmanlı Devleti’nin, Birinci Dünya Savaşı’na girmesiyle birlikte karşılaştığı ekonomik sıkıntılar bilhassa Osmanlı Bankası ile yaşanan problemler üzerine 1917 yılının başında Cavit Bey’in öncülüğünde Osmanlı İtibar-ı Milli Bankası adıyla sermayesi milli olan ilk finans kurumu kurulmuştur. Osmanlı İtibar-ı Milli Bankası, Osmanlı Devleti’nin son dönemlerinde kurulmasına rağmen varlığını belirli bir süre daha devam ettirmiş ve 1927 yılında Türkiye İş Bankası ile birleştirilmiştir. Osmanlı İtibar-ı Milli Bankası’nın ömrü kısa olmasına rağmen Türkiye’de milli bankacılığın gelişmesine büyük bir katkı sağlamıştır. Bu çalışmada, Osmanlı Devleti’nin milli ekonomi oluşturma yolunda önemli gelişmelerinden biri olan Osmanlı İtibar-ı Milli Bankası’nın önemi ve Cavit Bey’in bankanın kuruluşundaki rolü ele alınmıştır. Ayrıca milli iktisat düşüncesinin Türk toplumundaki etkileri de ortaya koyulmaya çalışılmıştır.

Minister of Public Finance Cavit Bey, who entered Turkish political history as one of the prominent figures of the Committee of Union and Progress Party, is an important thinker and statesman who has left his mark on the last period of the Ottoman State with is experience in political, social and economic issues. Cavit Bey, who served in various levels of the Ottoman State from the second constitutional era to the end of the First World War, took an influential role in determining the economic policies of the Committee of Union and Progress Party with is position as minister of public finance, which he undertook during this time. The name of Ottoman Credit National Bank first financial institution was established under the leadership of Cavit Bey at the beginning of 1917, on the basis of the economic difficulties faced by the Ottoman Empire with the entry of the First World War, especially with the Ottoman Bank. Although Ottoman Credit National Bank was established in the last period of the Ottoman Empire, it continued its existence for a certain period of time and was merged with Türkiye İş Bank in 1927. Despite the short life of the Ottoman Credit National Bank, it made a great contribution to the development of national banking in Turkey. In this study, the importance of the Ottoman Credit National Bank which was one of the important developments in the way of creating a national economy in the Ottoman Empire, and the role of Cavit Bey in the establishment of the bank were discussed. In addition, the effects of national economic thought on Turkish society were tried to be revealed.
