A) PUBLICATION POLICY
Turkish Journal of Hydraulics is a peer-reviewed, open-access scientific journal published on the ULAKBİM DergiPark platform with the status of “Refereed Journal.” It publishes interdisciplinary, national, and international academic studies and is released electronically in a “Continuous Publication” format. The journal's editors are experts in their fields, with high citation counts and a record of high-quality international publications. The journal publishes articles in Turkish and English. Submitted manuscripts are first reviewed editorially for purpose, scope, methodology, and writing standards, and then scientifically evaluated by the Editorial Board using a double-blind peer review process. The Turkish Journal of Hydraulics follows an open-access policy. No submission, editorial processing, or publication fees are charged, and authors are not paid for their contributions. Reported research must comply with ethical standards, and all references cited in the text must be properly indicated. The maximum acceptable similarity rate is 15%. The views expressed in published articles do not represent the opinions of the journal; responsibility lies entirely with the authors. B) COPYRİGHT POLİCY
The Turkish Journal of Hydraulics is licensed under the Creative Commons Attribution 4.0 International License (CC BY 4.0). Under the terms of this license, authors and users agree to the following conditions:
Attribution : Appropriate credit must be given to the original work, a link to the license must be provided, and any changes made must be clearly indicated. Attribution should be provided in a reasonable manner, but not in a way that suggests the licensor endorses the author or the use of the work.
No Additional Restrictions: Authors or users may not apply legal terms or technological measures that legally restrict others from exercising the rights granted by the license. Under this license, authors are permitted to.
Share: Copy and redistribute the material in any medium or format.
Adapt: Remix, transform, and build upon the material for any purpose, including commercial purposes, provided that appropriate attribution is given to the original work.
C) PEER REVİEW PROCESS AND PUBLİCATİON POLİCY
All manuscripts submitted to the journal are first subjected to an initial editorial screening to ensure compliance with the journal’s scope, formatting requirements, and publication principles. Manuscripts that pass the preliminary evaluation are sent to at least two independent expert reviewers under a double-blind peer review system, in which the identities of both authors and reviewers are kept confidential. The peer review process evaluates manuscripts based on criteria including originality, scientific contribution, methodological rigor, data analysis, consistency of results, relevance to the existing literature, ethical compliance, and overall clarity and quality of presentation.
- If both reviewers provide positive evaluations, the manuscript is accepted and proceeds to the publication preparation stage (including language editing, typesetting, and final proofreading).
- If both reviewers provide negative evaluations, the manuscript is rejected, and the authors are informed along with the reviewers’ reasoned reports.
- If one reviewer provides a positive evaluation and the other provides a negative evaluation, the manuscript is submitted to a third reviewer. The final decision is made by the Editor or Editorial Board based on all reviewer reports.
If revisions are requested, the manuscript is returned to the author(s) for revision. Revised manuscripts may be resubmitted to the reviewers for further evaluation when deemed necessary.
The journal adheres strictly to principles of academic integrity, impartiality, confidentiality, and transparency throughout the review and publication process. All stakeholders (authors, reviewers, and editors) are expected to comply with national and international standards of publication ethics.
D) ETHİCAL RESPONSİBİLİTİES OF REVİEWERS
Manuscripts submitted to the Turkish Journal of Hydraulics for publication are first evaluated through an editorial process in terms of their objectives, scope, methodology, and compliance with the journal’s writing guidelines. Manuscripts deemed suitable for further consideration are then sent to two independent reviewers for evaluation. Reviewers of the journal are expected to adhere to the following ethical responsibilities:
- Impartiality and Expertise:
Reviews must be conducted objectively and impartially. Reviewers should only accept review assignments in fields in which they possess sufficient expertise. If reviewers do not have adequate knowledge of the subject, they should decline the review invitation. - Conflict of Interest and Confidentiality:
Reviewers must not have any conflicts of interest with the research, the authors, or the funding sources. Manuscripts received for review must be treated as confidential documents, and reviewers should destroy the reviewed materials after completing the evaluation process. - Objective Evaluation:
The evaluation should be based solely on the scientific content of the manuscript. Factors such as nationality, gender, religious beliefs, political views, or commercial considerations must not influence the review process. - Constructive and Respectful Feedback:
Reviewers should provide constructive, educational, and guiding feedback to the authors. They should avoid offensive or derogatory comments and refrain from statements that question the competence of the author(s). Reviewers are also expected to complete their evaluations within the agreed timeframe.
