Ethical Principles
The publication process in Kastamonu University Journal of Economics and Administrative Sciences helps to develop and distribute qualified information to its readers in an impartial, effective and reputable manner. The processes carried out for this purpose directly affect the work done by the authors and the institutions that support the authors. Peer-reviewed studies are studies that embody and support the scientific method. Therefore, it is very important that every element involved in the process (author, reader, researcher, publisher, referee and editor) comply with ethical principles and carry ethical responsibility properly. Within the scope of Kastamonu University Faculty of Economics and Administrative Sciences Journal publication ethics, the above-mentioned elements should pay utmost attention to the following ethical responsibilities.

In addition, Kastamonu University Journal of Economics and Administrative Sciences adopts the ethical standards set by the Committee on Publication Ethics (Committee on Publication Ethics -COPE, (https://publicationethics.org/)). The following ethical duties and responsibilities have been prepared within the framework of these guidelines and policies.

Ethical Responsibilities of Authors

The author(s) submitting a study to Kastamonu University Journal of Faculty of Economics and Administrative Sciences are expected to comply with the following ethical requirements:

-The studies submitted to the journal must be original.

-In case the author(s) benefit from other studies or use other studies, they must cite and/or quote them completely and accurately

-People who do not contribute intellectually to the content of the study should not be listed as authors.

-The author(s) must have a document showing that they have the rights to use the data used, the necessary permissions for the research/analyses, or that the consent of the experimental subjects has been obtained.

-All manuscripts submitted for publication must disclose any conflicts of interest and relationships.

-In the event that the author(s) notices an error or mistake regarding the published or under review work, they have the obligation to inform the journal editor or publisher and to cooperate with the editor in the correction or withdrawal process.

-A study published in another journal cannot be submitted to Kastamonu University Journal of Economics and Administrative Sciences.

-Author(s) cannot submit their work to more than one journal at the same time. A new application cannot be made before the previous application ends.

-It cannot be proposed to change author responsibilities such as adding an author, changing the author order, or removing an author for a study whose evaluation process has started.

Within the framework of ethical rules, the studies that require Ethics Committee Permission to be evaluated in our journal are as follows:

-All kinds of research conducted with qualitative or quantitative approaches that require data collection from participants using survey, interview, focus group, observation, experiment, interview techniques,
-Use of humans and animals (including materials/data) for experimental or other scientific purposes,
-Clinical trials in humans,
-Research on animals,
-Retrospective studies in accordance with the law on the protection of personal data,

In the studies to be evaluated in our journal within this framework:

-Stating that the “Informed Consent Form” has been obtained in case presentations,
-Obtaining and indicating permission from the owners for the use of scales, questionnaires and photographs belonging to others,
-For the intellectual and artistic works used in the study, it should be stated that the copyright is complied with.

Ethical Duties and Responsibilities of Editors

The editors of Kastamonu University Journal of Faculty of Economics and Administrative Sciences should comply with the following ethical duties and responsibilities based on the “COPE Code of Conduct and Best Practice Guidelines for Journal Editors” and “COPE Best Practice Guidelines for Journal Editors” published by the Committee on Publication Ethics (COPE) as open access:

General Responsibilities

The editors are responsible for every study published in Kastamonu University Journal of Faculty of Economics and Administrative Sciences. Within the scope of this responsibility, editors are aware of the following duties and responsibilities.

-Strive to meet the information needs of readers and authors,
-Ensure the continuous development of the magazine,
-Carry out processes to improve the quality of the studies published and in the process of publication in the journal,
-It must support freedom of expression and freedom of thought,
-It should ensure academic integrity,
-It should carry out its work without compromising the standards required by intellectual -property rights and ethical principles,
-It should fulfill the requirement of openness and transparency in case it is faced with situations that require correction or explanation during the process.

