Bölgesel Güvenlik Kompleksi Çerçevesinde Ulusların Yükseliş ve Çöküşlerinin Etkileri: Somali İncelemesi

Öz

Uluslar ve devletleri, insan hayatının evreleri gibi doğan, büyüyen, durağanlaşan ve çöken organizmalara benzemektedir. Bu evrelerden büyüme ve çöküş evreleri ülke sınırlarını aşan sonuçlar doğurmaktadır. Bu sonuçlar ise ilgili coğrafi bölgede güvenlik kompleksleri ortaya çıkarmaktadır. Bu hipotez çerçevesinde yapılan çalışmada, devletlerin yükselme ve çöküş dönemlerinde oluşabilecek tehditler ve bu tehditlerin ortaya çıkartabileceği Bölgesel Güvenlik Kompleksi, Somali örneği üzerinden ele alınmıştır. Çalışmanın amacı, coğrafi olarak yakın devletlerden birinin güçlenme veya çöküş sürecine girmesinin ortaya çıkartabileceği tehditler ve bu tehditler karşısında olası tedbirler çerçevesinde dış politika stratejilerine ve literatüre katkı sağlamaktır.
Çalışmanın ilk bölümde kavramsal ve kuramsal çerçevede Bölgesel Güvenlik Kompleksi incelenmiştir. İkinci bölümde Somali’nin siyasal ve sosyoekonomik zemini ve bu zeminde gerçekleşen güç kazanma ve çöküş süreçlerine değinilmiştir. Üçüncü bölümde ise bu süreçlerin ortaya çıkardığı tehditler ve bu tehditlerin bölge ülkelerine yansımasıyla oluşan Bölgesel Güvenlik Kompleksi değerlendirilmiştir.

The Effects of the Rise and Fall of Nations in the Framework of the Regional Security Complex: A Somalia Review

Öz

Nations and their states resemble organisms born, growing, stagnating and collapsing like stages of human life. Of these phases, growth and collapse have consequences that go beyond the borders of the country. These results reveal to the security complex in the relevant geographic area. In the study carried out within the framework of this hypothesis, the threats that may occur during the rise and collapse periods of the states and the Regional Security Complex that these threats may reveal are discussed through the example of Somalia. The aim of the study is to contribute to foreign policy strategies and literature within the framework of the threats that may arise from the strengthening or collapse of one of the geographically close states and the possible measures against these threats.
In the first part of the study, the Regional Security complex is examined in a conceptual and theoretical framework. In the second part, Somalia's political and socioeconomic ground and the processes of gaining power and collapse on this ground are mentioned. In the third part, the threats posed by these processes and the regional security complex formed by the reflection of these threats on the countries of the region are evaluated.
