Bio

Dr Okungu is an experienced health economist currently studying the performance of primary health system in Kenya and provides technical assistance to the United Nations SDG Platform on innovative financing mechanisms for universal health coverage (UHC). He recently served in the global committee on Improving the Quality of Healthcare . The committee was constituted by the US National Academies of Sciences, Engineering & Medicine (NASEM) to study particular ways to improve the quality of health care globally. Dr Okungu also served in the technical committee for capacity building at the Ministry of Health, Kenya. As a researcher, his interests include health care financing for UHC, immunization economics, costing and economic evaluation, health equity analysis, digital health and economics of NCDs. He has been heavily involved, through various research and program grants, in regional, national and county health policy design and program interventions and evaluation including capacity assessment for county health departments, public financial management (including program-based budgeting), budget analysis and sustainable financing for UHC. With support from USAID, he has examined the performance of public expenditure planning, allocation and execution processes in Kenya and Uganda. A case writer on social entrepreneurship in health, he has taught on this subject as a visiting scholar at Duke University (USA). Dr Okungu has strong planning and facilitation skills acquired through coordination of various heath sector stakeholders at local, national and international levels.
