Exploring the insurable risks of farms and status of purchasing agricultural insurance in Samsun province of Turkey

Abstract

Objective: it was aimed to reveal the attitudes of the farmers towards the risks, to determine the risks encountered, to reveal whether those were insurable, to calculate the insurance rates of farm types, and to compare the farms in terms of socio-economic characteristics in Samsun province Material and Methods: The research data were obtained from randomly selected 223 farm through a questionnaire. The von Neumann-Morgenstern (NM) model was used to elicit their attitudes towards risk. The Arrow-Pratt absolute risk-aversion coefficient was calculated to measure the degree of risk aversion. Whether the encountered risk was insurable or not has been determined by considering the frequency of encounters and the amount of losses incurred. Results: 78% of the examined managers were risk averse. 72.65% of the farms had insurable risk. The agricultural incomes of livestocks, greenhouses, and beekeeping farms that have insurable risks but did not have insurance were found lower than those of insured ones. The uninsured farms having insurable risk did not have adequate farm size for sufficient income to buy insurance contract. Conclusion: Public and private sectors should generate joint action plan for increasing farm size and income to enhance the rate of purchasing insurance. Moreover, to organize trainings focused on basic risk analysis and the consept of insurable risk and to promote to attend these trainings for experts with decision makers, may positively affect the purchasing of agricultural insurance.