Relations with the Reader

The editor should decide on publications by taking into account the expectations and demands of the knowledge, skills and experience needed by all readers, researchers and practitioners. They should take care that the studies published in the journal are original studies that will contribute to readers, researchers, practitioners and scientific literature. In addition, editors are obliged to take into account the feedback from the scientific world, players, practitioners and researchers, and to provide explanatory and informative feedback. In this context, the pre-publication and post-publication process should be designed and carried out by prioritizing scientific concerns.



Relationship with Author(s)

The duties and responsibilities of the editors towards the authors are as follows.

-Editors should make a positive or negative decision about the manuscripts submitted to the journal in terms of the purpose, scope, importance, validity, simplicity of expression and suitability for the journal's purpose/coverage.
-As long as there are no serious problems in the manuscripts submitted to the journal, the editors should take the manuscripts that are suitable for the scope of publication to the preliminary evaluation stage.
-Unless there are serious problems in the manuscripts, editors should respect the referees' recommendations.
-If there is a change in the editor of the study; unless there is a serious problem with the previous editor's decision, the decision should not be changed.
-The “Blind Review and Evaluation Process” of the studies must be stated and editors should make an effort to minimize deviations from this process.
-Editors should publish a descriptive, up-to-date “Author Guidelines” as expected by the authors.
-Editors should provide explanatory and informative feedback to authors when necessary.

Relations with Referees

The duties and responsibilities of the editors towards the reviewers are as follows:

-The referees of the study should be determined according to the subject of the study.
-Editors should provide the information, documents and forms that referees will need during the evaluation phase.
-Care should be taken to ensure that there is no conflict of interest between authors and reviewers.
-Within the scope of blind reviewing, the information of the reviewers should be kept confidential, and the authors should not be given any information or hints about this issue.
-Encourage the referees appointed for review to provide objective, scientific and impartial reviews.
-Evaluate the reviewers in the light of criteria such as timely response and qualified performance.
-Determine policies to increase the level of contribution of reviewers in the evaluation process.
-Ensure that the referee pool is kept up-to-date.
-Make an effort to ensure that the referee pool is broad.
-Prevent evaluations with poor scientific quality and violations of courtesy rules.

Relations with the Journal Owner

Relations with the editors and the journal owner are based on the principle of editorial independence.

Editorial and Blind Review Processes

The editors are obliged to carry out the blind review process in a fair, independent and impartial manner for all manuscripts submitted to the journal for publication.

Journal Quality Approach

The editors are responsible for ensuring that every work published in the journal complies with the journal's editorial policies and international standards.

Protection of Personal Data

Editors are obliged to ensure the protection of personal data regarding the participants or images in the studies submitted to the journal for evaluation. Unless the explicit consent of the individuals used in the studies is documented, they are responsible for rejecting the study. Editors are also responsible for protecting the personal data of authors, reviewers and readers.

Ethics Committee, Human and Animal Rights

Editors are responsible for preventing violations of human and animal rights in the evaluated studies. In the absence of ethics committee approval for the subjects used in the studies and permissions for experimental research, the study should be rejected and this issue is the responsibility of the editors.


Precautions Against Possible Abuse and Misconduct

Editors should take precautions against possible misconduct and malpractice at any stage of the work submitted for publication. In addition to conducting a rigorous and objective investigation in identifying and evaluating complaints regarding this situation, it is among the responsibilities of the editor to share the relevant findings.

Ensuring the Integrity of Academic Publications

Editors are responsible for ensuring that inconsistencies, errors or misleading information are resolved.

Protection of Intellectual Property Rights

Editors are responsible for protecting and defending the intellectual property rights of the journal and the author(s) for all studies published in the journal. It is also the responsibility of the editors to take the necessary measures to ensure that the published works do not violate the intellectual property rights of others.

Complaints

The editors are obliged to carefully examine the feedback from authors, reviewers and readers and provide the necessary answers in an explanatory and informative manner.



Political and Commercial Concerns

The independent judgment of the editors is not influenced by the journal owner, publisher or any other political or commercial group.

Conflict of Interest

The editors guarantee the completion of the publication process in an objective and impartial manner, taking into account the conflict of interest between the author(s), referees and other elements.

