The present study aims to reveal the aims and activities of the Education (Maarif) Club, which was established by the Committee of Union and Progress in Kastamonu shortly after the declaration of the Second Constitutional Monarchy (1908) in the Ottoman Empire. The re-declaration of the Constitutional Monarchy after a long period of oppression led to the emergence of a liberal atmosphere in the Ottoman country. In this process, the bans on the establishment of organizations such as societies and associations came to an end. In this process, the attempts of the Committee of Union and Progress to increase its influence in the country stand out. It is also known that the members of the society attached great importance to educational activities in line with the enlightenment of the people. By positioning themselves as guides in front of the public, the members of the society used education as a tool to enlighten the public. In this direction, various clubs were established by the Committee of Union and Progress in the center and provinces. One of these was the Education Club established in Kastamonu. The purpose and activities of the Education Club provide important information about the education policy pursued in the early years of the Second Constitutional Monarchy, the ideology of the period, etc. From this point of view, this study is important in terms of revealing what kind of a mission the Committee of Union and Progress attributed to education, especially in the early years of the Second Constitutional Monarchy. While examining a historical period, such local history studies will also fulfill many possible information gaps in historical narratives created only through a particular center, event, or phenomenon. A historical research method was used in the study. The data in the study were obtained by scanning the Kastamonu Provincial Newspaper. The document analysis method was used to analyze the data.
Bu çalışmanın amacı, Osmanlı İmparatorluğu’nda II. Meşrutiyet’in ilanından (1908) kısa bir süre sonra İttihat ve Terakki Cemiyeti tarafından Kastamonu’da tesis edilen Maarif Kulübünün amaç ve faaliyetlerini ortaya koymaktır. Uzun bir istibdat döneminin ardından Meşrutiyet’in yeniden ilanı Osmanlı ülkesinde özgürlükçü bir atmosferin ortaya çıkmasını sağlamıştır. Bu süreçte cemiyet ve dernek gibi örgütlenmelerin kurulmasına yönelik yasaklar son bulmuştur. Bu süreçte İttihat ve Terakki Cemiyetinin ülke içinde nüfuzunu artırma yolunda girişimleri göze çarpmaktadır. Ayrıca cemiyet üyelerinin halkın aydınlanması doğrultusunda eğitimsel faaliyetleri oldukça önemsedikleri bilinmektedir. Cemiyet üyeleri halkın önünde onlara yol gösteren birer rehber niteliğinde kendilerini konumlandırarak eğitimi halkı aydınlatmada bir araç olarak kullanmışlardır. Bu doğrultuda İttihat ve Terakki Cemiyeti tarafından merkezde ve taşrada çeşitli kulüpler oluşturulmuştur. Bunlardan birisi, Kastamonu’da kurulan Maarif Kulübüdür. Maarif Kulübünün amacı ve faaliyetleri II. Meşrutiyet’in ilk yıllarında izlenen eğitim politikası, dönemin ideolojisi vb. konular hakkında önemli bilgiler sunmaktadır. Bu noktadan hareketle bu çalışma, özellikle II. Meşrutiyet’in ilk yıllarında İttihat ve Terakki Cemiyeti’nin eğitime nasıl bir misyon yüklediğini ortaya koyması açısından önemlidir. Bu tür yerel tarih çalışmaları tarihsel bir dönemi incelerken sadece belli bir merkez, olay veya olgu üzerinden oluşturulan tarihsel anlatılardaki birçok olası bilgi boşluğunu da dolduracaktır. Çalışmada tarihsel araştırma yöntemi kullanılmıştır. Çalışmadaki veriler Kastamonu Vilayet Gazetesi’nin taranması yoluyla elde edilmiştir. Verilerin analizinde doküman incelemesi yöntemi kullanılmıştır.

In accordance with the ULAKBİM decision of 25 February 2020, Ethics Committee Approval must be obtained for studies on people (without age restrictions), this approval must be specified in the Method section of the article and signed Ethics Committee Approval must be uploaded to the system. 4- New Publication Policy
Beginning from Spring 2021 issue TUHED will require all Turkish manuscripts to contain a full-text English translation. Manuscripts submitted in Turkish will be requested to have full-text English translation if they are accepted for publication after the review process.
