Dr. Oguzhan Goksel is Assistant Professor of Political Economy & IR at Marmara University, Faculty of Economics, Turkey. He is also the Editor-in-Chief of New Middle Eastern Studies (NMES) journal based in the UK. He completed his multi-disciplinary Ph.D. degree on Political Science and Political Economy at Durham University, UK in 2015. Goksel’s works have been published in various edited books and SSCI-indexed international peer-reviewed journals such as Mediterranean Politics, British Journal of Middle Eastern Studies and Turkish Studies. Sedat Aybar, Professor of Economics and Finance, BSc. (Econ), MA (London), PhD (London), is the Director of Asia-Pacific-Africa Research Center at Bahçeşehir University where he also teaches at the Department of Economics. He was the Director of African Studies Centre and Director of China Study Center at Istanbul Aydin University. In Türkiye, he has started the first Africa Research Center and China Research Center that are incorporated within a university structure. He taught, researched and published on a variety of topics that includes, International Economics, Banking and Finance in Economic Development, Development Economics, Central Bank Independence, African economies and Political Economy of Turkey. He has taught in South Korea, Poland, Republic of China, Lithuania, United States, as well as in the UK and Turkiye. He has worked as a consultant to the Asian Development Bank (ADB), Overseas Development Agency (ODA) and the UNDP. He was the Director of joint Executive MBA Program of Kadir Has University with Fordham University of New York. He teaches distant study courses at graduate level at University of London’s (SOAS), Centre for Finance and International Management (CeFiMS). He worked in the banking industry in London at managerial level for almost ten years. He also worked for the Economist Intelligence Unit (EIU), in London, England. He is currently the country team leader (Turkey) for a joint research project, Emerging Markets Global Players (EMGP) with the Vale Columbia Centre of the Columbia University in New York. He is the founder editor of Florya Chronicles of Political Economy, an academic periodical published in English.
He successfully completed his undergraduate studies in economics at the Turkish Military Academy in 1980 and graduated from the Turkish War Academy as a Staff Officer in 1991. He graduated from the Armed Forces Academy in 1993. He served at various levels within the Turkish Armed Forces between 1980 and 2010, retiring with the rank of Brigadier General.
He completed his undergraduate studies in Disaster and Emergency Management, Sociology, Logistics Management, and International Relations, his postgraduate studies in National and International Security, Educational Administration and Supervision, and Occupational Health and Safety, and his PhD in Human Resources Management. He became an Associate Professor in Management and Strategy in 2017 and a Professor in the same field in 2023.
Between 2011 and 2017, he served as a founder, administrator, faculty member, and member of various committees in various academic units at Istanbul Altınbaş University. He currently serves as the Head and Department Chair of the Department of Business Administration at İstinye University, a faculty member in the Departments of Political Science and Public Administration and Logistics Management, and Head of the Department of Occupational Health and Safety Master's Program.
During his service in the Turkish Armed Forces, he received training on disasters and emergencies both domestically and internationally. He received basic and specialized training on disasters and emergencies at AKUT, Turkey's non-governmental organization specializing in disasters. He participated in the planning and implementation stages of the UN-conducted qualification assessment of AKUT's light search and rescue team's ability to participate in international disaster and emergency operations. He served as the Head of AKUT's Press Relations Unit. He served on the Board of Trustees and the Board of Directors of the AKUT Foundation. He founded and currently serves as the President of the İZDÜŞÜM Association, which began operations two years ago and focuses on disasters and emergencies. He served both centrally and in the field during the Erçiş and Hatay earthquakes. He has provided training to numerous civil society organizations on the delivery, recording, storage, and distribution of relief supplies in disaster and emergencysituations. He prepared comprehensive feedback reports on the restructuring of the Esenyurt Municipality for disaster and emergency situations and also analyzed the Izmir Metropolitan Municipality's IRAP (Improvised Emergency Response Plan). He has provided Occupational Health and Safety in Disaster and Emergency Situations training to numerous civil society organizations working in the field of disaster and emergency, particularly AKUT.
He is an Occupational Safety Specialist. He serves as an occupational safety expert. He is a member of the Istanbul Metropolitan Municipality Occupational Health and Safety Advisory Board.
He is a volunteer with AFAD (Disaster and Emergency Management Presidency). He has completed basic and specialized training.
He has authored books, book chapters, and articles on disaster and emergency management. He has presented numerous papers on this subject. He has given conferences on disaster and emergency situations to numerous institutions and organizations, including universities, and has participated in television programs. He serves as a panelist on disaster and emergency-related topics in TÜBİTAK projects.
He is the News Manager of Global and Defense Magazines. He is an Honorary Member of the Turkish Armed Forces Military Sciences Research Center. He was awarded the TASAM Strategic Visionary Scientist Award in 2019.
