Batı Akdeniz’in Doğalgaz Siyasetini Anlamak: Cezayir’in İspanya ve İtalya ile İlişkilerinin Karşılaştırmalı Analizi

Öz

Avrupa Birliği’nin (AB) enerji güvenliğinin önemli bir parçası olan Cezayir’in İtalya ve İspanya ile ilişkilerini analiz etmeyi hedefleyen bu makale, Cezayir’in iki AB üyesi, İtalya ve İspanya ile doğalgaz ticaretindeki artışları ve azalışları etkileyen dinamikleri ele almaktadır. İtalya ve İspanya gibi ülkelerin seçilmesinin temel sebebi ise Cezayir’den AB’ye doğalgaz akışını sağlayan boru hatlarının söz konusu ülkeler üzerinden geçiyor olması ve bu yolla Rus gazına bağımlı olan AB’nin kaynak çeşitlendirilmesine katkı sağlamalarıdır. Bu ise Cezayir’in bu iki AB ülkesi ile ilişkisini, son zamanlarda AB dış politikasının önemli bir parçası haline gelen enerji güvenliğinde son derece önemli hale getirmektedir. Süreç analizi yöntemini kullanacak olan makale Cezayir’in İtalya ve İspanya ilişkilerinin nasıl ve ne ölçüde farklılaştığını açıklayacaktır. Bu bağlamda çalışma bölgesel ve küresel krizlerin varlığına rağmen Akdeniz’in iki tarafındaki ülkeler arasında enerji ticaretinin sürekliliğini sağlayan temel nedenin AB ile Cezayir arasındaki karşılıklı bağımlılık ilişkisi olduğunu iddia etmektedir.
