Publication Guidelines of Journal of Turcology
Manuscript Review Process
Since 2002, the academic magazine Journal of Turkology has been publishing research papers in the field of Turkology. Each year, four issues are released.
The DergiPark (Turkology » Home Page (dergipark.org.tr) platform is used for the journal's publication procedures. Submitted manuscripts are initially reviewed for compliance with the journal's publication guidelines. The evaluation procedure excludes manuscripts that do not adhere to the journal's publication guidelines.
The "Double-Blind Refereeing" system is used in the journal Turkology. The identity of the writers are withheld when the Editorial Board sends the articles to the two referees who will evaluate them. The review procedure is carried out in a way that completely conceals the names of both the article's authors and the referees. The article is up for review for 15 days. This time frame may be extended by the editor if deemed necessary. The article may be forwarded to a third referee if one report is favorable and the other is unfavorable. Alternatively, the Editorial Board may decide to reject the article altogether after considering both reports. The referees' and the Editorial Board's comments, suggestions, and correction requests are taken into account by the authors. If there are any points they disagree with, they can explain why in a separate report to the Editorial Board. For five years, referee reports are kept.
Each issue may contain a maximum of 10 (ten) copyright pieces and 2 (two) translated articles. Each author is limited to publishing 1 (one) copyright article or 1 (one) translation in the same calendar year.
The papers that are approved for publication are released in an issue that the Editorial Board deems appropriate.
Manuscripts that have been translated must go through the same publishing procedure as manuscripts with copyrights.
With the editor's consent, book reviews might be published without being sent to the reviewers.
Publication Guidelines:
Manuscripts in Turkish, Kazakh, English, and Russian that have never been published before and are based on fundamental and applied research in the subject of Turkology studies are acceptable for publication in the journal of Turkology. If the grade "generated from the thesis" is taken away and the requirements for the originality report are satisfied, articles created from the thesis may be published. Also articles about necrology and book reviews are acceptable. The ethics committee report should be uploaded to the system if necessary in the papers that are submitted to the journal. The journal's editors take a report on the originality of the papers submitted. The procedure for articles with 75% original content is started.
The APA 6th Edition format and the following spelling guidelines should be followed when writing articles:

A. Title
Title should be 12 words or less, bolded, and written in capital letters. The article titles should be written in four different languages—Turkish, Kazakh, English, and Russian—and should be pertinent to the content.
B. Author's name
The author(s)' name(s) and address should not be included in the article file (es). The author(s) must register with the DergiPark system and fill out their profile information before the article submission. DergiPark provides access to information on the author(s).
C. Abstract
Abstracts should be between 150 and 200 words long, produced in four different languages, and convey the core of the content. The abstract should be written in four languages and should be between 150 and 200 words long, giving the gist of the research. The abstract shouldn't contain any sources, figures, charts, notes, etc. Just below the abstract, there should be at least 5 keywords included. Keywords should be written in four different languages. The English and Kazakh abstracts for an article written in English should be placed on the first page. If the manuscript is written in English, the Kazakh and English abstracts should be located on the first page, and the Turkish and Russian abstracts should be located at the end of the manuscript. If the manuscript is written in a language other than English, the abstract in that language and the English abstract should be on the first page, the other two appearing at the end of the text.
Ç) Text of Article
Manuscripts must be written in Times New Roman using the MS Word software. The article's total word count, including footnotes, references, and abstracts, should not exceed 10,000. The article should begin with an introduction that states the article's hypothesis. The main section, which can be supported by intermediate and subheadings, should then contain data, observations, opinions, comments, and discussions. Finally, the conclusion section should explain the conclusions reached by providing evidence. The percentage of citations in papers that are brief should not exceed 25%.
When utilized, figures, tables, maps, and photos should not encroach on the writing space and, if necessary, should each be on a different page. The names and numbers of figures and tables should correspond to the information they contain. Under these appendices, numbers and titles should be put in font size 10. The contents of tables and figures should be written in Times New Roman 10 point.
D) Template: Within the parameters of the following order, manuscripts must be prepared as MS Word files (.doc /.docx extension) as well as PDF files (.pdf extension).

E) Citation and References: APA 6th edition must be used when writing articles. Three-line maximum literal citations must be given in the text and enclosed in quotation marks. A separate paragraph 1.25 cm to the right and left of the line, with a font size of 10 points, must be used for quotations that are longer than three lines. In the text, references should appear in the following order:
Parenthetical Quotations:
It is stated that “….” (Maraş, 2002, p. 24).

