Total Quality Management (TQM), which was become very popular in the business world in the past, has also been used for educational institutions in today's world. This situation led the authors of this article to evaluate the veterinary faculties in Turkey by taking the PDCA (Plan, Do, Check, Adjust) Cycle of Deming, as a reference. However, significant incompatibilities were detected in the matching. Assuming that this is also valid for other areas of higher education, a model was researched and Village Institutes were noticed as an ideal practice. This study was carried out to prove that the Village Institutes established as a result of a planned education movement is a remarkable project in which the first three processes of the PDCA Cycle are experienced and to help form general philosophy on how veterinary education should be within the scope of PDCA Cycle. The main material of the research were publications and archive documents related to the subject and retrospective approach was used as the method. Based on the findings; it was concluded that the experience of the Village Institutes, which had been operated in accordance with the PDCA Cycle but closed down instead of being transformed into a permanent system, could be taken as an example in order to establish the TQM concept in veterinary faculties.
