Türkiye’de Sürdürülebilir Kalkınma: Politika Belgeleri Üzerinden İncelenmesi

Öz

Kalkınma konusu, sadece ekonomik alanda yaşanan gelişmeleri kapsamamaktadır. Ekonomik, kültürel, sosyal ve siyasal alanlarda yaşanan gelişmeler de kalkınmanın konusunu oluşturmaktadır. Günümüzde kalkınma kavramı artık tek başına kullanılmamaktadır. Sürdürülebilir kalkınma kavramı günümüzde öne çıkmaktadır. Sürdürülebilir kalkınmada, ekonomik, sosyal, siyasal alan ve bu alanlara ek olarak çevre faktörü de önemli bir yer tutmaktadır. Sürdürülebilir kalkınma, bugünün ihtiyaçlarını karşılarken, gelecek kuşakların da ihtiyaçlarını göz önünde tutarak kaynakların planlı, verimli kullanımını içermektedir. Sürdürülebilir kalkınma sadece ülkelerin tek başlarında uyguladıkları, önlem aldıkları bir model değildir. Özellikle 1970’lerden itibaren küresel ölçekte önem kazanan bir kavram olarak karşımıza çıkmaktadır. Sürdürülebilir kalkınma uluslararası alanda olduğu gibi Türkiye açısından da önemli bir kavramdır. Bu çalışmanın temel amacı, sürdürülebilirlik kavramının, politika belgeleri üzerinden incelemesidir. Bu kapsamda, On İkinci Kalkınma Planı ve 2025 Cumhurbaşkanlığı Yıllık Programı, sürdürülebilir kalkınma özelinde analiz edilmektedir. Uzun dönemli bir planda (On İkinci Kalkınma Planı ) ve kısa süreli bir planda (2025 Cumhurbaşkanlığı Yıllık Programı), sürdürülebilir kalkınma konusu irdelenmektedir. İncelenen politika belgelerinde, kent, üretim, ekonomi, istihdam, enerji, çevre, iklim gibi farklı alanlarda belirlenen politikaların, sürdürülebilir kalkınma amaçlarıyla uyumlu olmasına önem verildiği görülmektedir.

Sustainable Development in Türkiye: An Examination Through Policy Documents

Öz

Development does not only cover developments in the economic field. Developments in economic, cultural, social and political fields also constitute the subject of development. Today, the concept of development is no longer used alone. The concept of sustainable development stands out today. In addition to the economic, social and political spheres, the environmental factor also plays an important role in sustainable development. Sustainable development involves the planned and efficient use of resources while meeting the needs of today, taking into account the needs of future generations. Sustainable development is not just a model that countries implement and take measures on their own. It is a concept that has gained importance on a global scale especially since the 1970s. Sustainable development is an important concept for Turkey as well as in the international arena. In this study, the concept of sustainability is analyzed through policy documents. In a long-term plan and a short-term plan, the issue of sustainable development is addressed. In this context, the Twelfth Development Plan and the Presidential Annual Program for 2025 are analyzed in terms of sustainable development. In the analyzed documents, it is seen that the policies determined in different fields such as production, economy, employment, energy, environment and climate are in line with sustainable development aims.
