Göçmenlerin İşgücü Piyasasına Sosyoekonomik Uyumunda Mesleki Eğitim Merkezlerinin Rolü: OSTİM Örneği Üzerinden Nitel Bir Analiz

Öz

Son yıllarda Türkiye’de artan göç hareketleri, göçmenlerin işgücü piyasasına entegrasyonunu sosyal politika gündeminin merkezine yerleştirmiştir. Özellikle düşük ve orta eğitim düzeyine sahip göçmenlerin formel istihdama erişiminde mesleki eğitim mekanizmalarının rolü giderek daha fazla önem kazanmaktadır. Bununla birlikte, mesleki eğitim merkezlerinin göçmenlerin sosyoekonomik uyum süreçlerindeki işlevine ilişkin saha temelli çalışmalar sınırlıdır. Bu çalışma, Suriyeli ve Iraklı göçmenlerin işgücü piyasasına sosyoekonomik uyumunda Mesleki Eğitim Merkezlerinin rolünü incelemeyi amaçlamaktadır. Araştırma, Ankara OSTİM bölgesinde mesleki eğitim alan 19 göçmen katılımcı ile gerçekleştirilen yarı yapılandırılmış derinlemesine görüşmelere dayalı nitel bir tasarıma sahiptir. Veriler tematik analiz yöntemiyle çözümlenmiştir. Bulgular, mesleki eğitim merkezlerinin yalnızca teknik beceri kazandıran kurumlar olmadığını; aynı zamanda sosyal ağlara erişim, iş piyasası bilgisi edinme, kültürel uyum ve formel istihdama geçiş açısından kritik bir aracı mekanizma işlevi gördüğünü göstermektedir. Bununla birlikte, dil bariyeri, sertifikaların tanınırlığı ve kayıt dışı çalışma riskleri uyum sürecini sınırlayan temel faktörler olarak ortaya çıkmıştır. Çalışma, mesleki eğitim politikalarının göçmenlerin sürdürülebilir istihdam entegrasyonunda stratejik bir araç olduğunu ortaya koyarak sosyal politika literatürüne katkı sunmaktadır.

The Role of Vocational Training Centers in the Socioeconomic Integration of Migrants into the Labor Market: A Qualitative Analysis through the Case of OSTİM

Öz

In recent years, increasing migration flows to Turkey have positioned migrant labour market integration at the centre of the social policy agenda. In particular, vocational education mechanisms have gained growing importance in facilitating access to formal employment for migrants with low and medium levels of educational attainment. Despite this policy relevance, field-based empirical studies examining the role of Vocational Education Centres in migrants’ socioeconomic integration processes remain limited. This study aims to analyse the role of Vocational Education Centres in shaping the socioeconomic integration of Syrian and Iraqi migrants into the Turkish labour market. The research adopts a qualitative design based on semi-structured in-depth interviews conducted with 19 migrant participants receiving vocational training in the OSTİM industrial zone of Ankara. The data were analysed using thematic analysis. The findings indicate that Vocational Education Centres function not merely as institutions providing technical skills, but also as critical intermediary mechanisms facilitating access to social networks, labour market information, cultural adaptation, and transitions to formal employment. However, language barriers, limited recognition of certificates, and the risk of informal employment emerge as key structural constraints limiting the integration process. The study contributes to the social policy literature by demonstrating that vocational education policies constitute a strategic instrument for fostering migrants’ sustainable labour market integration.
