COVID-19 SALGINININ SOSYAL DEVLET BAĞLAMINDA ULUSLARARASI TİCARETE ETKİLERİ

Abstract

Kemer sıkma politikaları (tıbbi bakım ve halk sağlığı hizmetleri dahil olmak üzere sosyal politika harcamalarında önemli kesintiler) ve sağlık hizmetlerinin özelleştirilmesi gibi önlemler neoliberal politikaların karakteristiğini oluşturmaktadır. Kuzey Atlantik'in her iki yakasındaki birçok hükümetin dayattığı bu politikalar birçok devletin Covid-19 küresel salgınına yanıt verme kapasitesini önemli ölçüde zayıflatmıştır.
Bu salgının kontrol altına alınmasında yaşanan zorlukların, neoliberal ekonomik paradigmanın egemenliğiyle ve bireyci piyasa köktenciliğiyle yakından ilişkili olduğu düşünülmektedir. Çalışmada, sosyal devletin sağladığı sosyal güvenlik olanaklarını erozyona uğratmış olan neoliberal politikaların günümüz dünyasının sorunlarına birçok yönden cevap veremediğinin ortaya konulması girişiminde bulunulmuştur. Çalışmada, bütünüyle yeni ve tarafsız bir bakış açısıyla yeni bir ekonomik düzenin oluşturulması gerektiği sonucuna varılmıştır. Halkın temel gereksinimleri güven altına alınmadan uygulanacak herhangi bir ekonomi politikası başarısız olmaya mahkum görünmektedir. İçinde bulunduğumuz zorlukların yeniden yaşanmaması için, oluşturulabilecek yeni ekonomi yaklaşımı her devletin kendi gerçekliklerine ve dinamiğine uygun olarak yorumlanabilecek ve esnetilebilecek bir yapıda olmalıdır.