Prof. Dr. Hüseyin Gül: 1991 yılında Ankara Üniversitesi Siyasal Bilgiler Fakültesi Kamu Yönetimi Bölümü’nden mezun oldu. Hacettepe Üniversitesi, İktisadi ve İdari Bilimler Fakültesi, Kamu Yönetimi Bölümü’nde yüksek lisans çalışmaları yaparken, YÖK bursu kazanarak lisansüstü eğitimi için Amerika Birleşik Devletleri’ne gitti. Teksas Üniversitesi’nde Kentsel Çalışmalar ve Kamu Yönetimi alanlarında iki yüksek lisans, Kent ve Kamu Yönetimi alanında ise doktora derecesi aldı. 1999 ve 2000 yıllarında, Amerika Birleşik Devletleri’nde gerçekleştirilen 1996-refah devleti reformu üzerine Rockefeller Enstitüsü’nce yürütülen araştırma projesinin Teksas ayağında araştırma görevlisi olarak çalıştı. Halen Süleyman Demirel Üniversitesi, İktisadi ve İdari Bilimler Fakültesi, Siyaset Bilimi ve Kamu Yönetimi Bölümü’nde öğretim üyesi olarak çalışmaktadır. Hüseyin Gül, kentsel yoksullukla ve kent ve kamu politikalarıyla ilgili değişik araştırma projelerinde yer almıştır. Bu alanların yanı sıra, kamu yönetimi ve sosyal devlet reformu, yerel yönetimler, kentleşme, kent ve kamu politikası, yerel kalkınma ve yönetişim, kentsel yoksullukla mücadele, kariyer planlaması gibi alanlarda ulusal ve uluslararası çalışmaları bulunmaktadır.
1962 Yılında Samsun’da doğdu. Samsun Anadolu Lisesi’ni 1980, Gazi Üniversitesi, İktisadi İdari Bilimler Fakültesi, Uluslararası İlişkiler Bölümü’nü 1985, İstanbul Üniversitesi, Sosyal Bilimler Enstitüsü’nde Yüksek Lisansını tamamladı. 1995 yılında aynı kurumda “Ulusal ve Uluslararası Düzeyde Etnik Gruplar ve Devlet” adlı teziyle Doktor Unvanını aldı. 1991 yılından itibaren İstanbul Üniversitesi İktisat Fakültesi’nde Araştırma Görevlisi ve aynı kurumda 1995 ile 2005 yılları arasında Yardımcı Doçent olarak çalıştı. 2005 yılında Siyasi Tarih alanında Doçent olan Levent Ürer, 2013 yılında İstanbul Üniversitesi, İktisat Fakültesinde, Siyaset Bilimi Anabilim Dalında Profesör unvanını aldı. 2014 yılında emekli oldu., Beykent Üniversitesi, Siyaset Bilimi ve Kamu Yönetimi Bölümünde 2014-2020 yılları arasında çalıştı. Halen İstinye Üniversitesi, İktisadi ve İdari Sosyal Bilimler Fakültesi, Siyaset Bilimi ve Kamu Yönetimi Bölümünde çalışmaktadır. İ.Ü. İktisat Fakültesinde Dekan Yardımcılığı, Siyaset Bilimi Anabilim Dalı Başkanlığı 2005-2013 yılları arasında yapmıştır. Beykent Üniversitesi’nde 2014-2016 yılları arasında Rektör Yardımcılığı, Fen-Edebiyat Fakültesi ve İletişim Fakültesi Vekil dekanlığı gibi farklı idari görevlerde bulunmuştur.
Türk Dış Politikası, Siyasi Tarih, Siyasi Olaylar Tarihi, Siyaset Bilimi, Uluslararası İlişkiler, Uluslararası Göç ve Nüfus Hareketleri, Milliyetçilik ve Azınlık Hakları üzerine Lisans, Yüksek Lisans ve Doktora dersleri vermiştir. Azınlıklar ve Lozan Tartışmaları (2003), Mondros’tan Mudanya Mütarekesi’ne Türk Dış Politikası (2005), Soysal Devletten Sosyal Devlete, Ulusçuluk Tartışmaları (2012), 2012 yılında derlemiş olduğu, Roman Olup Çingene Kalmak adlı kitapları vardır. Milliyetçilik, azınlık hakları, siyaset bilimi, tarih sosyolojisi alanları temelinde yayınlanmış, çeşitli makaleleri vardır.
Matthew Weiss is a professor of Political Science at the College of Southern Nevada (USA),
located in Las Vegas. Previously, he was an Assistant Professor in the Department of Public
Affairs and Security Studies at the University of Texas Rio Grande Valley, where he taught
classes for both the undergraduate minor and the Masters of Public Affairs program in Global
Security Studies. From 2011-2012, he served as a post-doctoral research fellow at the Middle
East Institute of the National University of Singapore. He obtained his Ph.D. in Political Science
from the University of California Davis (USA) in 2011. Dr. Weiss has published articles in a
variety of journals concerning Turkish foreign policy, Turkish-Kurdish relations, water scarcity
and conflict in Yemen, and cooperation and conflict over international river basins. His primary
research and teaching interests center around international relations, Middle East politics,
American government and non-traditional security issues.

