Assessment of NATO Civil-Military Cooperation in the Case of the Prizren Region in Kosovo

Öz

Today, the growing influence of the media, the proliferation of civil society organisations and international organisations, and the chaos and difficulties in conflict zones have created a need for coordination. NATO has developed the concept of Civil-Military Cooperation (CMC) to facilitate close cooperation and coordination with civilian actors. This concept describes both the relationships themselves and the personnel and units that implement them. Under the name of Civil-Military Cooperation, NATO holds meetings with civilians and organises visits in the area of operations. It participates in many projects with its own personnel and civil actors, including humanitarian aid distribution, regional reconstruction activities, infrastructure, health and education projects. However, there is no consensus on whether the NATO Civil-Military Cooperation concept has a positive impact on the public and other civil actors. This study compiles interviews, field research, NATO reports and news articles. The aim of this study is to evaluate NATO Civil-Military Cooperation by answering the questions, ‘What projects and assistance did NATO Civil-Military Cooperation Units carry out in Prizren? How did they carry out these projects and assistance? What was the impact of these projects and assistance?’

Nato Sivil Asker İşbirliğinin Kosova Prizren Bölgesi Örneğinde Değerlendirilmesi

Öz

Günümüzde artan medya etkisi, sivil toplum kuruluşlarının ve uluslararası örgütlerin çoğalması, çatışma bölgesinde karmaşa ve zorluklar, koordinasyon ihtiyacına neden olmaktadır. NATO, sivil aktörlerle yakın işbirliği ve koordinasyon için bir kavrama ihtiyaç duymuş ve Sivil Asker İşbirliği (Civil Millitary Cooperation) kavramını üretmiştir. Bu kavram hem ilişkilerin kendisini anlatırken, hem de ilişkilerin uygulayıcısı personeli ve birlikleri anlatmaktadır. NATO, Sivil-Asker İşbirliği adı altında; harekât bölgesinde sivillerle toplantılar yapmakta, ziyaretler düzenlemektedir. İnsani yardım dağıtımı, bölgesel imar faaliyetleri, alt yapı, sağlık ve eğitim projeleriyle, hem kendi personeliyle hem de sivil aktörlerle birlikte birçok projelerde yer almaktadır. Ancak NATO Sivil Asker İşbirliği konseptinin halk ve diğer sivil aktörler üzerinde olumlu etkileri olup olmadığı konusunda bir fikir birliği yoktur. Bu çalışmada; yapılan mülakatlar, saha araştırması, NATO raporları ve basında çıkan haberler toplanmıştır. Çalışmanın amacı, Kosova, Prizren ili hudutlarında, Kosovo Force misyonu altında görev yapan NATO Sivil Asker İşbirliği Birlikleri “Prizren’de ne projesi ve yardımı yaptı? Proje ve yardımları nasıl yaptı? Proje ve yardımların etkisi ne oldu?” soruların cevaplandırarak, NATO Sivil Asker İşbirliğini değerlendirmektir.