Parenthetical Quotations with Author’s Name in the Text:
As Maraş (2002) states, “…..” (p. 24).

Narrative Quotations:

The term "Anonymous" may also be used as the author name in studies whose author is unknown. Use "Anonymous" as the author's name in the bibliography in this instance.
In another work it is stated that “….” (Anonymous, 1834, p. 5).

Multiple Works by the Same Author, Published in the Same Year:
(Güzel, 2020a, p. 457, 2020b, p. 455)

Two Authors:
It is stated that “….” (Bayram & Flakhova, 2018, p. 217).
Bayram and Falakhova (2018) state that… (p.217).

In works with three, four, or five authors, all of the authors are listed if their names are mentioned for the first time in the text. Before writing the last name of the author, the conjunction "and" is used:
Terentyeva, Yefimova and Semenova state that… (2007, p. 394).

The initial author's name and "et seq" are written in subsequent citations.
Terentyeva et al. (2007), state “…” (p. 394).

It is stated that … (Terentyeva et al., 2007).

It must be stated if the video or podcast has an author, a title, or a registration date. When referencing time in hours, minutes, or seconds, the following format should be used:

Other Sources
Newspaper
Ali Yüksel states that … (Cumhuriyet, 2014).

The preceding sequence should be used when referencing web pages in the content. The text title should be used in place of the author name in references where it is unavailable.
The date of access should be entered in place of the current date. Only use the footnote for explanations; if the information in the footnote needs to be cited, use the in-text citation approach as described above.
Bibliography: The authors' last names should be listed in the order listed below at the conclusion of the manuscript. Words like “Publisher” and “Publishing” must not be used when mentioning the publishers of the works included in the bibliography.

General Conditions for Publication

The “Türkoloji” journal, published four times a year, is released electronically on the journal’s website toward the end of March, June, September, and December.

• The journal accepts manuscripts related to Turkology that have not been previously published in any other source (print, electronic, or other media) and are written in Kazakh, Turkish, Russian, or English.
• Scientific manuscripts must be prepared in accordance with the requirements of the publication guidelines and submitted electronically to the editorial board at least two months before the publication date.
• Manuscripts to be published in the journal must be at least 10 pages in length, excluding the title, author information, abstract, keywords, and references. (Detailed information on publication rules can be found at http://journals.ayu.edu.kz/.)
• The author is responsible for the significance, theoretical framework, findings, and conclusions of the study.
• Manuscripts submitted to the journal should not be sent to other journals until the editorial screening and evaluation process has been completed.
• Communication between the editorial board and authors during the editorial screening and review process is conducted electronically (online) via the OJS system, except in special cases.
• Information regarding editorial screening, the evaluation process, or acceptance/rejection decisions will be communicated to the author within two months.

Ethical Rules for Authors, Editors, Reviewers, and the Editorial Board

All participants in the publication process of the “Türkoloji” journal (authors, editorial board, reviewers, and editors) must be aware of their ethical responsibilities regarding publication preparation and the disclosure of scientific results.

Members of the editorial board, reviewers, and editors prioritize scientific objectivity and impartiality throughout the process. Communication between the editorial board and authors must be clear and conducted within the framework of respect.

Duties of the Editor

Editors are responsible for the editorial and evaluation processes of submitted manuscripts.

Their duties include:

• Assigning double-blind reviewers;
• Communicating reviewers’ opinions and recommendations to the authors;
• Ensuring that required revisions suggested by reviewers are implemented;
• Checking sentence structure and correcting linguistic errors;
• Verifying the organization of manuscript sections, as well as the accuracy and order of figures, tables, links, and references;
• Ensuring both visual and content quality of the manuscript;
• After editing, sending the manuscript to the author for approval of changes and confirming acceptance or rejection of revisions;
• Ensuring that communication with authors and reviewers follows ethical standards.

Responsibilities of Authors

• Authors are responsible for preparing manuscripts in accordance with journal guidelines and ensuring originality. All submissions will be screened using plagiarism detection software; therefore, proper citation and referencing are essential. If the manuscript is derived from previous work by the author or has been previously published in another form with modifications, this must be indicated in footnotes.
• No discriminatory or derogatory language based on gender, nationality, language, belief, age, etc., should be included.
• Individuals who contributed to the study must be listed as co-authors. In multi-author papers, the order of authors is determined by mutual agreement. Individuals who did not contribute to the work must not be listed as authors. Author names cannot be added, removed, or reordered after submission of the final manuscript.
• Authors must consider and respond to reviewers’ and editors’ suggestions as much as possible. However, authors are not obligated to accept all recommendations.
• Any significant errors identified after publication must be reported to the journal editorial office as soon as possible.