(R) Ambassador Asst. Prof Dr. Hasibe Vehbi Şahoğlu was born in Cyprus in 1953. She is married, has two children and three grandchildren. She studied primary, secondary and high school at Cyprus and at United States. She completed his university education in Ankara University, Faculty of Political Sciences, Department of Business Administration; masters in Near East University and his Ph.D. in International Relations at Girne American University.
She was awarded a certificate by participating in "Interactive Management" courses with Casp and Fullbright scholarships. She received the “Trainer” certificate by receiving Conflict Resolution training from Cyprus Consortium. In the year 1992-97, she participated in various bi-communal work-shops between Turkish and Greek Cypriots. She worked as a diplomat in TRNC Ministry of Foreign Affairs. He completed his first overseas duty in Baku-Azerbaijan. In the Foreign Ministry of Turkish Republic of Cyprus, she became the Protocol Manager. She then served as the Ambassador of the TRNC first to Islamabad and then to Abu Dhabi, respectively.
Currently, she is an academician at Faculty of Political Sciences of Girne American University. Hasibe Şahoğlu is also a poet and a writer. She has two poetry books, two memoirs and a novel. One of the poetry books has been translated into English. Various articles have been published in newspapers and magazines. Şahoğlu is a member of Cyprus Turkish Writers Union, TRNC University Women Association and General Coordinator of Beşparmak Think Tank Group.
2017 yılında Galatasaray Üniversitesi Siyaset Bilimi Ana Bilim Dalı'ndan doktora derecesini aldı. Aynı yıl Nişantaşı Üniversitesi'nde yardımcı doçent olarak görev yapmaya başladı. 2018-2024 yılları arasında İstanbul Gedik Üniversitesi'nde görev yaptı. Halen İstanbul Sabahattin Zaim Üniversitesi Siyaset Bilimi ve Uluslararası İlişkiler bölümünde öğretim üyesidir. Türk Siyasal Hayatı ve Ortadoğu siyaseti üzerine, 2025 yılı başı itibariyle ikisi uluslararası (SSCI) olmak üzere 10'a yakın makale, bir kitap ve dört kitap bölümü yayınlamıştır.

ASSOC.PROF.DR. MURAT KORAY; He graduated from the Turkish Naval Academy with a degree in Electrical and Electronics Engineering in 1989. In 2021, he earned a second bachelor’s degree in international trade and logistics from the Faculty of Business Administration at Anadolu University. He completed his master’s degree in international affairs and security studies at the Turkish Naval War College between 2001 and 2003 and obtained an MBA from the Institute of Social Sciences at Kocaeli University in 2006. In 2019, he received his Ph.D. in Maritime Transportation Management Engineering (MTME) from the Institute of Graduate Studies at Piri Reis University. He was awarded the title of Assistant Professor in 2020 and currently serves as a full-time faculty member at Kent University, Faculty of Economics, Administrative and Social Sciences. He is the Head of both the International Trade and Logistics Department and the International Trade and Business Department. Additionally, he lectures part-time at Piri Reis University. Asst.Prof.Dr. Koray is an expert in submarines and MTME. His research interests include ship valuation, international affairs and security studies, green technologies, sustainable ship and shipyard design, decarbonization strategies, and smart fuels. He focuses particularly on energy, exergy, and entropy management in the context of maritime transportation.
Matthew S. Cohen is an Assistant Professor of Practice in the Honors Program specializing in political science at Merrimack College in North Andover, Massachusetts. He has previously published on Turkish politics, Turkish-Israeli relations, cyber-security policy, Russian foreign policy, international relations theory, delegitimization and lawfare, and Israeli security policy. Before entering academia, Matthew worked at the local, state, and federal levels of American government. He is additionally a local elected official.
Dr. Hay Eytan Cohen Yanarocak is a Turkey expert at the Jerusalem Institute for Strategy and Security (JISS) and the Moshe Dayan Center for Middle Eastern and African Studies (MDC) at Tel Aviv University. He received his Ph.D. from Tel Aviv University’s School of History and is a lecturer there, as well as at Ben-Gurion University of the Negev and Ariel University. Dr. Cohen Yanarocak is the editor of Turkeyscope: Insights on Turkish Affairs. In May 2015, he was awarded the Dan David Prize Scholarship in the category of “Past: Retrieving the Past, Historians and Their Sources.” He is the author of The Evolution of the Turkish School Textbooks from Atatürk to Erdoğan, published by Lexington Books, Rowman & Littlefield, in September 2022.
