The Provincial Level Disaster Management Organization in Turkey: The Case of Yozgat Province
Abstract
This research aims to comprehensively examine the functioning of the disaster management structure in Yozgat province, located in the Central Anatolia Region of Turkey, the roles of stakeholders involved in the process, and the various challenges encountered. A case study design, a qualitative method, was used in the research. Semi-structured interviews were conducted with eight officials working at the Yozgat Provincial Disaster and Emergency Management Directorate, and the data obtained were systematically coded using MAXQDA 2024 software and evaluated in detail using thematic analysis. The findings clearly reveal the existence of fundamental problems such as personnel shortages, excessive workload, limited resource utilization, and lack of inter-institutional coordination. In addition, the importance of continuous training and regular practical exercises is emphasized; and the importance of the effective, regular, and planned participation of local governments and civil society organizations in the disaster management process is clearly stated. The research aims to make significant contributions to increasing local capacity in disaster preparedness and response processes, using resources more effectively, and strengthening sustainable, long-term disaster management practices, and therefore holds value.
