Yerel Yönetimler ve Etik Konusundaki Akademik Çalışmalara Yönelik Bibliyometrik Analiz

Öz

Halka en yakın kuruluşlar (subsidiarite/yerellik ilkesi gereği) olarak yerel yönetimler tarafından sunulan kamusal hizmetlerde etkinlik, verimlilik, etkililik ile birlikte etik ilkesine de uygun hareket edilmesi beklenmektedir. Yerel hizmet sunumunda şeffaflık, hesap verebilirlik, eşitlik, adalet, hakkaniyet, dürüstlük ve güven gibi etik ilke ve değerlere önem verilmesi önem arz etmektedir. Bu durum, yerel yönetimlerde etik konusuna olan ilgiyi artırmıştır. Nitekim alan yazında yerel yönetim ve etik temalı birçok bilimsel araştırma yapıldığı görülmektedir. Bu nedenle bu araştırmada; yerel yönetimler ve etik temalı akademik çalışmaların bibliyometrik analizi yapılarak yerel yönetimler, siyaset bilimi ve kamu yönetimi disiplinlerine katkı sunmak, ilgili alanda çalışan ve çalışmayı planlayan akademisyenlere, araştırmacılara ve akademik çalışma yapacaklara yönelik geleceğe dair bilimsel ipuçları sunmak amaçlanmaktadır. Bu araştırmada kullanılan veri seti, Web of Science’ın veri koleksiyonundan derlenmiş ve uygun formatta indirilmiştir. Anahtar kelimeler olarak ‘‘local government and ethics’’ ve ‘‘municipality and ethics’’ ikili terimleri, çalışmaların tüm alanları içerisinde taranmıştır. Daha sonra konuyla ilgili alan dışı sonuçların dışarıda bırakılması için WoS kategorileri içerisinde yer alan “public administration” ve “political science” kısıtlaması uygulanmıştır. Verilerin içe aktarılması, işlenmesi ve bilimsel görselleştirmesi aşamasında Biblioshiny uygulamasından faydalanılmıştır. Sonuç olarak, araştırmada konu ile ilgili alan yazındaki yerel yönetimler ve etik temalı yayınların konuyu çoğunlukla etik davranış, etik değerler, yönetişim, yozlaşma, hesap verebilirlik, nesnellik, kamu yararı gibi kavramlarla birlikte ele aldığı bulgusu ortaya konulmuştur. Araştırmalarda; etik, yönetim, yerel yönetim, eğitim, devlet, hükümet, değerler gibi anahtar sözcüklerin sıkça kullanıldığı belirlenirken, konuyla ilgili alanda Amerika Birleşik Devletleri, İngiltere’nin ve bu ülkelerdeki bazı üniversitelerin öncü rol oynadığı ve çalışmaların çoğunun yayın dilinin İngilizce olduğu dikkati çekmektedir. Bununla birlikte, bu alanda gerçekleştirilen yayınların 2000 sonrası dönemde artmaya başladığı, 2010 sonrası dönemde ise hız kazandığı, çalışmanın bir diğer önemli bulgusudur. Sonuç olarak, yerel yönetimler ve etik eksenli çalışmalarda; yapay zekâ, dijitalleşme, veri gizliliği ve güvenliği, bilgi güvenliği, çevre bilinci ve iklim değişikliği gibi konularla ilişkili çalışmaların çok sınırlı olduğu ve konuyla ilgili bu noktada alan yazında önemli bir boşluğun bulunduğu görülmektedir.

Bibliometric Analysis of Academic Studies on Local Governments and Ethics

Öz

As the closest institutions to the public (due to the principle of subsidiarity/locality), local governments are expected to act in accordance with the principles of efficiency, effectiveness, and ethics in terms of public service delivery. It is important to give importance to ethical principles and values such as transparency, accountability, equality, justice, fairness, honesty, and trust in local service delivery. This situation increases the interest in ethics in local governments. Indeed, it is seen that many scientific studies have been conducted on the theme of local government and ethics in the literature. Therefore, the aim of the research is to contribute to the disciplines of local government, political science, and public administration by conducting a bibliometric analysis of academic studies on local government and ethics, and to provide scientific clues about the future for academics, researchers, and those who work or plan to work in the relevant field. The dataset used in this study was compiled from the data collection of Web of Science and downloaded in a suitable format. The keywords ‘‘local government and ethics’’ and ‘‘municipality and ethics’’ were scanned within all fields of the studies. In the second stage, the restriction of “public administration” and “political science” within the WoS categories was applied to exclude out-of-field results. The Biblioshiny application was used during the import, processing and scientific visualization of the data. As a result of the study, it was found that the local governments and ethics themed publications in the literature on the subject mostly addressed the subject with concepts such as ethical behaviour, ethical values, governance, corruption, accountability, objectivity, and public interest. While it was determined that keywords such as ethics, management, local government, education, state, government, and values were frequently used in the studies, it was noted that the United States and England and some universities in these countries played a leading role in the field and that the publication language of most of the studies was English. However, another important finding of the study is that the publications in this field started to increase in the period after 2000 and gained momentum in the period after 2010. As a result, it is seen that in local governments and ethics-oriented studies; studies related to issues such as artificial intelligence, digitalization, data privacy and security, information security, environmental awareness, and climate change are very limited and that there is a significant gap in the literature on this subject.
