Reflection of Managerialism as an Ideology on Universities: A Critique at the Intersection of Originality and Performance

Abstract

The management approach, which was first approached with a new understanding pioneered by F. W. Taylor at the beginning of the twentieth century, has turned into a New Taylorist perspective over time and has become a management ideology. The study analyses the background and effects of managerialism ideology and its reflection on universities. It is aimed to critically examine the phenomenon of managerialism, which has become an ideology that sees individuals as beings to be controlled, based on the belief that efficiency and result optimization can be achieved through managerial expertise and techniques. In the study, universities, which provide an important context for the study of managerialism practices with their highly qualified human resources and complex structures, are taken as an example and the effects of managerialism ideology on actors, structures and processes are analyzed based on literature. As a result of the research, it is found that managerialism ideology has transformed universities from traditional centers of education and research into institutions based on market logic. This situation necessitates an important questioning and re-evaluation for the future of higher education.

Bir İdeoloji Olarak Yönetimciliğin Üniversitelere Yansıması: Özgünlük ve Performansın Kesişiminde Bir Eleştiri

Abstract

Yirminci yüzyılın başında F. W. Taylor’ın öncülük ettiği yeni bir anlayış ile ele alınmaya başlanan yönetim yaklaşımı, zamanla Yeni Taylorist bir perspektife dönüşerek günümüzde yönetim ideolojisi haline gelmiştir. Bu çalışma, yönetimcilik ideolojisinin arka planını ve etkilerini ele alarak üniversitelere yansımasını incelemektedir. Süreç içerisinde verimlilik ve sonuç optimizasyonunu yönetsel uzmanlık ve tekniklerle sağlanabileceği inancına dayanarak bireyleri kontrol edilmesi gereken varlıklar olarak gören bir ideoloji haline gelen yönetimcilik olgusu, üniversite örneğinde eleştirel bir bakış açısıyla incelenmiştir. Çalışmada, yüksek nitelikli insan kaynakları ve karmaşık yapılarıyla yönetimcilik uygulamalarının incelenmesi açısından önemli bir bağlam sunan üniversiteler örnek olarak alınmış ve yönetimcilik ideolojisinin aktör, yapı ve süreçlere etkileri literatüre dayalı olarak analiz edilmiştir. Araştırma sonucunda yönetimcilik ideolojisinin, üniversiteleri geleneksel eğitim ve araştırma merkezleri olmaktan çıkarıp piyasa mantığına dayalı kurumlara dönüştürdüğü tespit edilmiştir. Bu durum, yükseköğretimin geleceği için önemli bir sorgulama ve yeniden değerlendirme gerekliliği doğurmaktadır.
