Ethical Principles and Publication Policy

The author(s) are responsible for complying with the criteria for Actions Contrary to Scientific Research and Publication Ethics in the second part of the Interuniversity Board Scientific Research and Publication Ethics Directive.

TÜBİTAK ULAKBİM TR DİZİN RULES AND ETHICS COMMITTEE PERMISSION
It is important for all authors to pay attention to the following issues within the scope of the rules regarding the Ethical Principles announced by TR Index in 2020:
Studies that require the approval of the Ethics Committee are as follows:
* All kinds of research conducted with qualitative or quantitative approaches that require data collection from the participants by using survey, interview, focus group work, observation, experiment, interview techniques,
* Use of humans and animals (including material/data) for experimental or other scientific purposes,
* Clinic researches on humans and animals, ,
* Retrospective studies in accordance with the personal data protection law.
Moreover; stating that an “informed consent form” was taken in case reports; obtaining permission from the owners for the use of scales, questionnaires, photographs belonging to others and indicating this; It should be stated that copyright regulations are complied with for the intellectual and artistic works used.
In case the articles that meet the above conditions and require the permission of the Ethics Committee are sent to the Journal of Language Studies, the official Ethics Committee permission documents must be sent as an attachment to the journal.

Publication Ethics
The way to be followed in the journal of Dil Araştırmaları (hereinafter DA) regarding publication ethics, research ethics, legal / special permission is described in the following items.
⌐ Articles must comply with national and international publication and research ethics.
⌐ Although the issue of publication ethics in the articles sent to DA is under the responsibility of the author(s), the author(s) are obliged to check the article with Turnitin or iThenticate programs, which are plagiarism prevention software, and send the similarity report to the journal in the article application. Articles with a similarity rate of 20% or more will not be evaluated. Articles are subjected to plagiarism review (Turnitin or iThenticate) if deemed necessary by the editor. With this process, it is aimed to increase the originality and scientific quality of the articles and to prevent plagiarism.
⌐ The opinions and thoughts expressed in the articles bind the author(s) and do not reflect the views of our journal; All scientific and legal responsibility of the articles belongs to the author(s).
⌐ It is expected that the works submitted by the author(s) will be original. If the author(s) benefit from or use other studies, they must cite and/or quote completely and accurately.
⌐ If the article has more than one author, persons who do not contribute to the content intellectually in the creation of the study should not be specified as author(s). The authors of the candidate article should be limited to those who made significant contributions to the presented study. The authors of the article are determined before submitting the article. It is unacceptable to include the names of noncontributors in the candidate article (gift authorship) or not to include the names of contributors (ghost authorship). Changing the author responsibilities of a study whose evaluation process has started (such as adding authors, changing author order, removing authors) cannot be proposed.
⌐ The situations and relationships of all studies that may constitute a conflict of interest, if any, must be explained.
⌐ Editors may request raw data regarding their articles within the framework of evaluation processes, in such a case, the author(s) should be ready to present the expected data and information to the editorial board and scientific board.
⌐ In the following cases requiring legal / special permission, permission is requested from the author from the articles sent to DA. In the articles to be published, the permission of the ethics committee and whether legal / special permission is required is stated in the title footnote of the article. If these permissions are required, the author or authors are asked to clearly present the permission from which institution, on what date and with which decision or issue number and is published as an “Appendix” at the end of the article. The author(s) must have a document showing that they have the rights to use the data used, the necessary permissions for the research / analysis, or that the consent of the experimental subjects has been obtained.
⌐ Author(s) must obtain permission from their owners for the use of scales, questionnaires, photographs belonging to others in the works they submit, and must state that this condition and copyright regulations are complied with for the ideas and works of art used. If the study requires the use of subjects (human and animal), the study should be included in an international declaration, guide, etc. proper execution must be declared by the author(s).
⌐ The author(s) are obliged to declare the institutions that support the studies, financial resources, and the “Acknowledgment” part of the title footnote.
⌐ In the event that the author(s) notices a mistake or error in their published work, early appearance or evaluation stage, the journal editor or publisher has an obligation to cooperate with the editor in informing, correcting or withdrawing.
⌐ Although the studies presented at scientific meetings and the studies forming a part of the theses are not accepted without revision or further study for DA by 2021; It is obligatory to obtain permission from the author / consultant for thesis publications and from the symposium committee for papers, which are believed to have scientific contribution with the permission of the editor, provided that a footnote is included regarding the progress of the submitted paper or the written / defended thesis.
⌐ Author(s) cannot submit their work to more than one journal at the same time. Each submission can be started following completion of the previous application. A study published in another journal cannot be sent to DA.
⌐ Author(s) should not present the results of a research as separate publications in academic appointments and promotions by disassembling the results of the research in an inappropriate manner and by dismembering them in multiple issues. For this reason, articles numbered “1”, “2” cannot be sent to DA.
⌐ When a writer detects a material error in his article published in the DA, he must notify the editor of the journal immediately and cooperate with the editor to retract or correct the article.

