Ethical Principles and Publication Policy

1. The Human Rights Yearbook (İHY) is a nationally peer-reviewed journal published once a year.
2. Articles are submitted to the journal via Dergipark. All processes pertaining to the journal, including communication, are conducted through DergiPark's highly secure and continuously updated system. Article processes, files, and correspondence are archived through DergiPark.
3. The journal operates within the framework of the principle of transparency and in accordance with predetermined procedures. The article acceptance process is conducted through the DergiPark system in a manner that allows relevant units and individuals to access information at any time and monitor each stage.
4. Manuscripts submitted to the journal must not have been published or submitted for publication elsewhere. Submission of the manuscript to our journal constitutes the author's commitment in this respect.
5. The submitted works must comply with the journal's writing, spelling, and citation rules. Articles submitted by authors are assumed to have been checked and are considered ready for publication in their submitted state. In the preliminary review, works that do not comply with scientific criteria and journal writing rules or that have an excessive number of spelling errors would be rejected.
6. In general, works that have completed the publication process are published in the first subsequent issue. However, the Editorial Board may decide to publish certain articles in a next issue, considering the number of articles or the topics of the articles. In such cases, the authors will be informed. If an author submits multiple articles, the process for other articles will not proceed until the process for one article is completed.
7. If the articles are accepted for publication, all the publishing rights, including publishing full text electronically, transfer to Ankara Hacı Bayram Veli University. The copyrights of the articles are considered transferred to HBV, and no specific royalty will be paid to the author(s).

Responsibilities of Authors
1. Submitted articles must align with the journal's purpose and scope.
2. It is the responsibility of the authors to ensure that their articles comply with the relevant scientific and ethical rules. The following practices are considered unethical: plagiarism, duplication, false or denied authorship, research or data fabrication, article slicing, salami publication, copyright infringement and the concealment of conflicts of interest. Any article that fail to meet the requisite ethical standards will be removed from the publication process.
3. The author must accurately and completely provide their name, ORCID number, and institutional information on the standardized Cover Page available in the system. After including the university and faculty/institute addresses, the city and country information should also be provided.
4. The author must upload a signed and printed Ethics Declaration Form to the system, confirming that the article is original, has not been published elsewhere before, and is not under review for publication in another place or in another language.
5. Copyrighted materials (e.g., tables, figures, or extensive quotations) must be used with the necessary permissions and acknowledgments. The works of other authors and contributors, or the sources utilized, must be properly cited and referenced.
6. Individuals who have not made a direct academic or scientific contribution to the study should not be listed as authors. The order of authors' names reflects the joint decision of the authors. All authors must indicate the order of authorship by signing the Copyright Transfer Form. For translated works, written permission for publication must be obtained from the author or the individual or institution holding the right of publication. This permission document must be attached to the application document.
7. Individuals who do not meet the criteria for authorship but have contributed to the study (e.g., by providing technical support, assisting with writing, offering general support, or providing financial or material resources) are listed in the “acknowledgements/ /information” section.
8. Authors declare any financial relationships, conflicts of interest, or competing interests that have the potential to influence the research findings or scientific evaluation.
9. For studies requiring ethics committee approval, the necessary permissions must be obtained from the relevant ethics committees or commissions and stated in the content of the study. If these approvals are not provided, the submission will be returned to the author during the preliminary review stage.
10. If an author identifies a significant error or inaccuracy in a published article, they are responsible for promptly contacting the editor and cooperating to make corrections or withdraw the article.

Responsibilities of Editors and Assistant Editors
1. The editor is the person who is responsible for overseeing the entire publication and peer review process, from the submission of the article to its publication, and is accountable for the quality and performance of the journal. One of the editors is the Editor-in-Chief.
2. The Editor-in-Chief is responsible for the coordination and harmony among the editors and assistant editors, as well as for the quality of the publication.
3. The editors evaluate the submitted articles based on quality, content, and contribution to the field and decide whether they should proceed to the publication process. At this stage, the article may be rejected without entering the process. The editors assess articles independently of the author’s ethnicity, gender, nationality, religious beliefs, or political views.
4. Deputy editors ensure that the articles under their purview adhere to the journal's style guidelines and that the authors implement the requisite corrections. They then direct the articles that have undergone a preliminary review to the editors, who will appoint the referees. Deputy editors liaise with authors, furnishing them with pertinent information and issuing necessary reminders to editors.
5. The editors send articles for double-blind peer review. They do not allow conflicts of interest between authors, editors, and referees. If the peer review is not completed within a reasonable timeframe, editors may contact the referee to expedite the process or appoint a new referee.
6. Following the peer review process, editors evaluate the referee reports. The Board of Editors convenes to decide whether to accept the article, refer it to a third referee, or reject it. The rationale behind the rejection decision is conveyed to the author, along with the referee reports.
7. The Editor-in-Chief may publish an error page or implement necessary corrections with the author's knowledge.
8. All information related to the articles is maintained in confidence until the article is published.

Review and Responsibilities of Referees/Peer-review Policy
1. Referees must evaluate submissions based on scientific content and ensure that their assessments adhere to academic etiquette. They must avoid hostile or dismissive language and provide objective, constructive feedback free from personalized remarks. Referees should complete their evaluations within the designated timeframe for the articles they have agreed to review.
2. If the referees observe a conflict of interest during the evaluation process, they must promptly inform the editor.
3. Referees maintain the confidentiality of all information about submitted manuscripts. Referees or editorial board members are not permitted to discuss articles with other individuals. They must report the matter to the editor if they identify any copyright infringement or plagiarism on the author's part.
4. Double-blind peer reviewers are appointed by the editors for scientific research and translation articles.
5. It is essential that the referees assigned to evaluate the articles are not affiliated with the same institution as the author. Manuscripts are assessed by external, independent referees who have no conflicts of interest with the authors. When selecting referees for academic authors, preference should be given to those with a higher academic title whenever possible.
6. Articles must be deemed suitable for publication by at least two referees in order to be published in the journal. Referees may request minor or major revisions of the article. In this case, the author is asked to revise the article according to the referees' comments. If a minor revision is required, the revised article is reviewed by the relevant assistant editor. In the case of a major revision, the article is resubmitted to the same referee to assess its suitability for publication in its revised form.
7. Articles that are deemed unsuitable for publication by both referees will not be published. If one of the referees deems the article unsuitable for publication, the article may be rejected or sent to a third referee, considering the feedback from the other referee, as decided by the editorial board.