Ethical Responsibilities of Reviewers

The evaluation of all studies by “Blind Review” directly affects the quality of publication. This process ensures an objective and independent evaluation of the work submitted for publication. In Kastamonu University Journal of Faculty of Economics and Administrative Sciences, the evaluation process of the studies is carried out with the principle of double-sided blind refereeing. Referees cannot communicate directly with the authors, and evaluations and comments are communicated through the journal management system. In this process, evaluation forms and referee comments on full texts are sent to the author(s) through the editor in a way that the referee information remains confidential. In this context, the referees who evaluate the studies to be published for Kastamonu University Journal of Faculty of Economics and Administrative Sciences are expected to have the following ethical responsibilities:

-Reviewers should agree to evaluate only studies related to their area of expertise.
-Reviewers should evaluate with impartiality and confidentiality.
-If the reviewers think that they are faced with a conflict of interest during the evaluation process, they should immediately refuse to evaluate the study and inform the journal editor about the process.
-In accordance with the principle of confidentiality, reviewers should destroy the manuscripts they have reviewed after the evaluation process. In addition, reviewers may use the final versions of the manuscripts they have reviewed after they are published.
-Reviewers should conduct the evaluation process objectively, only with regard to the content of the study. Reviewers should not allow nationality, gender, religious beliefs, political beliefs and commercial concerns to influence the evaluation at any stage of the evaluation.
-Reviewers should use constructive and academic language.
-Reviewers should carry out the work they accept for evaluation in a timely manner and diligently within the scope of the above ethical responsibilities.

Ethical Responsibility of the Publisher

Kastamonu University, the publisher of Kastamonu University Journal of Faculty of Economics and Administrative Sciences, is a non-profit state university. In this context, Kastamonu University acts with the awareness of the following ethical responsibilities regarding the Journal of Kastamonu University Faculty of Economics and Administrative Sciences:

-The editors are responsible for all processes of the studies submitted to Kastamonu University Journal of Faculty of Economics and Administrative Sciences. In this context, editors are the decision makers in the publication and all other processes of the studies without considering economic or political gains.
-Editors are responsible for taking measures against all kinds of scientific misconduct, citation mongering and plagiarism.
-The publisher undertakes to continue its publishing life within the framework of scientific and ethical principles.

Publication Policy

-Kastamonu University Journal of Faculty of Economics and Administrative Sciences is a peer-reviewed, electronic and periodical journal published twice a year in June and December. The journal includes theoretical and applied studies, book reviews and translations in the fields of economics, business administration, political science, public administration, finance, labor economics and industrial relations, international relations, sociology and law. Academic studies coming from other fields of social sciences and/or not related to these fields are not included. The publication language of the journal is Turkish and English.

-Articles submitted to the journal are first subjected to preliminary control in terms of form and content. The format requirements and the submission process must be fulfilled in accordance with the conditions of the journal. Studies that do not comply with these are rejected directly at the pre-control stage. Articles that are deemed appropriate in terms of form and content are taken to the evaluation stage to appoint a referee. There is no guarantee that articles submitted to the journal will be included in the refereeing process. In addition, no exact date is given for the evaluation period of the articles.

-Articles submitted to the journal are sent to at least two referees related to the field of the article for evaluation. If one of the referee reports is positive and one is negative, the decision on publication is made by the editors of the journal. If deemed necessary, the article may be sent to a third referee for evaluation. The editorial team has the final decision on this matter. At any stage of the evaluation process, the editor may intervene in the status of the article, if deemed necessary, within the framework of impartiality and ethical principles.

-Articles submitted to the journal must not be in the evaluation process of another journal at the same time and must not have been previously accepted for publication or published anywhere. The responsibility in this regard belongs to the author(s) of the article. If such a situation is detected, the publication process will be terminated at any stage and the author(s) will not be allowed to submit a new article to the journal.

-No fee is requested from the author(s) for the studies submitted to Kastamonu University Journal of Faculty of Economics and Administrative Sciences and no fee is paid to the referees as a result of the evaluation.
