Kamile Türkoğlu Üstün graduated from TED Ankara College in 2004 and from Bilkent University Faculty of Law in 2008. She completed her LL.M. degree in 2010 at the Graduate School of Social Sciences of Gazi University with a thesis entitled Res Judicata in Administrative Judicial Procedure. In 2013–2014, she was a visiting researcher at Freie Universität Berlin. She was awarded her Ph.D. in Law in 2018 with a dissertation entitled Principles Governing Administrative Judicial Procedure.
She has been serving at Gazi University Faculty of Law since 2010 and, since 2018, at Ankara Hacı Bayram Veli University Faculty of Law under its new name. She teaches courses on administrative law and administrative judiciary at the Faculty of Law and the Faculty of Economics and Administrative Sciences. In addition, she teaches administrative law at the Department of Political Science and Public Administration at Bilkent University.
In 2022, within the scope of a TÜBİTAK-funded postdoctoral research project, she was a visiting researcher at the Institute for Media and Information Technology Law at the University of Freiburg (Albert Ludwig University). Following this research, she published her book Digitalisation of Administrative Decision-Making Processes in 2025.
In 2024, the project DIGI EU: Digital Democracy in the EU, for which she serves as coordinator, was awarded support under the European Union’s Jean Monnet Module scheme. This three-year project is conducted as a comprehensive academic program examining the impact of digital transformation on democracy, the rule of law, and fundamental rights.
Her main research interests include administrative law, administrative judiciary, digitalisation, environmental law, and gender equality.
Since 2024, she has been serving as Deputy Coordinator at the Office for Supporting International Publications and Scientific Journals of Ankara Hacı Bayram Veli University.
He graduated from Gazi University Faculty of Law in 2011. He completed his master's degree in 2014 with his thesis titled "The Rights of Foreign Companies and Foreign-Capital Companies over Immovable Property in Türkiye under Turkish Foreigners Law" within the Thesis-Based Master's Programme in Private International Law at the Institute of Social Sciences at Gazi University. He completed his PhD in 2022 with his thesis titled "The Applicable Law to Franchise Agreements with International Element" within the Private Law Doctoral Programme at the Institute of Graduate Programs at Ankara Hacı Bayram Veli University, thereby obtaining his doctorate. He began working as a research assistant at the Faculty of Law at Yalova University in 2011. Between 2012 and 2018, he was assigned to the Faculty of Law at Gazi University for his master's and doctoral education, where he worked as a research assistant. In 2018, he returned to the Faculty of Law at Yalova University and continued to work as a research assistant. Karaağaç has been working as an assistant professor since 2024 and he has been working as the Deputy Director at the Institute of Graduate Studies at Yalova University since 2025. He teaches International Private Law, International Private Law, Migration and Asylum Law, and International Trade Law in the undergraduate programme; and International Arbitration and Alternative Dispute Resolution Methods in the master's programme. In 2018, he served as a visiting researcher at the Centre for the Study of European Contract Law at the Faculty of Law, University of Amsterdam, continuing his doctoral thesis research. For postdoctoral studies, he was as a visiting researcher at the Institute for Media and Communication Law at the Faculty of Law, University of Cologne, in 2023-2024. He is a team member of the "Jean Monnet Chair on the Legal Aspects of Migration Management in the European Union and Türkiye" project, run by the Faculty of Law at İhsan Doğramacı Bilkent University, covering the years 2025-2027.
Hanne Özgenç Yılmaz, lisans eğitimini 2012-2017 yılları arasında TOBB Ekonomi ve Teknoloji Üniversitesi Hukuk Fakültesi’nde tamamlamıştır. 2020 yılından itibaren Ankara Hacı Bayram Veli Üniversitesi İktisadi ve İdari Bilimler Fakültesi Maliye Bölümü’nde ikinci lisans eğitimine devam etmektedir. 2018-2021 yılları arasında Ankara Hacı Bayram Veli Üniversitesi Lisansüstü Eğitim Enstitüsü Mali Hukuk Yüksek Lisans Programı’nı tamamlamış ve yüksek lisans tezini "Vergi Hukukunda Non Bis In Idem İlkesinin Uygulanması" başlığıyla sunmuştur. 2021 yılından itibaren Ankara Hacı Bayram Veli Üniversitesi Lisansüstü Eğitim Enstitüsü Kamu Hukuku Doktora Programı’na devam etmektedir. 2019 yılından bu yana Ankara Hacı Bayram Veli Üniversitesi Hukuk Fakültesi’nde Araştırma Görevlisi olarak görev yapmaktadır. Ayrıca 2021-2023 yılları arasında Ankara Hacı Bayram Veli Üniversitesi Hukuk Fakültesi Dergisi’nde editör yardımcılığı görevini yürütmüş, 2023 yılından itibaren ise aynı dergide yayın editörü olarak görev almaktadır. 2022 yılında kurucuları arasında yer aldığı Ceza Hukuku ve Adli Bilimler Vakfı’nın halen Yönetim Kurulu Başkanlığı görevini sürdürmektedir.

Elif Baydemir Kasapçopur graduated from Ankara Bahçelievler Anatolian High School in 2010 and received her LL.B. degree from Ankara University, Faculty of Law in 2014. She obtained her Master’s degree (LL.M.) in Public Law from Gazi University, Institute of Social Sciences in 2019, with a thesis titled "The principle of equality before the public burdens and appearances i̇n Administrative Law."
Within the scope of her academic research, she conducted studies as a visiting researcher at Heidelberg University in 2018. Subsequently, as part of her doctoral studies, she spent the 2022-2023 academic year at the University of Passau under the Erasmus+ program.
Since 2016, Elif Baydemir Kasapçopur has been a member of the Ankara Hacı Bayram Veli University, Faculty of Law, where she is currently pursuing her Ph.D. In addition to her academic pursuits, she serves as an Assistant Editor for the Journal of Ankara Hacı Bayram Veli University Faculty of Law.