Responsibilities of Reviewers

The peer-review process in the “Türkoloji” journal is strictly confidential. Both authors and reviewers must respect the principles of double-blind review.

• Reviewers must evaluate the relevance, originality, methodology, and technical accuracy of the manuscript, as well as its style, grammar, and language quality.
• Manuscript information must not be used for personal advantage or to disadvantage others.
• Authors’ personal characteristics such as nationality, belief, political views, or gender must not influence the evaluation.
• If a reviewer does not feel sufficiently competent in the subject area or has a significant conflict of interest, they should decline the review assignment.

References and Plagiarism

The “Türkoloji” journal strictly adheres to rules regarding citation of sources and the extent of borrowed information. Therefore, each submitted manuscript is first checked for references and plagiarism using a specialized platform. Manuscripts with more than 75% originality are advanced to the next stage of the publication process. Manuscripts below the required originality threshold or not meeting journal standards may be revised and resubmitted by the author(s), even if not formally rejected.

The editorial board ensures compliance with scientific integrity principles such as accuracy and non-falsification of data and aims to prevent unethical practices.

To prevent violations in academic publishing, the journal follows international standards and the publication ethics policies of the Hoca Ahmet Yesevi International Turkish-Kazakh University.

If a published article is found to violate ethical standards, the editorial board reserves the right to retract it and remove it from the journal’s website and published issues. Furthermore, the unethical nature of the article will be publicly stated in a subsequent issue.

Authors of manuscripts found to violate scientific ethics may be banned from publishing in this journal and other publications of Hoca Ahmet Yesevi International Turkish-Kazakh University for up to three years.

Peer Review Process

Manuscripts that meet the journal’s standards and originality requirements are sent for peer review. During the process, authors’ identities are kept confidential, and manuscripts are sent to at least two reviewers via the electronic platform. Reviewers’ identities are also kept confidential from authors.

The selection of reviewers is made by the assistant editor and the editorial board. The review period is 15 days, which may be extended upon request. In case of a clear conflict of interest, reviewers may decline the assignment.

Reviewers must evaluate manuscripts objectively based on scientific principles, relevance, clarity, and evidence-based analysis. Manuscripts receiving two negative reviews are not published. If one reviewer accepts and the other rejects the manuscript, it is sent to a third reviewer or considered by the editorial board. Even if the third reviewer approves the manuscript, the final decision is made by the editorial board or, in controversial cases, by the Editor-in-Chief.

Rejected manuscripts must be communicated to the author, along with reviewers’ feedback. Reviewer comments are sent back to authors for revision through the electronic system.

Authors are responsible for revising the manuscript according to reviewer comments and resubmitting it within the given timeframe. If authors choose not to revise, they must inform the editors in writing. Revised manuscripts are re-evaluated.

Final approved manuscripts are forwarded to the publication secretary, and authors are notified of the decision.

All reviewer reports and evaluation records are archived on the journal’s electronic platform for up to three years.

Access to Information and Publications

The official website of the “Türkoloji” journal provides unrestricted access to information for authors and readers. Users can freely access publication guidelines, editorial policies, submission rules, peer-review procedures, editorial board contacts, and other relevant information. Previous issues of the journal are also available for free download in the archive section.

Copyright

The “Türkoloji” journal accepts only manuscripts that have not been previously published elsewhere (print, electronic, or other formats). Copyright of accepted manuscripts is protected by the journal. Copyright holders may reuse, modify, copy, and incorporate their published work in other publications with proper citation in accordance with journal rules. Individuals not listed as authors must use the work in compliance with plagiarism and citation rules.

Confidentiality Agreement

To ensure fairness during the review process, both authors and reviewers remain mutually anonymous. Therefore, manuscripts submitted via the electronic system do not contain author information, and authors are not provided with reviewer identities. This mutual confidentiality system is implemented to prevent direct communication between authors and reviewers and to avoid potential bias or unfair treatment. Mutual confidentiality directly contributes to the quality of scientific publishing.