E) ETHİCAL RESPONSİBİLİTİES OF AUTHORS
Authors submitting manuscripts to the Turkish Journal of Hydraulics are expected to comply with the following ethical principles:
- Compliance with Publication Ethics:
Manuscripts submitted for publication must comply with the principles of scientific publication ethics (e.g., plagiarism, fabrication, falsification, duplicate publication, salami slicing, unjustified authorship, failure to acknowledge supporting institutions, or non-compliance with ethical standards in studies involving animals). Where required, information regarding ethical approval (name of the ethics committee, date, approval number, etc.) must be clearly stated in the manuscript. Submissions must present original research appropriate to the journal’s scope. - Proper Citation and Referencing:
When direct quotations or information from other works are used, appropriate citations must be provided. The reference list must be complete, and all cited sources must be properly acknowledged. - Appropriate Data Analysis:
Authors should employ suitable data analysis methods when necessary and seek expert advice where appropriate to ensure the accuracy and validity of the results. - Responsibility in Multi-Author Studies:
In multi-author manuscripts, all authors share joint responsibility for the content of the publication and should carefully review the manuscript at every stage to ensure that the methods and findings are reported accurately. - Originality and Prior Publication:
Manuscripts submitted to the journal must not have been previously published or simultaneously submitted to another journal for publication. - Transparency in Research Methods and Results:
Authors must clearly describe the research methods used and present their findings in a transparent and comprehensible manner. Authors must also confirm that the work is original and has not been published elsewhere in any language. The editor must be informed if there are any related publications. - Multiple Publications from the Same Research:
If multiple publications arise from a single research project, this must be clearly indicated and the primary publication must be appropriately cited. - Availability of Data:
During the review process, authors may be requested to provide raw data related to their manuscript. In such cases, authors must be prepared to provide the requested data and information to the editorial board and reviewers. Authors must also possess documentation confirming that they have the rights to use the data and have obtained the necessary permissions for research and analysis, including approval from research participants where applicable. - Simultaneous Submissions:
Authors may not submit the same manuscript to more than one journal simultaneously. A new submission may only be initiated after the completion of the previous submission process. - Correction of Errors:
If an author identifies a significant error or inaccuracy in their published, early-view, or under-review manuscript, they are obligated to promptly inform the journal editor and cooperate with the editor in correcting or retracting the work if necessary. - Authorship Declaration:
In multi-author studies, all authors must be listed and recorded in the copyright transfer form at the time of submission. One author must be designated as the corresponding author, who will be responsible for communication with the editor. - Changes in Authorship:
Changes to authorship (such as adding authors, removing authors, or changing the order of authors) cannot be proposed once the review process has begun. - Communication of Revisions:
Any revisions or changes made to the manuscript must be communicated to all authors. This responsibility belongs to the corresponding author. - Review and Evaluation Process:
Detailed information about the peer-review process is provided on the Author Guidelines page under the section titled “Peer Review and Evaluation Process.” By submitting a manuscript, authors are deemed to have accepted these rules. - Cooperation During the Review Process:
Authors are expected to cooperate throughout the evaluation process, respond to reviewer and editor requests accurately and in a timely manner, and inform the editor if they wish to withdraw their manuscript during the review process.
F) RESPONSİBİLİTİES OF THE EDİTOR AND ASSOCİATE EDİTORS
The Editor and Associate Editors of the Turkish Journal of Hydraulics are responsible for managing the editorial and peer-review processes in accordance with academic, ethical, and legal standards. Their responsibilities include the following:
- Editorial Independence and Responsibility:
The Editor makes decisions based solely on academic merit and assumes full responsibility for these decisions. The editorial process is conducted in a fair and impartial manner while respecting intellectual property rights and established ethical standards. - Commitment to Scholarly Communication:
The Editor strives to meet the information needs of readers and authors, works continuously to improve the quality and development of the journal, and ensures the confidentiality of authors and reviewers. - Consideration of Stakeholder Feedback:
The Editor considers the opinions and feedback of authors, readers, and reviewers and follows developments and research related to peer review and scholarly publishing. - Ensuring Scientific Contribution and Originality:
The Editor ensures that published studies are original and that they contribute scientifically to readers, researchers, and practitioners. Feedback from all stakeholders is carefully considered, and efforts are made to provide clear and informative responses. - Selection of Qualified Reviewers:
The Editor ensures that all submitted manuscripts are evaluated by reviewers with appropriate expertise in the relevant field. - Transparency of Editorial Processes:
Detailed information regarding the editorial and peer-review processes is provided in the Author Guidelines available on the Turkish Journal of Hydraulics website. - Communication with Authors:
To prevent possible disruptions in the process, the Editor maintains continuous communication with the authors throughout the editorial and review stages. - Conflict of Interest and Confidentiality:
During reviewer assignment, potential conflicts of interest between authors and reviewers are carefully considered. The identities of reviewers are kept confidential, and the list of reviewers is announced in the relevant issue of the journal. - Reviewer Reports and Editorial Evaluation:
Reviewers may provide a clear recommendation regarding the acceptance or rejection of a manuscript. However, editorial decisions are not based solely on the number of acceptance or rejection recommendations. Instead, the Editor and Editorial Board evaluate the strength and justification of the arguments presented by reviewers and authors. Reports that provide well-reasoned and detailed evaluations are given greater consideration than those limited to simple “yes/no” responses. - Editorial Decisions Based on Peer Review:
Based on the reviewers’ recommendations, the Editor or Editorial Board may:- Accept the manuscript for publication,
- Accept the manuscript after minor or major revisions,
- Request the author(s) to revise the manuscript in line with reviewer comments and initiate a new round of evaluation, or
- Reject the manuscript.
- Consultation with the Editorial Board:
The Editor consults with Editorial Board members regarding the management of the journal, informs them of changes in journal policies, and periodically seeks their advice (for example, annually) to plan for the journal’s future development. - Protection of Personal Data and Ethical Standards:
The Editor is responsible for protecting the personal data of authors, reviewers, and readers. Manuscripts containing personal data may be rejected unless explicit consent has been obtained from the individuals concerned. The Editor also ensures that studies respect and protect human and animal rights. - Protection of Intellectual Property:
The Editor is responsible for protecting the intellectual property rights of all published articles and for defending the rights of the journal and the author(s) in cases of potential infringement. Handling Complaints:
The Editor carefully reviews and responds in a clear and transparent manner to complaints submitted by authors, reviewers, or readers.
G) RESPONSİBİLİTİES OF THE JOURNAL
- The Turkish Journal of Hydraulics is committed to maintaining high standards of academic integrity, transparency, and accessibility in scholarly publishing. In this context, the journal undertakes the following responsibilities:
- No Publication Fees:
The journal does not charge authors any fees at any stage of the publication process. - Protection of Copyright and Archiving:

H) PLAGİARİSM SCREENİNG - Research submitted to the journal must be prepared in accordance with ethical standards, and all citations within the text must be clearly indicated. Manuscripts submitted to the journal are screened using iThenticate plagiarism detection software after the peer-review process and before publication to prevent plagiarism.