Hacı Mehmet Boyraz, doktorasını Sakarya Üniversitesi Uluslararası İlişkiler bölümünde tamamladı. SETA’nın İstanbul ve Berlin ofislerinde araştırmacı olarak çalıştıktan sonra TRT’de ve İletişim Başkanlığı’nda uzman olarak görev yaptı. İstanbul Medipol Üniversitesi’nde ve Ankara Medipol Üniversitesi’nde Türkçe lisans; İstanbul Esenyurt Üniversitesi’nde İngilizce yüksek lisans dersleri verdi. Şu anda Kahramanmaraş Sütçü İmam Üniversitesi Siyaset Bilimi ve Uluslararası İlişkiler bölümünde öğretim üyesi olarak görev yapmaktadır.
Beata Piskorska, Ph.D, is an associate professor of Political science at the Institute of Political Science and Administration of the John Paul II Catholic University of Lublin. In years 2021-2024 she has served as Vice-Rector of KUL for Students, Doctoral Students and Development and since 2024 she has served as Vice-Rector of KUL for Students and Internationalizations. She is an expert of Team Europe at the European Commission Representation in Poland, president of the ERIA Association for Education and International Research, a member of the Advisory Team of the Minister of Education and Science for the financing of international scientific cooperation, a member of the Council for Innovative Social and Economic Development of Lublin at the President of the City of Lublin. She is the head of the Center for Research on Diplomacy of the Catholic University of Lublin.
Her research interests encompass the international relations, European integration, foreign and security policy of the European Union, the eastern policy of the EU and the position and identity of the EU on the international arena, soft power and public diplomacy. She is the author of dozens of scientific publications.
Dr. Mark Meirowitz is a Professor at State University of New Tork (SUNY) Maritime College, a business lawyer, and an expert on Turkish Foreign Policy and International Relations. He holds a doctorate in Political Science from Fordham University and a JD, Summa Cum Laude (second in class and Law Review) from Brooklyn Law School.
Dr. Meirowitz specializes in Turkish Foreign Policy, U.S.-Turkish Relations, international Relations, American Foreign Policy and Constitutional Law. As the recipient of the SUNY Levin Fellowship, he taught English conversation to 25 Turkish professors while in residence at Istanbul Technical University. He also taught a graduate course in Turkish Foreign Policy to doctoral students at a Turkish University.
Last month, his chapter on “Challenges and Prospects in Turkish-US Relations” was included in a major new text on Turkish Foreign Policy. His doctoral dissertation was on the law of the sea.
He has been a panelist and moderator at numerous conferences and panels on Turkish Foreign Policy, including the Turkey Focus Group of the National Defense University, Institute of National Security Studies and at the annual conferences of the Transatlantic Studies Association (of which he serves as a member of the Management Committee).
Dr. Meirowitz is sought after and frequently appears in the US, Turkish and other international media as an expert on issues related to Turkish Politics, American Domestic Politics, American Law, international Relations and American Foreign Policy.
Ahmet İlkay Ceyhan undertook his undergraduate studies at Charles de Gaulle University in Lille, France, before progressing to the Department of Political Science and International Relations at Bahçeşehir University (Istanbul). He subsequently attained a Master’s degree in European Union and International Relations at L’Institut Européen Des Hautes Études Internationales in Nice, France. He then pursued a PhD at İstanbul University Faculty of Communication, with a thesis on “Public Diplomacy in Political Communication.” Between 2013 and 2015, he worked as a researcher at universities in the United States, Hungary, and Poland. He currently holds the position of Associate Professor of Political Communication and chairs the Public Relations and Advertising Department at İstanbul Kent University. His areas of expertise include political communication, nation-branding, digital communication, media diplomacy, public diplomacy, propaganda, agenda-setting, and digital politics. Additionally, he provides communication consultancy to various institutions in crisis communication, strategic communication, corporate communication, and political advertising.
Zuhal Mert Uzuner is a professor at the Department of Political Science and International Relations at Marmara University. She teaches Introduction to International Relations and Seminar on Southeast Europe, International Organizations, EU-Turkey Relations, and Greek-Turkish Relations. Uzuner studies foreign policy analysis, Greek foreign policy, Turkish foreign policy, Balkan and Mediterranean politics, and Greek-Turkish relations. She has a B.A., M.A., and PhD degrees from Marmara University International Relations and an M.A. from Southeast European Studies at Democritus University of Thrace, Law School, Greece. She knows English and Greek and has written several articles, books, and papers in Turkish and English. She is the author of Anapofeuktoi Sintrofoi o Ellino Italikos Polemos ston Tourkiko Tipo Oktovrios Dekemvrios 1940 (published by Epikentro in 2016) and editor of Role of Image in Greek Turkish Relations (published in 2018 by Peter Lang). Zuhal Mert Uzuner, who has been the Director of MURCIR (Marmara University International Relations Research Center) since 2023, also participates in Track II diplomacy initiatives and has been a member of the Eastern Mediterranean Initiative since 2021 and the Turkish Greek Forum since 2022.
