Policy analysis in education: Conceptual foundations and implementation approaches

Abstract

Education policy is the formal and informal guidelines, laws, and strategies established to regulate and improve the functioning of the education system. Policy analysis in education is a systematic process involving the formulation, implementation, and evaluation of the results of these policies. This study was carried out with a review design from qualitative research methods and aims to provide a comprehensive framework on models, methods, and stages by addressing the conceptual foundations of policy analysis in education. In the study, the rational model, progressive model, complex systems model, group model, socio-historical model, institutional model, and elite model, which are among the main models used in policy analysis in education, are analyzed. In addition, the methods used in policy analysis processes are explained through discourse analysis, critical realism, policy document analysis, and mixed methods. Based on the results of the research, it can be said that policy analysis in education is not only a technical process, but also a dynamic structure intertwined with social, economic, and political contexts. Therefore, policy analysis needs to be based on social justice, equity and ethical principles, from the perspective of critical pedagogy and independent of the influence of existing political ideologies, with the participation of stakeholders.

Eğitimde politika analizi: Kavramsal temeller ve uygulama yaklaşımları

Öz

Eğitim politikası, eğitim sisteminin işleyişini düzenlemek ve geliştirmek amacıyla oluşturulan resmi ve gayri resmi yönergeler, yasalar ve stratejilerdir. Eğitimde politika analizi ise bu politikaların oluşturulması, uygulanması ve sonuçlarının değerlendirilmesini içeren sistemli bir süreçtir. Bu çalışma, nitel araştırma yöntemlerinden derleme deseniyle gerçekleştirilmiş olup, eğitimde politika analizinin kavramsal temellerini ele alarak modeller, yöntemler ve aşamalar hakkında kapsamlı bir çerçeve sunmayı amaçlamaktadır. Çalışmada eğitimde politika analizinde kullanılan başlıca modellerden rasyonel model, aşamalı model, karmaşık sistemler modeli, grup modeli, sosyo-tarihsel model, kurumsal model ve elit modeli incelenmiştir. Ayrıca, politika analizi süreçlerinde kullanılan yöntemler, söylem analizi, eleştirel gerçekçilik, politika belgesi analizi ve karma yöntemler gibi yaklaşımlar üzerinden açıklanmıştır. Araştırma sonuçlarından hareketle, eğitimde politika analizinin yalnızca teknik bir süreç değil, aynı zamanda toplumsal, ekonomik ve politik bağlamlarla iç içe geçmiş dinamik bir yapı olduğu söylenebilir. Bu nedenle, politika analizinin sosyal adalet, eşitlik ve etik ilkelere dayalı olarak, eleştirel pedagoji perspektifinden ve mevcut siyasi ideolojilerin etkilerinden bağımsız bir biçimde, paydaşların katılımıyla yürütülmesi gerekmektedir.
