INTERNATIONAL RELATIONS AS AN ONTOLOGY PROBLEM

Abstract

In the literature of international relations, the “international” has long been comprehended as a given, representable political dimension. As a result, it has brought about the understanding of the international as a political dimension distinct from political theory and specific to itself. This is also a problem of ontology. Indeed, especially in the recent period, relational ontology discussions shaped by the problem of knowledge and representation reveal that the international cannot be represented with fixed categories and that knowledge itself may belong to a pluralistic context in this sense. However, these searches are often limited to considering ontology only as a problem of a regime of knowledge. However, Heideggerian understanding of ontology (primarily the early period centered on Dasein) enables the understanding of existence and the world not only on the ground of knowability but also in a more original context of experience, openness and incompleteness. This perspective helps to form an alternative political ontology ground in considering the international itself as an ontology problem. Thus, international relations can be discussed as a dimension of political experience that is bound to the ground of void and incompleteness, beyond representable orders. This study addresses a debate in this context by considering the international itself as an ontological problem rather than the ontological context of the international.

BİR ONTOLOJİ SORUNU OLARAK ULUSLARARASI İLİŞKİLER

Öz

Uluslararası ilişkiler literatüründe uzun süre boyunca “uluslararası olan”, kendiliğinden verili, temsil edilebilir bir siyasal alan olarak ele alınmıştır. Bunun sonucu olarak, uluslararası olanın, siyaset teorisinden farklı ve kendine özgü bir siyaset alanı olarak kavranmasını getirmiştir. Bu aynı zamanda bir ontoloji sorunudur. Nitekim özellikle son dönemde, bilgi ve temsil sorunu üzerinden şekillenen ilişkisel ontoloji tartışmaları, uluslararası olanın sabit kategorilerle temsil edilemeyeceğini ve bilginin kendisinin de bu anlamda çoğulcu bir bağlama ait olabileceğini ortaya koymaktadır. Fakat bu arayışlar çoğu zaman ontolojiyi yalnızca bir bilgi rejiminin problemi olarak ele almakla sınırlı kalmaktadır. Oysa Heideggerci ontoloji anlayışı (ağırlıklı olarak Dasein merkezli ilk dönem), varlığın ve dünyanın yalnızca bilinebilirlik zemininde değil, daha kökensel bir deneyim, açıklık ve eksiklik bağlamında kavranmasını mümkün kılar. Bu bakış açısı, uluslararası olanın kendisinin bir ontoloji problemi olarak ele alınması konusunda alternatif bir siyasal ontoloji zemini oluşmasına yardımcı olur. Böylece uluslararası ilişkiler, temsil edilebilir düzenlerin ötesinde, tamamlanmazlık ve eksiklik zeminine bağlı bir siyasal deneyim alanı olarak tartışılabilir. Bu doğrultuda, bu çalışma, uluslararası olana dair varoluş sorununu yalnızca bir ontoloji arayışı çerçevesinde sınırlandırmaksızın, doğrudan uluslararası olanın kendisini bir ontoloji problemi olarak tartışmaya açmaktadır.