Ata Atun, Orta eğitimini Ankara Koleji, Magosa Namık Kemal Lisesi ve Şişli Koleji’nde tamamlayarak, İnşaat Mühendisliği Lisans eğitimini Bağdat Üniversitesi'nde 1970 yılında, Lisansüstü eğitimini California’daki Century Üniversitesi’nde 1987 yılında ve Doktora eğitimini de Texas’daki Century Üniversitesinde 1989 yılında tamamlamış ve 1994 yılında Fulbright bursu ile Washington’da Doktora üstü çalışma yapmıştır. 2007 yılında, Prag’daki Charles Üniversitesinde, Avrupa Gazetecilik Enstitüsü eğitimlerine katılmıştır.
2012 yılında Girne Amerikan Üniversitesinde, Uluslararası İlişkiler Ana Bilim dalında ikinci Yüksek Lisansını ve 2018 yılında da ikinci Doktora eğitimini tamamlamıştır.
2020 yılında İngiltere’de Rhodec International School of Interior Design’da uzun süredir devam ettirdiği İç Mimarlık Lisans eğitimini tamamlamıştır.
Mücahitliğini 1970 yılında Magosa’da yapmış olup, Barış Harekatına Mücahit Havan Takım Komutanı olarak katılmıştır.
1976 yılında yapılan Kıbrıs Türk Federe Devleti (KTFD) Millet Meclisi seçimlerinde Magosa Milletvekili seçilmiştir. KTFD Meclisinde 5 yıl süre ile Hukuk ve Siyasi İşleri Komisyonu üyeliği, Başkan yardımcılığı ve Başkanlığı görevlerinde bulunmuştur. TBMM’de ortak Komisyon toplantılarına KTFD Meclisini temsilen katılmıştır.
Akademik hayatına 1991 yılında Yakın Doğu Üniversitesinde başlamış olup, İnşaat Mühendisliği dalında Yakın Doğu Üniversitesinde Yardımcı Doçent, Doçent ve Profesör, Uluslararası İlişkiler dalında Kıbrıs İlim Üniversitesinde Doktor Öğretim Üyesi ve Doçent olmuştur. Uzmanı olduğu İnşaat Mühendisliği, Uluslararası Politika ve Kıbrıs Tarihi konularında 10 adet Ders kitabı, 4 adet Ders-Notu, Tarih ve Politika-Siyaset içerikli 35 adet kitabı, 185 adet tez, bildiri ve makalesi bulunmaktadır. Makale ve çalışmalarına 100’den fazla uluslararası atıf yapılmıştır. Kıbrıs, Orta Doğu ve Doğu Akdeniz uzmanı olup 2002 yılından beri sürekli olarak Kıbrıs Siyaseti ve Uluslararası Politika üzerinde 2 bin sekiz yüzden fazla köşe yazısı KKTC, Türkiye, Almanya, İngiltere ve ABD’de basılan gazeteler ile haber sitelerinde yayınlanmış olup, köşe yazılarına devam etmektedir. Türkiye’de AVİM, SETAM, ASAM, TURAN-SAM ve benzeri “Düşünce Kuruluşları” ile bazı ortak çalışmalarda bulunmuştur.

Annan Planı çerçevesince 2004 yılında yapılan toplumlararası görüşmelerde KKTC adına görüşmecilik görevini yapmış olup, Aralık 2005 tarihinde Türk Dünyası Araştırmaları, Uluslararası İlimler Akademisi Bilim Kurulu üyeliğine, 2013 yılında da Türk Dünyası Medya Formu Başkanlığına seçilmiştir.
2024 yılı Şubat ayına kadar Kıbrıs İlim Üniversitesi’nde Mühendislik Fakültesi Dekanlığı görevini ifa etmiştir. Halen Rauf Denktaş Üniversitesi Mütevelli heyeti Danışmanlığı görevini ifa etmektedir.
Helin Sarı-Ertem, 1998 yılında Marmara Üniversitesi, İngilizce Siyaset Bilimi ve Uluslararası İlişkiler Bölümü’nden mezun oldu. Yüksek Lisansını 1999’da British Council bursu ile Londra’da, City Üniversitesi, Gazetecilik bölümünde yaptı. 1999-2002 yılları arasında televizyon gazetecisi olarak çalıştıktan sonra, 2003 yılında kabul edildiği Marmara Üniversitesi, Uluslararası İlişkiler doktora programını 2010 yılında başarıyla tamamladı.
2005-2015 yılları arasında Yıldız Teknik Üniversitesi, Siyaset Bilimi ve Uluslararası İlişkiler Bölümü kadrosunda yer alan Sarı-Ertem, 2015 yılından bu yana İstanbul Medeniyet Üniversitesi, Uluslararası İlişkiler Bölümü’nde önce Dr. Öğretim Üyesi; 2020’den bu yana da Doçent olarak görev yapmaktadır. Akademik ilgi alanları; Türk-Amerikan ilişkileri, Amerikan dış politikası, Ortadoğu, kimlik-güvenlik ilişkisi ve Uİ Teorileri üzerinde yoğunlaşmaktadır.

