The aim of the study is to reveal that the early childhood education goals in Turkey by examining theoretically the externalities of early childhood education and based on what is the early childhood education legal texts and institutions in Turkey. It is claimed by scientific circles and related institutions that paying attention to education in early childhood; It decreases the rates of repetition and dropout among children, contributes to a more productive workforce, decreases infant mortality rates, increases schooling rates in the future, increases more qualified citizens, decreases crime rates, decreases gender inequality, decreases women's labor force. Those who receive the education in question have more individual income than those who do not. Based on the legal texts concerned in Turkey and in the relevant policy documents, making compulsory early childhood education for over 5 years, removing the early childhood of 80% of the enrollment rate for the population aged 3-6 years as planned; It is observed that rural children have the target of increasing the schooling rate in early childhood with applications. When the statistics of the Ministry of Education’s 2019 Activity Report is examined, it is concluded that the early childhood period schooling rate is at the level of 25%. According to this result, more public policies are needed for the schooling of the 3-6-year-old population.
