Article Evaluation Process
(Double-Sided Blind Referee Model)
Peer review, which refers to the examination of scientific articles by field experts before publication, became widespread in the 20th century. This practice is important and necessary to evaluate the quality of articles. Journal of Bartın University Faculty of Islamic Sciences which is based in Turkey, carries out a double-blind peer review process. Beyond this, it attaches importance to greater accountability in all arbitration processes. Our journal has adopted the principle of demonstrating a principled management approach in carrying out a transparent, auditable and internationally prescribed article evaluation process, and not allowing any manipulation, prejudice or any accusation in the referee processes. Journal of Bartın University Faculty of Islamic Sciences operates a two-stage process in the evaluation of submitted articles: internal editorial review and external referee evaluation. Immediately after submission, the Editor checks the article for compliance with the purpose and scope of the journal and for adherence to ethical standards in research and writing. Afterwards, the articles that comply with the journal's publication policy are scanned by Turnitin or Ithenticate to detect plagiarism, and then forwarded to the Assistant Editor for editorial review. The first internal referee is the Language Editor appointed by the Assistant Editor. The relevant Language Editor examines the article for compliance with the language and journal writing rules. Afterwards, the Field Editor appointed by the Assistant Editor evaluates the article in terms of its subject, method and results as an internal referee and decides whether or not it will be included in the detailed evaluation process. Afterwards, the external evaluation phase is started by the Field Editor. During the external evaluation phase, two external referees are selected by the Field Editor from among experts who have researched the subject of the article. If an expert who has worked on the article cannot be found, the referees are determined among researchers with a doctoral degree in that field of science. Referees evaluate the article in detail in terms of its subject, method and results and express their opinion on whether it should be published or not. If both referee reports are positive, the study is accepted for publication by the decision of the Editor or the Assistant Editor in line with the Editor's opinion. If one of the two referees has a negative opinion, the study is sent to a third referee. Studies are accepted for publication with the positive decision of at least two referees. The work accepted for publication is sent to the Redaction and Proofreader. If the Proofreader makes any corrections in the article that he deems necessary, these corrections are requested from the Author. Subsequently, after all checks are made by the Editor and Assistant Editor, the article is taken into the layout and typesetting process so that it is ready for publication. Afterwards, the publication phase begins.
Internal Reviewer (Editorial Review) - Two External Reviewers (Double Blind Review)
Author-Referee Interaction: Editors mediate all interactions between referees and authors.
Reviewer Interaction: Reviewers may only interact or communicate with editors.
Time in Review (Approximately): Average 70 Days / 10 Weeks
Similarity Scanning to Prevent Plagiarism: Performed by Ithenticate or Turnitin.
Article Review Processes:
1. Editorial Review: Immediately after submission, the Editor pre-screens the article for compliance with the purpose and scope of the journal and adherence to ethical standards in research and writing. Afterwards, the Editor subjects the articles that comply with the journal publication policy to Ithenticate or Turnitin scanning to detect plagiarism. After the similarity report is uploaded to the system, the article is forwarded to the Deputy Editor for Editorial (Internal) Review.
2. Editorial (Internal) Review: At this stage, internal referee processes are carried out. Language and Field Editors take part in this process.
2.1. Stage: The first internal referee appointed by the Assistant Editor is the Language Editor. The Language Editor examines the article for compliance with the language and journal writing rules. After the necessary edits by the Language Editor are made by the author, the article is uploaded to the system in its final revised form.
2.2. Stage: The second Internal Reviewer appointed by the Assistant Editor is the Field Editor. The Field Editor evaluates the article in terms of its subject, method and results and decides whether the article will be included in the referee process for detailed evaluation.