Transfer of Copyright

⌐ For the mutual benefit and protection of author(s) and publishers, author(s) are required to submit a written permission to our journal before the publication of their work.
⌐ Authors are obliged to fill in and upload the copyright transfer agreement in the system while uploading their articles via the DERGİPARK system (https://dergipark.org.tr/en/pub/dilarastirmalari).

Publication Frequency

⌐ DA, an international refereed journal, is published biannually.
⌐ Only two special issues can be published in a year, provided that it is planned and announced at least four months in advance. Special topic Turkish studies can be guided.

Publication Language
⌐ In the main broadcasting language of DA is Turkish. In addition, articles can be submitted in English, German, French, Russian or modern Turkic languages. Submitted article must comply with the grammatical rules of the relevant language and the relevant scientific literature.


Publication Review

Blind Review and Evaluation Process
⌐ Blind refereeing is a method applied for publishing scientific publications with the highest quality and forms the basis of the objective evaluation process of scientific studies and is preferred by many scientific journals.
⌐ All studies sent to DA are evaluated through blinding according to the following stages.

Blind Review Type
⌐ DA uses the double blind method in the evaluation process of all studies. In the double blind method, the identities of the authors and referees of the studies are hidden.

Initial Evaluation Process
⌐ Studies submitted to DA are first evaluated by the editors.
⌐ At this stage, studies that do not comply with the purpose and scope of the journal, are weak in terms of language and expression rules in Turkish and English, contain scientific critical errors, do not have original value and do not meet the publication policies are rejected.
⌐ Authors of rejected works are informed within two months from the date of submission.
⌐ Studies deemed appropriate are sent to referees who are expert of the field for evaluation.

Referee Assignment Process
⌐ Referees are appointed according to the content of the studies and the expertise of the referees. Two referees are determined from the DA referee team according to their field of expertise by the editors who examine the study and the studies are submitted to the referees.
⌐ Referees must guarantee that they will not share any process and document about the work they evaluate.

Referee Reports
⌐ Referee evaluations generally concentrate on studies’ originality, method, compliance with ethical rules, consistent presentation of findings and results, and examination of the literature.
⌐ This examination is made according to the following factors:
1. Introduction and literature: The evaluation report includes an opinion about the presentation and objectives of the problem dealt with in the study, the importance of the subject, the scope of the relevant literature, its currency and originality of the study.
2. Method: The evaluation report includes information on the suitability of the method used, the selection and characteristics of the research group, validity and reliability, as well as an opinion on the data collection and analysis process.
3. Findings: The evaluation report includes opinions about the presentation of the findings obtained within the framework of the method, the accuracy of the analysis methods, the consistency of the findings reached with the purposes of the research, the necessary tables, figures and visuals, and the conceptual evaluation of the tests used.
4. Evaluation and discussion: The evaluation report includes discussion of the subject based on the findings, compliance with the research question(s) and hypothesis(es), generalizability and applicability.
5. Conclusion and suggestions: The evaluation report includes contribution to the literature, opinions on suggestions for future studies and practices in the field.
6. Style and expression: The evaluation report includes the opinion about the content of the study title, the use of Turkish in accordance with the rules, and the submission of references and references in accordance with the APA 6 rules.
7. General evaluation: The evaluation report includes an opinion about the originality of the study as a whole and its contribution to the concerned literature and practices in the field.
⌐ During the evaluation process, the referees are not expected to make adjustments according to the typographical features of the study.

