Determining Turkey's Sustainable Development and Sub-Dimensional Performances by LOPCOW-CRADIS Method

The concept of sustainable development, which is a phenomenon that deals with economic, social, and environmental concepts and aims to provide a balance between these three dimensions in the long term, has turned into a structure consisting of five sub-dimensions by adding the concepts of financial and governance in the following years. This study aims to measure sustainability development performance and economic, social, financial, and governance concepts separately, whose data can be accessed from among the five sub-dimensions in the literature, by considering 21 criteria for Turkey's 2002-2020 years. The LOPCOW-CRADIS integrated model was applied in the application part of the study. While the weights of the criteria are calculated using the LOPCOW method, the alternatives are ranked using the CRADIS method. Measuring both the sustainable development performance and the performances of the sub-dimensions separately in the study will show Turkey's sustainable development performance and which sub-dimension has come to the fore over the years. In this way, we will present in more detail why this has occurred over the years when sustainable development performance has changed. According to the results of the study, it is obvious the concept of sustainability has a similar structure to economic performance. Sustainability and financial performance were determined to be the best year in 2011. It is observed that the governance performance was the best in 2005, deteriorated since 2012, and the financial and social performance has generally increased since 2002.

Türkiye’nin Sürdürülebilir Kalkınma ve Alt Boyut Performanslarının LOPCOW-CRADIS Yöntemi ile Belirlenmesi

Öz

Ekonomik, sosyal ve çevresel kavramları ele alan ve bu üç boyut arasında uzun dönemde denge sağlamayı hedefleyen bir olgu olan sürdürülebilir kalkınma olgusuna daha sonraki yıllarda finansal ve yönetişim kavramları da eklenerek beş alt boyuttan oluşan bir yapıya dönüşmüştür. Bu çalışmada Türkiye’nin 2002-2020 yılları için toplam 21 kriter ele alınarak sürdürülebilirlik kalkınma performansı ve literatürde yer alan beş alt boyut içerisinden verilerine ulaşılabilen ekonomik, sosyal, finansal ve yönetişim kavramlarının ayrı ayrı performanslarının ölçülmesi amaçlanmıştır. Çalışmanın uygulama kısmında LOPCOW-CRADIS bütünleşik modeli uygulanmıştır. LOPCOW yöntemi ile ele alınan kriterlerin ağırlıkları hesaplanırken, CRADIS yöntemi ile alternatifler sıralanmıştır. Çalışmada hem sürdürülebilir kalkınma performansı hem de alt boyutların ayrı ayrı performanslarının ölçülmesi, Türkiye’nin sürdürülebilir kalkınma performansını gösterirken aynı zamanda hangi alt boyutun yıllar içerisinde öne çıktığını gösterecektir. Bu sayede sürdürülebilir kalkınma performansının değişiklik gösterdiği yıllar içerisinde bunun hangi sebeple meydana geldiği daha detaylı şekilde sunulmuş olunacaktır. Çalışmanın sonucuna göre sürdürülebilir kavramının ekonomik performansla benzer bir yapı içerisinde olduğu görülmektedir. Sürdürülebilir kalınma ve ekonomik performansın 2011 yılının en iyi yıl olduğu tespit edilmiştir. Yönetişim performansının 2005 yılının en iyi olduğu, 2012 yılından itibaren bozulduğu, finansal ve sosyal performansın ise 2002’den beri genel olarak arttığı görülmektedir.