3. External Referee Review Process: At this stage, two external referees take part.
External Referee 1 and 2 (Referee Type: Double Blind Referee)
Two external referees are selected by the Field Editor from among researchers who have done research on the subject of the article. If a referee who does research on the subject of the article cannot be found, the referees are determined among researchers with a doctoral degree in that field of science. Referees evaluate the article in detail in terms of its subject, method and results and express their opinions on whether the article should be published or not. If both referee reports are positive, the study is accepted for publication by the Editor's decision. If one of the two referees has a negative opinion, the study is sent to a third referee. Studies can be published with the positive decision of at least two referees. During the process, external referees cannot see or learn the identity of the author and the author cannot see or learn the identity of the referees.
During the arbitration process, referees are expected to make their evaluations by taking the following points into consideration.
1) Does the article contain new and important information?
2) Does the abstract clearly and neatly describe the content of the article?
3) Is the method described in a complete and understandable manner?
4) Are the comments and conclusions proven by the findings?
5) Are sufficient references given to other studies in the field?
6) Does it contribute to the literature in the field?
7) Is the academic and scientific language quality sufficient?

4. Article Publishing Process:
Preparing the Article for Publication: The work accepted for publication is read for the last time by the Proofreader and Proofreader. If the Proof Reader deems necessary corrections in the article, these corrections are requested from the author. The revised text is taken into the layout and typesetting process after all checks are made by the Editor or Assistant Editor. The issue in which the layout and typesetting article will be published is planned by the editor. Afterwards, the article is taken to the publication stage.
Ethical Violation Notifications: Error and ethical violation notifications regarding published articles are followed through the islamiilimlerdergi@bartin.edu.tr e-mail account and are reviewed by the Editorial Board.
Data Submission to National and International Indexes: The published issue will be sent to reference libraries at home and abroad within 60 days at the latest; The article metadata is transmitted to the relevant indexes within 15 days.
Editor's Responsibilities:
1) The editor evaluates the articles in terms of scientific content, regardless of the authors' ethnicity, gender, sexual orientation, citizenship, religious belief or political philosophy.
2) The editor conducts a fair double-blind peer review of articles submitted for publication and ensures that all information regarding the submitted articles is kept confidential before publication.
3) The editor informs the referees that the manuscripts are confidential information and this is a privileged interaction. Referees and the editorial board cannot discuss the articles with other people. The anonymity of referees must be ensured. In certain cases, the editor may share a reviewer's review with other reviewers to clarify a particular point.
4) The Editor is responsible for the content and general quality of the publication. It is also his responsibility to issue a correction note or retract when necessary.
5) Editor does not allow any conflict of interest between authors, editors and referees. It has full authority to appoint only referees and is responsible for the final decision regarding the publication of articles in the journal.
Responsibilities of Referees:
1) Reviewers should not have any conflict of interest regarding the research, authors and/or research funders. Their judgments must be objective.
2) Referees must ensure that all information regarding the submitted manuscripts is kept confidential and must notify the editor if they become aware of plagiarism or copyright infringement on the part of the author.
3) A reviewer who feels unable to review the subject matter of a manuscript or who knows that immediate review will be impossible should notify the editor and be exempt from the review process.
Referee Guide:
To evaluate an article sent from the system, follow the steps below:
1. Log in with your username and password.
2. Log in by selecting Journal of Bartın University Faculty of Islamic Sciences from the top menu.
3. Click the “Articles in Process” button on the left.
4. On the page that opens, you will see the name and status of the article you are asked to evaluate. Click on the article name.
5. On the newly opened page, you are asked whether you agree to evaluate the article. To accept, you must click on the "I Want to Evaluate" button in the green section.
6. After accepting the evaluation, you can download the article file by clicking on the "Evaluation Version" heading in the dialogue section. You can evaluate the article by clicking the "Fill out the Form and Send" link on the same page (Note: The online referee form opens without any problems in the CHROME browser; errors may occur in EXPLORER due to security settings).
7. After filling out the entire form, you need to click the “Save and Finish” button.
8. If there is an additional file that you have corrected, you can upload it to the system from the ADD FILE-SEND section.
