1945 Yılına Ait Teftiş Raporuna Göre Dördüncü Umumi Müfettişlik Bölgesinin Genel Durumu

Osmanlı Devleti’nin son dönemlerinde ilk örnekleri görülmeye başlanan Umumi Müfettişlik uygulaması, Erken Cumhuriyet döneminde yeniliklerin ülkede kök salması, asayiş, güvenlik ve iktisadi nedenlerle yeniden hayat bulmuştur. Millî Mücadele sonrası kurulan Cumhuriyet idaresi, ulus egemenliğini önemseyen, laik karakterde merkeziyetçi bir siyasi örgütlenmeyi öngörmüştür. Yeni rejim, inkılaplar yolu ile ortaya koyduğu yeni karakterini, Anadolu taşrasının her bölgesinde hissettirecek ve benimsetecek bir işlevselliğe sahip kurumlara ihtiyaç duymuştur. Bu amaçla 1927 yılında Umumi Müfettişlikler kurulmuştur. Kurulan müfettişliklerin faaliyet alanları kendi bölgelerinin sahip olduğu özel durum ve şartlarına göre farklılık göstermiştir. Umumi Müfettişlikler, Cumhuriyet idaresinin ilk yıllarında yürüttüğü merkezi politikaların halka benimsetilmesi ve bu politikaların doğrudan uygulanmasını mümkün hale getirmek için çalışacaktı. Bununla birlikte sorumlu olduğu bölgede idari denetim yapacak, sağlık, ekonomi, eğitim ile sosyal ve kültürel açıdan bölgeyi kalkındırmak gibi görevleri de yerine getirecekti. Bu amaçla 1936 yılında kabul edilen kanunla görev ve yetki alanı Tunceli, Erzincan, Elazığ ve Bingöl illerini kapsayan Dördüncü Umumi Müfettişlik Bölgesi kuruldu. Bu sayede müfettişlik bölgesinin ihtiyacı olan bayındırlık, eğitim, sağlık ve idari alanlardaki kamu hizmetleri tespit edilmiş ve bu ihtiyaçları gidermeye yönelik adımlar atılmıştır. Bu çalışmada Umumi Müfettişlik uygulamasının Osmanlı’dan Cumhuriyet’e doğru süren kısa bir tarihçesine değinilmiş ve 1945 yılında hazırlanan rapordaki bilgiler ışığında, Dördüncü Umumi Müfettişlik Bölgesi’nin genel durumu ve bölgede yapılan kamu harcamalarının ve yatırımlarının ne düzeyde olduğu ele alınmıştır.

The General Situation of the Fourth General Inspectorate Region According to the 1945 Inspection Report

The practice of the General Inspectorate, the first examples of which began to appear during the final years of the Ottoman Empire, was revived during the Early Republican period to help reforms take root in the country, as well as for reasons of public order, security, and the economy. The Republican administration established after the War of Independence envisioned a centralized political structure with a secular character that prioritized national sovereignty. The new regime required institutions capable of effectively conveying and ensuring acceptance of its new character established through the reforms in every region of the Anatolian countryside. To this end, the General Inspectorates were established in 1927. The scope of activities of the established inspectorates varied according to the specific circumstances and conditions of their respective regions. The General Inspectorates were tasked with ensuring that the central policies implemented by the Republican administration in its early years were accepted by the public and that the direct implementation of these policies was made possible. At the same time, they were to conduct administrative oversight in their respective regions and fulfill duties such as promoting the regions development in the areas of health, economy, education, and social and cultural affairs. To this end, a law passed in 1936 established the Fourth General Inspectorate Region, whose jurisdiction covered the provinces of Tunceli, Erzincan, Elazığ, and Bingöl. As a result, the public services required in the inspectorate region in the areas of public works, education, health, and administration were identified, and steps were taken to address these needs. This study provides a brief history of the Office of the General Inspectorate from the Ottoman period through to the Republic and, in light of the information contained in the report prepared in 1945, examines the general situation of the Fourth General Inspectorate Region and the level of public expenditures and investments in the region.
