Temsili, Dengeli ve Güvenilir Bir Liste İçin: Türkiye’nin Dünya Mirası Adaylıklarının Gözden Geçirilmesi

Öz

Hızla değişen dünyamızda
doğal ve kültürel mirasın karşı karşıya kaldığı tehditler, evrensel değer
taşıyan ve bütün insanlığa ait olan bu mirasın korunması için uluslararası düzeyde
işbirliği yapılması gereğini doğurmuştur. Bu doğrultuda 16 Kasım 1972’de “Dünya
Kültürel ve Doğal Mirasının Korunmasına Dair Sözleşme” kabul edilmiştir.
Sözleşme’nin amacı; kültürel ve doğal mirası tanımlamak, korumak, tanıtmak, bu
mirasa sahip çıkacak toplumsal bilinci ve işbirliklerini geliştirmekteidr. Bu
amaçla, uluslararası önem taşıyan doğal oluşumlara, anıtlara ve sitlere “Dünya
Mirası” statüsü tanınmaktadır. Sözleşme uyarınca Taraf Ülkeler, öncelikle Dünya
Miras Listesi’ne (DML) sunmak istedikleri varlıkları içeren “Geçici Liste”yi
(GL) Dünya Miras Komitesi’ne iletmekte yükümlüdürler. Sürecin ilk aşaması
niteliğindeki bu liste, DML’nin gelecekteki görüntüsüne ilişkin ipuçları
sunmaktadır.

Ülkemiz Dünya Miras
Sözleşmesi’ne 1983 yılında taraf olmuştur. Mayıs 2016 itibarıyla 15 varlığımız
DML’ne kaydedilmiş olup 60 varlık ise GL’de yer almaktadır. Bu makalenin amacı,
Türkiye’nin GL’sinde yer alan varlıklarını Sözleşme’nin amacı ve Dünya Miras
Komitesi’nin “temsili, dengeli ve güvenilir bir DML oluşturulması” niyeti
doğrultusunda kabul ettiği Küresel Strateji ile ilişkili olarak değerlendirmek
ve bundan sonraki çalışmalar için öneriler sunmaktır. Ayrıca, GL oluşturma
süreci, Taraf Ülkelerin miras değerlerinin tanınması yolunda sağlıklı ‘aday
seçkisi’ oluşturma ve yönetme bağlamında değerlendirilmektedir. Türkiye, DML’ne
varlık kaydetmekte yeterli kapasiteye sahip ancak çalışmalarını önceki yıllarda
yeterince yoğun yürütememiş bir ülke olarak, Sözleşme’nin getirdiği
fırsatlardan yoğun bir şekilde faydalanmaya çalışmaktadır. DML’ne Türkiye’nin
konu ile ilgili yaklaşımı ve politikaları, GL odak alınarak Küresel Stratejisi
ile uyumlu olarak geliştirildiği halinde, Türkiye’nin kültürel ve doğal
zenginliği DML’ne daha fazla yansıtılmış, kurumsal ve teknik kapasitelerimiz
güçlendirilmiş olacaktır.

For a ‘Balanced, Representative and Credible List’: an Evaluatıon of Turkey’s World Herıtage Candidates

In
a rapidly changing world, the threats that the natural and cultural heritage
are facing have led to the necessity for international cooperation for the
protection of the heritage that possesses outstanding universal value and
belongs to all humankind. UNESCO’s “Convention concerning the Protection of the
World Cultural and Natural Heritage” was adopted in 1972. The aim of this
Convention is to identify, protect and promote these cultural and natural
sites; through creating needed social awareness and cooperation. Thus, the
heritage sites of international significance are bestowed the status of “World
Heritage”. As per the Convention, the States Parties are first responsible for
communicating the “Tentative Lists” (TL) of sites they intend to nominate for
the World Heritage List (WHL).

Turkey
became a State Party to the Convention in 1983, with 15 sites inscribed on the
WHL and 60 sites on the TL. This paper examines Turkey’s TL in the context of
the Convention’s aims and the “Global Strategy for a Representative, Balanced
and Credible World Heritage List”. The process of forming the TL is evaluated,
with a view to creating and managing a sound ‘candidate selection’ aligned with
the State Parties’ expectations. As a country with sufficient capacity to
inscribe properties on the WHL but which did not focus sufficiently on this
work in earlier years, Turkey is now endeavouring to make full use of the
possibilities provided by the Convention. Turkey’s WH policies can be developed
effectively in line with the Global Strategy, with a focus on the TL, to better
reflect its cultural and natural wealth in the WHL, and strengthen its
capacities through international collaborations.
