Kamusal Hizmet Sunumunda Gönüllülerin Yönetimi

Öz

Amaç - Bu çalışmanın temel amacı öncelikle kamu yönetiminde gönüllü yönetimine ve gönüllü yönetimi modellerine ilişkin kavramsal çerçeveyi sunmak daha sonra kamu sektöründe gönüllü yönetimi alanında yapılmış araştırmalardan yola çıkarak etkili bir gönüllü yönetimi için evrensel bir gönüllü yönetimi modelinin mümkün olup olmadığını değerlendirmektir.
Yöntem - Bu makalede literatür taraması yöntemi kullanılmıştır. Google akademik, Ebsco, Scopus, Web of Science gibi veri tabanlarında ‘kamu sektöründe gönüllülerin yönetimi’, 'kamu yönetiminde gönüllülerin yönetimi', ‘kamu hizmetlerine gönüllü katılım’ başlıkları çerçevesinde hem Türkçe hem İngilizce olarak tarama yapılmıştır.
Bulgular –Kamu sektöründe gönüllü yönetime ilişkin yapılan çalışmalar incelendiğinde özellikle etkili bir gönüllü yönetimi üzerinde kurum büyüklüğünün, gönüllülerin hâkim yaşının, gönüllülerin kuruluşta oynadığı hâkim rolün, çevresel faktörlerin, toplum özelliklerinin, yasal çerçevenin, gönüllü yönetimi altyapısının, siyasetin, kurum bütçesinin, vatandaş katılım düzeyinin, bürokratik prosedürlerin etkili olduğu gözlemlenmektedir.
Sonuç – Kamu sektöründe gönüllü yönetiminin başarısı üzerinde kurum büyüklüğü gibi çeşitli faktörler etkilidir. Bu kapsamda etkili bir gönüllü yönetimi için yöneticilerin, kurumlarını iyi analiz ederek, tanıyarak ve bu çerçevede evrensel modeli kurumlarına uygun şekilde dönüştürerek uygulamaları gerekmektedir.

Volunteers Management in Public Service Delivery

Öz

Purpose – The main purpose of this study is to first present the conceptual framework of volunteer management and volunteer management models in public administration and then to evaluate whether a universal volunteer management model is possible for effective volunteer management, based on research conducted in the field of volunteer management in the public sector.
Methodology – The literature review method was used in this article. Databases such as Google Scholar, Ebsco, Scopus, Web of Science were searched in both Turkish and English within the framework of the headings 'volunteers management in public sector', 'volunteers management in public administration', 'voluntary participation in public services'.
Findings – When studies on volunteer management in the public sector are examined, it is observed that the size of the institution, the dominant age of the volunteers, the dominant role played by volunteers in the organization, environmental factors, society characteristics, legal framework, volunteer management infrastructure, politics, institutional budget, level of citizen participation, and bureaucratic procedures are effective on effective volunteer management.
Conclusions – Various factors, such as institution size, are effective on the success of volunteer management in the public sector. In this context, for effective volunteer management, managers need to analyze and know their institutions well and, within this framework, transform and apply the universal model in accordance with their institutions.