Mehmet Babacan completed his PhD in 2025 at Bursa Uludag University with a thesis on Jerusalem and Palestine studies. He works as an independent researcher. He has various national and international publications about Turkish foreign policy, Israeli-Palestinian relations, US Middle East policy, and other regional foreign policy issues. He has been working as a “PhD Lecturer” at Yildiz Technical University since 2026. Babacan has also served as a “Researcher”, “Project Assistant” and “Project Coordinator” in YOK (Council of Higher Education) and EU projects.
Soli Özel
Soli Özel holds a BA in Economics from Benningon College (1981) and an MA in International Relations from Johns Hopkins University School of Advanced International Studies (SAIS-1983).
A senior lecturer at Istanbul Kadir Has University, Özel is now a fellow at Institute for Human Sciences (IWM) in Vienna where he was a “Europe’s Futures” fellow in 2021-2022. In the year of the pandemic, he taught a course at the American University in Central Asia (AUCA) and at the Menton campus of Sciences-Po. The same year he also hosted two series of webinars for Institut Montaigne on the American elections and the changing geopolitics of the Middle East. He was a Bernstein Fellow at the Schell Center for Human Rights at Yale Law School and a visiting lecturer in the Political Science Department of Yale. He has been a columnist at Nokta magazine and GazetePazar, Yeni Binyıl, Habertürk and Sabah newspapers. Currently he writes for Deutsche Welle-Turkish, Politikyol and does a weekly commentary on world affairs for GAzeteDuvar TV. He is also a contributor to the blog of Institut Montaigne. He held fellowships at Oxford, the EU Institute of Strategic Studies and was a Fisher Family Fellow of the “Future of Diplomacy Program” at the Belfer Center of the Kennedy School of Government at Harvard University. He taught at UC Santa Cruz, SAIS, University of Washington, Northwestern University, Hebrew University, SciencesPo-PSIA, and Yale. In Turkey he taught at Boğaziçi Üniversitesi, Bilgi Üniversitesi and Kadir Has Universitesi. He was a Richard von Weizsacker fellow at the Robert Bosch Academy in Berlin between 2015-2017 and a visiting fellow at Institut Montaigne in Paris in 2018 where he is a non -resident senior fellow.
His co-authored book with Michael T. Rock, Elite Origins of Development and Democracy was published by Routledge in December 2023.
He is a member of the European Council on Foreign Relations.
Editor-in-Chief and Co-founder of the Adapt Institute is a PhD candidate at Masaryk University in the Czech Republic, specializing in Türkiye’s security environment. Since 2013,
he has conducted extensive research on Turkish foreign policy, bilateral and multilateral relations, and terrorism. In Türkiye he has cooperated with the Wise People
Center for Strategic Studies (BILGESAM). Matúš furthered his expertise by studying the Turkish language at Istanbul Medeniyet University. His insights into Turkish politics have made him a frequent contributor to Slovak and Czech television and media. He authored a comprehensive analysis titled "Turkey and the EU 2030: Prospects for the Development of
Relations from the Perspective of Slovak Interests" for the Ministry of Foreign Affairs of the Slovak Republic. He remains an active publisher on Türkiye’s foreign policy and security, with a chapter in a book, "Turkish-American Relations in the 21 st Century," published in 2025 being the latest. Besides that he published numerous scientific articles and research studies
on influence operations, such as “Business, Religion And Erdoğan: Influence Operations Of Türkiye In Bosnia And Herzegovina”, “Disinformation Resilience
Index in Central and Eastern Europe” , where he assessed Russia’s influence operations in Slovakia, or “Mapping Hungarian influence in Slovakia and Czech
Republic”.
Doç. Dr. Murteza Ocaklı, ekonomi ve finans alanında uzmanlaşmış bir akademisyendir. Lisans eğitimini tamamladıktan sonra, yüksek lisansını 2015 yılında ve doktorasını 2019 yılında Karadeniz Teknik Üniversitesi İktisat Bölümü'nde tamamlamıştır. Akademik kariyeri boyunca makroekonomik modeller, sayısal finans, para politikaları, döviz kuru dinamikleri ve finansal piyasalar üzerine yoğunlaşmıştır.
Eğitimi süresince uluslararası akademik deneyim kazanan Doç. Dr. Ocaklı, 2014-2015 yıllarında Polonya’daki Warsaw School of Economics'te, 2015-2016 yıllarında Almanya’daki Berlin School of Economics and Law’da ve 2016-2017 yıllarında İtalya’daki Università degli Studi di Napoli Parthenope’de çalışmalar yürütmüştür. Bu süreçte uluslararası ekonomi ve finans konularında derinlemesine araştırmalar yaparak akademik bakış açısını genişletmiştir.
Şu anda İstanbul Aydın Üniversitesi Ekonomi ve Finans Bölüm Başkanı olarak görev yapmakta olan Doç. Dr. Ocaklı, ekonomi ve finans alanlarında dersler vermekte, lisans ve lisansüstü seviyede öğrencilere danışmanlık yapmaktadır. Araştırmalarında özellikle ARDL ve NARDL modelleri ile döviz kuru geçişkenliği, enflasyon dinamikleri, AR-GE harcamaları ve dış ticaret ilişkileri gibi konulara odaklanmaktadır.
