Mecmua The journal is published online biannually (March and September). Special issues may be published subject to the approval of the Editorial Board.

Open Access Policy

Diamond Open Access (Platinum Open Access Model)

The journal adheres to the principles of the Budapest Open Access Initiative (BOAI) and adopts the Diamond Open Access model, supporting the unrestricted, free, and sustainable dissemination of scholarly knowledge worldwide. Accordingly:

No Article Processing Charges (APCs): Authors are not required to pay any fees at any stage of the submission, peer review, editorial processing, or publication process.

Immediate Open Access: All published content is made freely and permanently accessible online in full text without subscription, registration, or payment.

Licensing and Copyright

All articles are licensed under the Creative Commons Attribution–NonCommercial 4.0 International (CC BY-NC 4.0) license (https://creativecommons.org/licenses/by-nc/4.0/).

User Rights: Users may read, download, copy, distribute, print, search, link to, and reuse the full texts for non-commercial purposes, provided appropriate attribution is given. Text and data mining is permitted without prior permission.

Author Rights: Authors retain copyright of their work and grant the journal the right of first publication. Authors may archive, share, and reuse their work in accordance with the license terms.

Fee Policy

The journal does not charge any fees for submission, evaluation, or publication. No subscription or access fees are charged to readers, and no APCs are charged to authors.

Advertising and Marketing Policy

The journal does not accept commercial advertisements and does not engage in direct marketing activities.

Plagiarism Policy

A similarity report must be submitted along with all manuscripts. The journal recommends the use of iThenticate plagiarism detection software.

Manuscripts with a similarity index exceeding 20% are rejected. In exceptional cases (e.g., manuscripts derived from theses), authors must inform the editorial office if a high similarity score is detected; such submissions may only proceed with editorial approval.

General Policies

The journal publishes research articles, review articles, and publication introduction and evaluation papers.

Manuscripts should be between 5,000 and 12,000 words and must not exceed 40 pages, unless otherwise approved by the editorial office.

All submissions must comply with the journal’s citation and referencing guidelines.

Manuscripts are evaluated under a double-blind peer review process. Therefore, submissions must not contain author names or any identifying information. Authors must also remove file metadata prior to submission. Headers, footers, and page numbers should not be included.

Authorship changes are only permitted before acceptance. Authors are responsible for confirming the accuracy and order of authorship prior to submission.

For multi-authored manuscripts, conflict of interest and author contribution statements are mandatory. Any financial or institutional support must be disclosed at the time of submission.

A single author may not have more than one manuscript under review simultaneously, and may not publish in consecutive issues.

The journal may impose submission quotas for authors affiliated with the same institution, depending on submission volume.

Quotas may also apply to manuscripts derived from graduate theses and to publication introduction and evaluation papers.

Editorial screening is required prior to peer review. The editors reserve the right to desk-reject submissions that do not meet the journal’s standards in terms of scope, quality, or formatting. A positive peer review outcome does not guarantee publication. Final publication decisions rest with the editor, editorial board, or field editors.

Manuscripts previously presented at conferences or symposia must clearly indicate this, including details of any published abstracts.

Editorial Board members are subject to the same peer review process and may not be involved in the evaluation of their own submissions.

Manuscripts may only be withdrawn during the initial editorial screening stage.

The journal does not publish corrigenda or errata. Authors are therefore responsible for carefully reviewing their work after publication. Minor correction requests must be submitted within three (3) days of publication.

 ETHICAL PRINCIPLES

A. Compliance with COPE (Committee on Publication Ethics)

The journal adheres to the principles of research and publication ethics in all published articles and follows the international standards established by the Committee on Publication Ethics (COPE) for editors, reviewers, and authors. All stakeholders (authors, reviewers, and editors) are expected to comply with these standards.

The ethical duties and responsibilities outlined below are prepared in accordance with the guidelines and recommendations published by COPE.

B. Ethics Committee Approval

For studies requiring ethics committee approval, such approval must be obtained and submitted during the manuscript submission process. The approval must clearly indicate the name of the committee, approval date, and approval number.

C. Ethical Responsibilities of the Publisher

The publisher guarantees the independence of editorial decisions regarding submitted manuscripts.

The publisher respects intellectual freedom and property rights of submitted works and protects the copyright of all published content.

D. Ethical Duties and Responsibilities of Editors

Editors must ensure that all published articles comply with the journal’s aims, scope, and publication policies.

Editors must maintain confidentiality of all information related to submitted manuscripts until publication.

Manuscripts must be evaluated solely on the basis of their scholarly merit, without regard to authors’ ethnicity, gender, nationality, religious beliefs, or political views.

Editors must uphold transparency throughout all stages of the publication process.

Editors are responsible for ensuring the proper implementation of the double-blind peer review process.

Editorial decisions must be made independently, without interference from the publisher.

Editors must maintain effective communication with the Editorial Board.

Editors must ensure that the Editorial Board consists of qualified members relevant to the journal’s field.

Editors should give due consideration to reviewers’ recommendations. In cases where positive reviews are not accepted, decisions must be justified based on scientific, ethical, or legal grounds.

Editors must promptly forward revised manuscripts to reviewers.

Editors must prevent unscientific, offensive, or inappropriate reviewer comments from reaching authors.

Editors must assign manuscripts to reviewers who have relevant expertise and no conflicts of interest.

E. Ethical Responsibilities of Reviewers

Double-Blind Review: Reviewers must conduct evaluations objectively and confidentially in accordance with the double-blind review process.

Confidentiality: Manuscripts sent for review must be treated as confidential documents. They must not be shared or discussed with others. This obligation also applies to individuals who decline to review.

Timeliness: Reviewers must inform the editor within the specified time whether they accept the review invitation.

Acknowledgment of Sources: Reviewers should notify the editor if they identify uncited published work, copyright violations, or potential plagiarism.

Objectivity and Impartiality: Reviews must be conducted in an objective, scientific, and respectful manner. Reviewers must avoid personal criticism and offensive language.

Professional Conduct: Reviewers must avoid unsubstantiated claims or comments that may have legal or ethical consequences.

Expertise: Reviewers should only accept manuscripts within their area of expertise and decline those outside their competence.

Conflict of Interest: Reviewers must decline to review manuscripts where any conflict of interest or competing interest exists and inform the editorial office accordingly.

F. Ethical Responsibilities of Authors

Authors must declare that the submitted manuscript has not been previously published in any language, is not under consideration elsewhere, and has not been submitted to another journal. If any part of the work has been previously published, all necessary permissions must be obtained and submitted along with the copyright transfer form.

Individuals who have not contributed to the manuscript must not be listed as authors.

Authors must ensure the originality of their work.

Authors bear full responsibility for any copyrighted materials (e.g., tables, figures, quotations) included in the manuscript.

Proper acknowledgment and citation must be provided for all sources and contributions.

Authors must disclose any financial relationships, conflicts of interest, or competing interests that could potentially influence the findings or interpretation of the study. All sources of funding, sponsorship, or project support must be clearly stated.

If the manuscript has been presented at a national or international conference or symposium and its abstract has been published, this must be clearly indicated.
