A Hybrid Framework for Strategic Management of National Export Products: The Product Classification Matrix (PCM)

Öz

The subject of this article is the development of the Product Classification Matrix (PCM) as a hybrid framework for the strategic management of national export portfolios. The aim of the study is to present an integrated analytical structure that evaluates a country's export products by jointly using Revealed Comparative Advantage values and the relative growth or decline tendencies of world markets. The significance of the study lies in its ability to classify export products not only according to their current competitive strength but also in relation to changes in global market conditions. Within this scope, the product classification approach derived from a doctoral dissertation is reconsidered in light of the literature on export competitiveness, economic transformation, export potential, and strategic management. The study develops PCM as a conceptual-methodological framework and demonstrates its practical use through an illustrative application to Türkiye's export portfolio. Methodologically, the study examines the competitiveness levels of products alongside the development direction of world markets, transforming this information into an integrated decision-support structure consisting of measurement, classification, interpretation, and policy prioritization stages. The main finding and proposal of the study is that the Product Classification Matrix is not a single calculation tool but rather a complementary hybrid framework applicable to export promotion, industrial policy, market diversification, product strategy, inter-institutional communication, and resource allocation decisions.