Akademik çalışmaları uluslararası düzeyde de büyük ilgi görmüş olup, Q1 ve Q2 kategorisinde yer alan saygın bilimsel dergilerde yayımlanmıştır. Özellikle döviz kuru geçişkenliği ile enflasyon arasındaki teorik ve ampirik bağlantıları inceleyen çalışmaları ve hisse senedi piyasaları arasındaki oynaklık yayılmaları üzerine yaptığı araştırmalar, ekonomi literatürüne önemli katkılar sağlamaktadır.
Bilimsel katkılarının yanı sıra, akademik disiplinin gelişimine yönelik çeşitli konferans ve seminerlere katılmakta, ulusal ve uluslararası bilimsel dergilerde hakemlik yapmaktadır. Ekonomi teorilerini matematiksel modellerle birleştirerek politika yapıcılar ve uygulamacılar için somut öneriler sunmayı hedefleyen Doç. Dr. Murteza Ocaklı, akademik çalışmalarına devam etmekte ve ekonomi bilimine katkı sağlamaya devam etmektedir.
Teymur Şahin oğlu Gasimli, 30 Nisan 1988 tarihinde Azerbaycan Cumhuriyeti’nin Göyçay bölgesinde dünyaya gelmiştir. Azerbaycan vatandaşı olan Gasimli, temel eğitimini tamamladıktan sonra 2005 yılında Azerbaycan Uluslararası Üniversitesi’nin Tarih ve Toplum Fakültesine kabul edilmiş ve burada aldığı lisans eğitimi sonucunda 2009 yılında başarıyla mezun olmuştur. Lisans eğitimi süresince tarihsel süreçler, toplumsal yapı ve bölgesel jeopolitik dinamikler üzerine çalışmalar yürüterek akademik ilgi alanlarını şekillendirmiştir.
2015–2017 yılları arasında Türkiye’de İstanbul Aydın Üniversitesi Sosyal Bilimler Enstitüsü bünyesinde Uluslararası İlişkiler ve Güvenlik Çalışmaları alanında yüksek lisans eğitimini tamamlamıştır. Yüksek lisans tezi kapsamında özellikle Güney Kafkasya bölgesindeki jeopolitik gelişmeler, Azerbaycan-İran ilişkileri ve bölgesel güvenlik konularına odaklanmış, bu süreçte saha araştırmaları ve literatür incelemeleri yaparak uzmanlığını derinleştirmiştir.
11 Şubat 2018 tarihinde İstanbul Üniversitesi Sosyal Bilimler Enstitüsü bünyesinde Siyaset Bilimi ve Uluslararası İlişkiler Anabilim Dalı doktora programına kabul edilerek,“AZERBAYCAN -İRAN İLİŞKİLERİNDE (1991-2019) ERMENİSTAN MESELESİ” doktora tezi savunmuş doktora unvanını kazanmıştır (2025). Bu bağlamda, Güney Kafkasya’nın uluslararası sistemdeki rolü, bölgesel güvenlik mimarileri ve Azerbaycan-İran ilişkileri üzerine akademik araştırmalar yürütmektedir.Gasimli, çok iyi derecede Azerbaycan Türkçesi, Türkiye Türkçesi ve Rusça bilmekte; ayrıca İngilizceyi orta düzeyde kullanabilmektedir. Akademik çalışmaları, uluslararası ilişkiler, güvenlik çalışmaları ve bölgesel jeopolitik analizler çerçevesinde yoğunlaşmaktadır. Uluslararası sempozyum ve konferanslarda bildiriler sunmuş, çeşitli akademik makale ve projelerde yer alarak alanına katkı sağlamıştır.
Senem B. Çevik, Ph.D, is a communication scholar specializing in public diplomacy and strategic communication. Her research focuses on the intersection of identity, communication and psychology with an emphasis. Her recent publications examine the role of media content in Turkish politics from a lens of identity politics. She published in journals including Middle East Critique, Caucasus Survey, Turkish Studies, Southeast European and Black Sea Studies and International Journal of Applied Psychoanalytic Studies. She is the co-editor of Turkey’s Public Diplomacy (Palgrave MacMillan, 2015).
