WHAT KIND OF A SOCIAL TRANSFORMATION DO THE EXTERNALLY FINANCED EDUCATIONAL PROJECTS CARRIED OUT IN TURKEY TARGET AT?
Abstract
This study was realized in order to find out the effects of externallyfinanced
educational projects carried out by the Ministry of National Education
on educational system and society. The study is of great importance in terms of
examining how recent liberal policies overwhelming all over the world since
1980 induced a social transformation along with externally-financed educational
projects. The roles of some international organizations such as World Bank,
International Monetary Fund, and the European Union on externally-financed
educational projects are included within the scope of the study. In our study, we
used status analysis method out of a number of status study sorts as a qualitative
investigation model as well as reviewing the literature to obtain sufficient
data. The educational projects analyzed were limited to 21 ongoing and compeleted
projects which had been carried out between the years 1985-2010 by the
Ministry of National Education. We reached to the conclusion that the externally-financed
educational projects were likely to transform the society into such a
structure in which consists of individuals adopting capitalist ideology with
“market oriented behaviors”.
