TOPLU YAPI YÖNETİMİ UYGULAMALARININ PONCE CITY MARKET ÖRNEĞİ ÜZERİNDEN DEĞERLENDİRİLMESİ

Öz

Toplu yapı yönetimi, modern kentleşme süreçlerinde giderek daha fazla önem kazanan, farklı kullanım alanlarını bir arada barındıran karma yapılar için kritik bir süreçtir. Bu tür yapıların etkin yönetimi, kullanıcı memnuniyetini artırmak, operasyonel verimliliği sağlamak ve sürdürülebilirliği desteklemek açısından büyük önem taşımaktadır. Bu çalışma, Amerika Birleşik Devletleri (ABD)’nin Atlanta şehrinde bulunan Ponce City Market çevresindeki toplu yapı yönetimi uygulamalarını incelemektedir. Araştırma, tabakalı örnekleme yöntemiyle, farklı konut tiplerinden 205 katılımcının görüşlerini toplayarak, konut sahiplerinin ve kiracılarının yönetim hizmetlerine dair algılarını değerlendirmektedir. Ayrıca, yönetimde çalışanlar ile yapılan derinliğine görüşmeler ve çeşitli toplantılara katılım ile yönetim süreçleri hakkında daha derinlemesine bilgiler elde edilmiştir. Araştırmanın bulguları, ABD’deki profesyonel yönetim anlayışının etkinliği ile aidat politikaları ve sosyal etkinliklerin kullanıcı memnuniyetini nasıl artırdığını ortaya koymaktadır. Araştırma sonucunda ortaya çıkan tesis yönetimi anlayışı Türkiye’de mevcut yönetim anlayışı ile karşılaştırılmakta ve iki ülke arasındaki farklılıklar tartışılmaktadır. Çalışma ile, profesyonel tesis ve gayrimenkul yönetim şirketleri ile kat maliklerinin sürece dahil olduğu yönetim uygulamalarının güçlü yönlerini birleştiren hibrit bir yönetim modelinin gelecekteki toplu konut projeleri için etkili bir çözüm sunduğu vurgulanmaktadır. Araştırmanın özgünlüğü, ABD’de yapılan uygulama farklılıklarını kapsamlı bir şekilde analiz etmesi ve Türkiye’deki toplu yapı yönetimi anlayışı açısından yeni bir perspektif sunmasıdır.

EVALUATION OF COLLECTIVE BUILDING MANAGEMENT PRACTICES ON THE CASE OF PONCE CITY MARKET

Öz

Collective building management is a critical process for mixed-use buildings, which are becoming increasingly important in modern urbanisation processes. Effective management of such buildings is important in increasing user satisfaction, ensuring operational efficiency and supporting sustainability. This study analyses the community building management practices around the Ponce City Market in Atlanta, United States of America (USA). Using stratified sampling, the study assesses the perceptions of owners and tenants of management services by collecting the views of 205 respondents from different housing types. In addition, in-depth interviews with management staff and participation in various meetings provided more in-depth information about management processes. The study’s findings reveal the effectiveness of the professional management approach in the USA and how dues policies and social activities increase user satisfaction. The resulting facility management approach is compared with the current management approach in Türkiye, and the differences between the two countries are discussed. The study emphasises that a hybrid management model that combines the strengths of professional facility and real estate management companies and management practices that involve condominium owners in the process offers an effective solution for future public housing projects. The study’s uniqueness is that it comprehensively analyses the differences of the practices in the USA and provides a new perspective for understanding mass housing management in Türkiye.