Born in Konya in 1984, Yusuf SAYIN received his Bachelor's degree in International Relations from Selçuk University in 2007; and his Master's degree in International Relations from the same university's Institute of Social Sciences in 2011 with his thesis titled "Religion and International Relations: Islam's Foreign Policy Theory". He completed his doctorate in International Relations at Selçuk University in 2015 with his thesis titled "Cooperation Opportunities between Türkiye and Iran in the Middle East". In April 2015, he first joined the Department of Economics at Karamanoğlu Mehmetbey University. In the same year, Mr. Sayın was appointed as an Assistant Professor and Founding Head of the Department of Political Science and International Relations, and held administrative positions such as Erasmus Institutional Coordinator and Director of the European Union Center at the same university. He has authored several books, including “Cooperation Opportunities between Türkiye and Iran in the Middle East” (2015), “Readings on International Relations” (2016), “Essays on Foreign Policy” (2016), and “Islamic Foreign Policy Theory from the Perspective of International Relations” (2023). He has also edited several works, including “International Student Life in Konya” (2022), “Contemporary Political Trends” (2021), “International Public Policy - Concept, Theory, Actors, Applications” (2021), and “Globalization - A Basic Text” (2019). Additionally, he has published numerous book chapters, articles, papers, and translations in the fields of international relations and foreign policy; he has appeared on numerous national TV and radio programs, written columns for various media outlets, provided corporate consultancy services, and held leadership and board membership positions in civil society organizations. Appointed to the rank of Professor on January 8, 2026, he currently serves as a faculty member in the Department of Political History, Political Science and International Relations Division, at the Faculty of Political Sciences, Necmettin Erbakan University. He speaks English and has intermediate proficiency in Arabic and German. He is married and has two children.
Assoc. Prof. Dr. Murat Can PEHLİVANOĞLU, LL.M. is Associate Professor of Commercial Law, attorney at law and author. Dr. Pehlivanoğlu graduated from San Francisco Golden Gate University School of Law (S.J.D. (2018)), İstanbul Bilgi University (LL.M. (2015), LL.B. (2013)) and V.K.V. Koç High School (2009). Pehlivanoğlu is a former student at University of San Francisco School of Law (2016) and London School of Economics and Political Science School of Law (2011), and a former researcher at City University of Hong Kong (2016), Heinrich Heine Universität Düsseldorf (2017) and University of Warwick Coventry (2024). He holds several administrative positions in universities, and received grants for his research.
Dr. Pehlivanoglu has published widely on commercial law, focusing primarily on shareholder disputes, commercial fraud, corporate finance and beneficial ownership. His leading monographs are Paravan Şirket (Shell Company) (On İki Levha Yayıncılık, 2023) and Non- Pecuniary Private Benefits in Publicly Traded Corporations: How Involuntary Dissolution Statute May Be the Solution (Brill Nijhoff, 2024). Pehlivanoğlu's academic articles have been published in leading peer- reviewed journals in Turkish and English. He teaches international corporate law, commercial law, European Union law and American law courses at several universities, including Istanbul Kent University and MEF University Faculty of Law.
Murat Can Pehlivanoğlu is a frequent speaker at academic conferences, and is hosted by Turkish media and various institutions, including Dubai Chamber of Commerce. He is a member of Society of Legal Scholars (United Kingdom) and Law and Society Association (United States) professional associations, and university representative at European Law Faculties Association (Belgium). Pehlivanoğlu is admitted to Istanbul Bar Association and Union of Turkish Bar Associations.
Selim Öterbülbül is a research assistant at the Department of International Relations, Faculty of Political Science, University of Ankara. He has a PhD from the Department of International Relations, Dokuz Eylul University, and MA degree from the Middle East Studies, Middle East Technical University. His research interests include China’s foreign policy, Sino-Middle Eastern relations, Sino-Turkish relations, foreign policy analysis, and the grand strategy concept.
She works as an associate professor at the John Paul II Catholic University of Lublin. She holds a PhD and a postdoctoral degree in social sciences in the discipline of sociology. Her areas of specialization include the sociology of technology, sociology of security, sociology of education, and cybersecurity.
For many years, she has collaborated with Università Cattolica del Sacro Cuore in Milan, both in academic research and teaching. She has completed six research internships there and participated in several international scientific projects. Additionally, she has worked with other Italian universities, such as those in Bari, Udine, Teramo, Messina, and Venice. More recently, she has also begun collaborating with Universidade Lusófona in Lisbon and two universities in Spain—Universidad de Granada and Universidad Complutense de Madrid.
She regularly travels to deliver lectures as part of the Erasmus+ program, teaching in both English and Italian. She is fluent in both languages.
She is the author or co-author of several large-scale social studies conducted in cooperation with the business sector, focusing on Poles' attitudes toward new technologies and disinformation. For several years, she has actively collaborated with the Polish Chamber of Information Technology and Telecommunications (PIIT) and the Digital Poland Foundation.
At present, she is employed at the John Paul II Catholic University of Lublin at the Institute of Political Science and Administration. Since 2021, she has also been affiliated with the Academic Center for Cybersecurity Policy at the War Studies University, where she serves as the Head of the Center for Cybersecurity Strategy and Education. She is also currently collaborating with NASK – National Research Institute (Narodowa i Akademicka Sieć Komputerowa), a state research institute, where she conducts social research on the internet. Additionally, she serves as the Editor-in-Chief of the scientific journal dot.pl (journaldot.pl).