Referee Evaluation Process
⌐ Editors can request corrections and improvements for articles in the evaluation process in DA.
⌐ The time given to referees for the evaluation process is 6 weeks. Correction suggestions from referees or editors must be completed by the authors within 1 month in line with the “correction rules”. Referees can review the revisions of a work and decide whether it is appropriate or, if necessary, request corrections more than once.
⌐ The author(s) are obliged to complete corrections and improvements in a complete, explanatory and timely manner, with the awareness that the requested correction and improvement suggestions are objective and increase the originality of the study.

Evaluation Result
⌐ Comments from referees are reviewed by editors within 2 weeks at the latest. As a result of this review, the editorial office determines its final decision to submit to the editorial board.

Editorial Board Decision
⌐ Editors prepare the editorial board decision about the study based on the referee opinions. The decision prepared is forwarded to the author(s) within 1 week at the latest, together with the referee recommendations.
⌐ The works with negative opinions during this process are rejected.
⌐ The works with positive opinions are queued according to submission date after the latest review.

How Long Does the Evaluation Process Take?
⌐ It is considered that the publication of the studies sent to DA will be concluded approximately within 4 months.
⌐ However, the period between the date when the referees or editors request a correction from the author (s) and the date when the author (s) complete the corrections are not included in this 4 month period.
⌐ DA editorial board; in case of suspicion of copyright and plagiarism related to a published, online-first or under evaluation work, are supposed to initiate an investigation into the work.
⌐ If the editorial board determines that there is copyright and plagiarism in the study at the evaluation stage, it withdraws the work from evaluation and returns the detected situations to the authors by citing detailed sources. If the editorial board detects a copyright infringement and plagiarism in a published or early-view work, it will take the following recalls and notifications within one week at the latest.

Objection to the Evaluation Result
⌐ If the author(s) do not want to make some of the requested corrections and improvements; it has to present it to the editorial office with its reasons as a report. The editorial office will share this report with the referees and the final decision for corrections and improvements will be reflected in the referee reports.
⌐ The author(s) reserves the right to object to the editorial board and scientific committee opinions that are forwarded to the author(s) as a result of the evaluation in the DA. The author(s) should send their objection regarding their opinions and comments to dilarastirmalari@gmail.com in a scientific language and by referring to their basis. The objections made are examined by the editorial board and the editorial board within one month at the latest, and a positive or negative response is provided to the author(s). If the objection of the author(s) to the evaluation result is found positive, the editorial board restarts the evaluation process by making new referees in accordance with the subject area of the study.


Publication Policy
⌐ Studies accepted as a result of evaluation in DA, respectively; It goes through the processes of checking for plagiarism, organizing bibliography, citation and citation, layout and typesetting, giving the DOI number and opening it for early viewing.
⌐ Studies published in early view are published in volumes and numbers approved by the editorial board.
⌐ There is no source of income as DA does not charge article processing fee (evaluation fee or printing fee) and subscription fee for accessing the articles.
⌐ No royalty is paid to the author(s) for the articles published in DA.
⌐ All articles published in DA are also available in full text on the web address http:// www.dilarastirmalari.com/ as open access.
⌐ DA cares about spreading current and original information. In this context, studies that are accepted by completing the evaluation phase and whose processes are completed after acceptance are published electronically in early view. Studies published in early view are published by giving the number of volumes and number of pages approved by the editorial board and removed from early view. Early view works may not be the last version to be published in the normal issue. Minor edits of the works can be made if they are to be published recently.
