Mudurnu Kentsel Sit Alanının Bütüncül Koruma Yaklaşımı Çerçevesinde İncelenmesi

Mudurnu Urban Conservation Area represents a significant example of historic urban heritage in Türkiye with its Ottoman-period architectural fabric, Ahi tradition, and tangible and intangible cultural heritage values. This study aims to assess the views of the local community regarding the Historic Urban Landscape approach in Mudurnu. In this context, recommendations were developed within the framework of the Historic Urban Landscape approach by examining how the relationship between conservation efforts and cultural heritage is assessed at the local level. The data for the study were collected through observations and assessments made during field visits, as well as through surveys conducted with local residents and neighborhood representatives (muhtars). Mudurnu’s historical and cultural heritage is not limited to physical structures alone; it forms an integral whole with social memory and traditional values. The results show that the local community is particularly sensitive to historical structures, cultural elements and economic sectors; however, there is room for improvement in areas such as participation and communication during the planning and implementation processes. Within the framework of the Historic Urban Landscape approach, the results of the research reveal that Mudurnu’s historical past, local life, and cultural traditions, as well as its collective memory, offer significant opportunities for sustainable and participatory conservation models. In Mudurnu, establishing participatory governance mechanisms, strengthening efforts to protect natural resources and cultural assets, and developing economic sectors aimed at rural development are crucial for ensuring the sustainability of conservation efforts in this historic town. Strategies developed in line with the Historic Urban Landscape approach will contribute both to the preservation of Mudurnu’s historic character and to the creation of a management model that is more aligned with UNESCO World Heritage criteria.

Mudurnu Kentsel Sit Alanı, Osmanlı dönemini yansıtan mimari dokusu, devam eden Ahilik geleneği, hem somut hem de soyut kültürel miras değerleri ile Türkiye’nin tarihi kentsel mirası açısından önemli bir örnektir. Bu çalışma, Mudurnu’da Tarihi Kentsel Peyzaj yaklaşımı kapsamında yerel halkın görüşlerini değerlendirmeyi amaçlamaktadır. Bu kapsamda koruma faaliyetleri ile kültürel miras arasındaki ilişkinin yerel düzeyde nasıl değerlendirildiği araştırılarak, Tarihi Kentsel Peyzaj yaklaşımı çerçevesinde öneriler geliştirilmiştir. Araştırmanın verileri; saha ziyaretlerinde elde edilen gözlem ve değerlendirmeler ile yerel halk ve muhtarlarla yapılan anket uygulaması ile toplanmıştır. Mudurnu’nun tarihi ve kültürel geçmişi, yalnızca fiziksel yapılar ile sınırlı olmayıp, sosyal hafıza ve geleneksel yaşam değerleriyle bir bütün oluşturmaktadır. Bulgular yerel halkın özellikle tarihi yapılar, kültürel unsurlar ve ekonomik sektörler açısından duyarlı olduğunu, bununla birlikte planlama ve uygulama süreçlerinde katılım, iletişim gibi konularda gelişmeye açık alanların bulunduğunu açıklamaktadır. Araştırmanın sonuçları Tarihi Kentsel Peyzaj yaklaşımı çerçevesinde, Mudurnu’nun tarihsel geçmişi, yerel yaşam ve kültürel gelenekleri, toplumsal hafızası, sürdürülebilir ve katılımcı koruma modelleri için önemli fırsatlar sunmaktadır. Mudurnu’da; katılım odaklı yönetim mekanizmalarının oluşturulması, doğal kaynakların ve değerlerin koruma faaliyetleri açısından güçlendirilmesi, kalkınmaya yönelik ekonomik sektörlerin geliştirilmesi tarihi kentte koruma anlayışının sürdürülebilirliği açısından önemlidir. Tarihi Kentsel Peyzaj yaklaşımı doğrultusunda geliştirilecek stratejiler, hem Mudurnu’nun tarihi dokusunun korunmasına hem de UNESCO Dünya Mirası kriterleriyle daha uyumlu bir yönetim modeli oluşturulmasına katkı sağlayacaktır.
