HEC-RAS Based Two-Dimensional Flood Hazard Study: Bahadınlı and Karadere (Burhaniye – Balıkesir)

Abstract

Flood hazard maps are an important part of flood prevention and damage mitigation strategies. Because these maps allow the identification of the most vulnerable areas based on the physical characteristics that determine flood susceptibility. The aim of this study is to reveal the flood hazard in the rural neighborhoods of Bahadınlı and Karadere (Balıkesir/Burhaniye) using two-dimensional (2D) modeling with HEC-RAS software. The base data used for this purpose include SYM5, maximum flow data from the Karadere Bahadınlı station (coded D04A016) of the General Directorate of State Hydraulic Works (DSİ), land use, building data, etc. The flow values Q5, Q10, Q50, Q100, Q500, and Q1000 were calculated using the Gumbel EV I (Extreme Value) distribution. As a result of the two-dimensional modeling performed with HEC-RAS software, water depth and flow velocity maps were produced. Then, flood hazard maps were created using ArcGIS/ArcMap 10.8 software. Two scenarios were evaluated for the rural neighborhood of Bahadınlı, one with and one without the regulator; for Karadere, a single scenario was evaluated. In Bahadınlı, floodwaters spread along the agricultural lands on the left side of the stream flow within the floodplain in both scenarios. When the regulator is not considered, there is a hazard both for people and buildings in agricultural lands (such as houses, animal shelters, warehouses, etc.); however, when the regulator is taken into account, there is largely only a low hazard for people. In the flood hazard maps of Karadere rural neighborhood, it was observed that the floodwater didn't overflow from the main channel. Although water overflowing from the tributaries spreads into the surrounding area, this spread generally falls within the low and moderate hazard classes for people. To prevent the recurrence of such disasters or to minimize the potential damages in case they occur, it is first necessary to determine the floodplain boundaries, and then consider the evacuation of human settlements within these limits according to a specific plan. It is essential to consider natural environmental conditions in the site selection of settlements. In addition, artificial channels should be designed to be compatible with basin characteristics and flow dynamics. As a last, it is recommended to widen the riverbeds in existing settlements through demonstration projects and to implement basin reforestation in order to increase friction, slow down the flow, and enhance infiltration.
